Carson City is continuing to seek Community input and feedback on the City’s land use Master Plan update.

On Saturdays in November, the Carson City Community Development Department will be hosting “City Planner Day at the Library.” The events will be held on Nov. 2, 9, 16 and 23 from 10 a.m. to noon at the Carson City library, 900 North Roop Street. This is part of the City’s outreach to inform and engage with the community and seek input from all community members.

In October 2023, the City entered into a contract with Clarion Associates, a national land use consulting firm, to help the City update its Land Use Master Plan. The Land Use Master Plan isn’t just a policy document, it is a visionary roadmap. It articulates the City’s goals, objectives, and policies relative to land development.

The current plan was adopted in 2006. Since then, the freeway interchange with Highway 50 has opened, and there have been infrastructure improvements in the downtown corridor and on South Carson Street. Also, technological advancements have changed the way we shop as well as the function of the workplace. Per the State demographer, the City’s population has increased by 5.24% in the 16 years between 2006 and 2022, which is the most current certified population data available.

According to Community Development Director Hope Sullivan “We want to be accessible to everyone and let them know that the update process is happening, answer questions, and receive input. The input we have received so far has been incorporated into the draft document. Everyone is encouraged to review the draft document at envisioncarsoncity.org.

Any questions can be directed to Community Development Director Hope Sullivan at masterplan@carson.org.
News Tue, 29 Oct 2024 17:52:45 +0000 Jeff Munson 133014 at https://www.carsonnow.org Christmas tree permits available beginning Nov. 1 at Carson and Bridgeport Ranger Districts https://www.carsonnow.org/story/10/29/2024/christmas-tree-permits-available-beginning-nov-1-carson-and-bridgeport-ranger-distr
<fb:like href="https://www.carsonnow.org/story/10/29/2024/christmas-tree-permits-available-beginning-nov-1-carson-and-bridgeport-ranger-distr" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

U.S. Forest Service

Christmas tree permits for National Forest System lands on the Humboldt-Toiyabe National Forest's Bridgeport and Carson Ranger Districts will be available for purchase in person at multiple vendor locations beginning Friday, Nov. 1.

For permit details, maps, current vendor list, safety tips, and types of trees that may be cut, go here.

"The Humboldt-Toiyabe National Forest has a long history of welcoming holiday visitors into the Forest to cut their own Christmas trees," said Forest Supervisor Jon Stansfield. "This is a generational tradition for many families and maybe a new experience for those just getting acquainted with the program. Either way, it is a special way for the public to connect with and create memories within their local National Forest."

The U.S. Forest Service Christmas Tree Program is designed for families, businesses, and institutions wishing to cut their trees for decorating. Christmas tree permits are issued on a first-come, first-serve basis for $10 each, with a limit of two trees per household. Permits are nonrefundable, nontransferable, and valid only through Dec. 25, 2024. The Carson Ranger District has limited Christmas tree permits available, and once those allotted permits are sold, no more will be available.

Each Christmas tree tag is valid for cutting one tree on lands managed by the ranger district for which the permit was purchased. These permits went on sale Monday, Oct. 21 and may sell out sooner. It is essential to carefully read the overview and need-to-know information before purchasing the permit. Visitors need to set up or log in to a Recreation.gov account to complete the transaction. Please be aware that if purchasing through Recreation.gov, there will be an additional fee of $2.50 per transaction.

Christmas trees cannot be harvested within developed campgrounds, administrative sites, or designated wilderness areas. Some areas in both the Bridgeport and Carson Ranger Districts are closed to Christmas tree cutting due to public safety and wildfire impacts. Please refer to the maps provided with the permit.

The topping of Christmas trees has resulted in severe problems in previous years by leaving behind high tree stumps. Please ensure that the maximum height of the stump left behind is at most six inches above bare soil with no live branches left on the stump. REMEMBER, TOPPING TREES IS NOT PERMITTED!

If you have purchased a Christmas tree permit in person, please ensure the adhesive tag is attached securely to the tree so it is visible during transportation. If you purchased your permit through Recreation.gov, a copy of the permit is required to be placed visibly on your vehicle dashboard.

"Keep your family and your safety in mind as you head out to look for a Christmas tree on National Forest lands," said Stansfield. "Dress warmly and bring a saw, shovel, map, snacks, and water. Also, ensure relatives or friends know where you are going and when to expect you home."

Getting your tree early before the snow falls usually means better access on forest roads. High-clearance, 4-wheel drive vehicles and traction devices are recommended when driving on mountain roads at this time of year. Vehicles with inadequate tires and no chains have caused extensive problems in the past, blocking roads and preventing other drivers from being able to enter or leave the cutting areas.

Remember, most forest roads are not plowed in the winter. Leave early in the day to allow for maximum daylight. Be prepared for unpredictable weather, check road conditions before leaving, and always use caution when emerging onto main roads. Forest officials would like to remind the public that proper and responsible use of vehicles on Forest roads is important to ensure roads remain in good shape for all visitors. Causing road damage and other Forest resources can violate federal regulations, which could carry a fine of up to $5,000 and six months in jail.

The Carson Ranger District also recommends that the public only cut Christmas trees in the Dog Valley area if they have a four-wheel drive and high-clearance vehicle. The Dog Valley Road, located near Verdi, Nevada, about 15 miles west of Reno, is a steep dirt road that is extremely hazardous when snow and ice are covered. The road is not accessible once the Reno-Sparks Metropolitan area receives significant snow. Joe Lombardo announced that Monday that in preparation for a safe and smooth Election Day, he will activate a limited contingent of National Guard personnel to be available on Election Day. The activation will be limited to supporting state and local resources on November 5, 2024.

This decision, which mirrors the state’s routine preparation for past elections, was made after consultation with election officials and state leaders. It is one of many proactive steps the state is taking to ensure all possible resources are in place for a timely response to any challenges that arise. For example, a major weather event on top of elections could pose significant demands on public safety personnel, which the National Guard would then be in a position to help alleviate.

Pursuant to procedure, 60 total members of the National Guard will be activated on standby status and stationed in Nevada National Guard facilities in both Carson City and Las Vegas. They will be available to support existing law enforcement preparations for Election Day on things like traffic enforcement and building security, and to coordinate and facilitate communication across the state if additional support is needed.

This is one more way Nevada officials are preparing to ensure a smooth, secure, and safe election for the people of Nevada in 2024.

“After consulting with stakeholders across the state, I have decided that a precautionary activation of the National Guard makes sense at this time. We do not expect that these personnel will need to be deployed,” said Governor Joe Lombardo. “As a first responder, I know first-hand the importance of being prepared, and this decision reflects my commitment to safety and preparedness on Election Day.  As always, I am deeply grateful to the men and women of our National Guard, and I appreciate their service to our state and country.”

“I share Governor Lombardo’s commitment to safety, preparedness, and transparency,” said Secretary of State Francisco V. Aguilar. “This proactive decision helps ensure that we’ve made the most of our available resources across Nevada. Our election officials and law enforcement leaders have been preparing for the November 5 election for years. This frees up their resources on Election Day so they can focus on delivering a safe and secure election.”
Nevada Politics Tue, 29 Oct 2024 14:06:14 +0000 Jeff Munson 133012 at https://www.carsonnow.org Lahontan cutthroat trout were once wiped from Tahoe. What they saw gave them hope that a self-sustaining population of Lahontan cutthroat trout could return to the lake in a limited capacity, and they began a multiyear reintroduction and monitoring effort. This year, Lahontan cutthroat were documented exhibiting spawning behavior in a tributary of the lake — the first unassisted attempt in Lake Tahoe in nearly 90 years, according to state biologists.

That effort by the Lahontan cutthroat trout (LCT) — the state fish of Nevada known for its ability to grow as long as 4 feet — is exciting for biologists and sportsmen alike. It is also an important step in the “recovery” of the fish, which is listed as “threatened” by the U.S. Fish and Wildlife Service.

“If we can get a few of these fish to spawn and reproduce … they can persist into the future without human intervention,” said Travis Hawks, fisheries division supervisor for the Nevada Department of Wildlife’s western region. “The ultimate goal of recovery is to get a species to the point where it can exist to be equipped to handle its environment and we don’t have to take care of it.”

The number of fish that exhibited spawning behavior in Tahoe’s Third Creek (in Incline Village) were few — 10 out of the roughly 200,000 that have been stocked during the last couple of years. But biologists expect to see those numbers increase.

“If we get 10 up there and three of them spawn … it will build upon itself,” Hawks said. “It really does have huge implications for LCT recovery.”

‘Proof of concept’

Since European settlement, more than 20 species of fish have been introduced to the Lake Tahoe Basin. As late as the 1990s, thousands of non-native fish were stocked in Lake Tahoe each year for sportsmen, but there was no real management of the lake as a thriving fishery, Hawks said.

“Tahoe was just a big dumping spot of fish,” he said. “The understanding of what was going on in Tahoe wasn’t there.”

As the understanding of Lake Tahoe as a thriving fishery evolved in the early 2000s, state wildlife officials started brainstorming how to restore Lahontan cutthroat trout (listed in 1970 as threatened) to Lake Tahoe — not by stocking the fish, but by carving out a space for the fish to carry out their natural life cycle, as they had before Western settlement.

The U.S. Fish and Wildlife Service had previously reintroduced Lahontan cutthroat trout to Fallen Leaf Lake — a small lake attached to Lake Tahoe via Taylor Creek — and reports that those fish have been spawning in Glen Alpine Creek since 2012. Lahontan cutthroat trout were also introduced to the Meiss Meadow area in 1990 by the service; Meiss Meadow is part of an interconnected stream complex within the upper Truckee River.

But recovery in Lake Tahoe hadn’t been attempted.

In 2014, state wildlife officials started studying spawning habits of rainbow trout to identify areas that could be suitable to reintroduce Lahontan cutthroat trout. Rainbow trout spawn at the same time of year and in similar habitat as Lahontan cutthroat trout, so wildlife officials captured rainbows spawning in Tahoe’s tributaries, tagged them, then removed their eggs to raise the young in a hatchery. The young raised in the hatchery were released back into the lake and their behavior was monitored.

Supporters credit Hawks, the state fisheries leader.

“Travis knew full well this was a perfect surrogate project for LCT. He just kept pushing forward,” said Jason Barnes, a biologist with Trout Unlimited who focuses on Lahontan cutthroat trout.

The experiment showed two things — first, that the adult fish they tagged were returning year after year to the same tributaries. And second, of the young raised in the hatchery, about 10 percent were returning to the same tributary they were removed from as an egg.

“Nobody had that data in the Tahoe Basin,” Hawks said.

Within a couple of years, state and federal wildlife officials reached an agreement to stock 2,000 Lahontan cutthroat trout in the lake to see if the fish would make their way into Lake Tahoe’s tributaries to spawn.

The number of Lahontan cutthroat trout stocked in Lake Tahoe has grown substantially during the past few years; this year, 100,000 were planted.

But hatchery-raised fish don’t thrive in the wild, Hawks said. They are planted for sportsmen and generally don’t survive year after year on their own.

Stocking fish is “pretty much a numbers game,” Hawks said, citing examples in the Truckee River. Each fall, Nevada Department of Wildlife staff does a fish survey to monitor the Truckee’s health. Held in late September or early October, the survey is just a few months after U.S. Fish and Wildlife Service stocks as many as 70,000 Lahontan cutthroat trout in the river for recreational fishing.

“We haven’t found more than, say, three [surviving] LCT that are stocked every year,” he said.

“It’s the difference between a farm animal and a wild animal,” he added. “You take a fish born and raised at a hatchery — it’s fed processed food and it’s released into a wild environment and exists in that wild environment for a time, but the odds of it really thriving and reproducing is really slim ... 90 percent of them don’t survive.”

But the 10 fish that exhibited spawning behavior in Third Creek could be the start to a self-sustaining population of Lahontan cutthroat trout in Lake Tahoe.

“They have restored a lost function of LCT returning to a stream to spawn,” Barnes said. “You’re not just pulling fish out of a truck anymore. You’ve restored a function that has not been present for 100 years … It’s a proof of concept.”

A permanent structure will be installed on Third Creek to assist the Lahontan cutthroat trout. Fish swimming up the creek will not be able to make it past the structure; state wildlife crews will sort the fish, allowing Lahontan cutthroat trout to continue upstream while other species will be returned to the lake to spawn elsewhere. If left unsorted, rainbow and Lahontan cutthroat trout can mix to create hybrids known as “cutbows.”

“We understand we aren’t going to do this on every tributary,” Hawks said. “We aren’t going to get rid of all non-natives.”

But the agency can create what he calls “LCT refuge areas.”

“We have to shift our frame of reference and realize if we want LCT recovery, it’s going to be in the current environment and we have to consider what’s realistic and what we want to achieve,” Barnes said. “NDOW has proved this is one of the best outcomes we can get.”

— This story is used with permission of The Nevada Independent. Go here for updates to this and other Nevada Independent stories.
Outdoors Mon, 28 Oct 2024 23:33:33 +0000 admin 133009 at https://www.carsonnow.org 'Let it Glow' Fall Fling Disc Golf Night happening Saturday at Carson Ridge Disc Golf Complex https://www.carsonnow.org/reader-content/10/28/2024/let-it-glow-disc-golf-night-round
<fb:like href="https://www.carsonnow.org/reader-content/10/28/2024/let-it-glow-disc-golf-night-round" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

By Gregg Swift

This Saturday Nov. 2, will be Carson City's first Disc Golf Glow Round event. According to the booking report, a Carson City Sheriff's Office deputy conducted a traffic stop on a wrong way driver at the intersection of East John and North Stewart.

A second deputy arrived to assist with the investigation of a possible intoxicated driver. The officer spoke with Seipel and observed signs of alcohol intoxication, including slurred speech, red watery eyes and the odor of an alcoholic beverage. While speaking, the man advised he had two drinks since approximately 2 p.m., the report states.

The man had an array of medical conditions. Based upon his medical conditions, the only field sobriety test conducted was the horizontal gaze nystagmus test. A preliminary breath test was done, in which the man blew a .210, the arrest report states. He was arrested for suspicion of third DUI. When the current website was built, most of our readers were reading it via desktop and laptop computers. But now, a majority of our readers are using their smartphones to read the news, so we needed to adapt to fit the news into that space.

We also updated the software and server to make the site more robust and able to withstand the kinds of traffic we get during breaking news events.

There are a few other updates as well, such as improved display of PDF documents, video and social media posts. Some of these additions will be rolling out in the next few weeks.

Someone once said that redesigning a news website is like working on a car while it's moving. There are a lot of moving parts as we move from one system to another. I'm sure there will be a few hiccups along the way that we will have to fix as they come up. This is a work in progress. If you see any problems, send them to me at: kc@carsonnow.org

I have been through enough redesigns of newspapers and websites to know that no matter what, some people are not going to like the changes. Selected destinations complete six months of consulting that will provide guidance and recommendations for growing tourism in a way that is authentic, sustainable, and supports the community’s culture, heritage and character.

The Cultural Corridor of Carson City, Carson Valley, and Virginia City was awarded $631,350 to establish a not-for-profit organization to spearhead development and to hire an executive director to manage organizational projects, according to a news release from the Nevada Commission on Tourism.

These funds will also support branding of the Cultural Corridor with wayfinding and interpretive signage, helping visitors navigate through the region, website and app development, research, professional development and public art installation in each of the Cultural Corridor communities, the release states.

The projects awarded were the second cohort of participants. Their applications were reviewed and evaluated by a panel of experts, including representatives from Governor’s Office of Economic Development, Nevada Arts Council, Nevada Division of Outdoor Recreation, Nevada Small Business Development Center, Bureau of Land Management, and Travel Nevada.

During a special commission meeting, NCOT commissioners, along with funding of the Cultural Corridor project in northern Nevada, Boulder City was awarded $368,650 to fund positions for Boulder City Chamber of Commerce to implement initiatives outlined in the 10-year destination plan. Included in the plan is new signage and the purchase of a vehicle which will serve as the “Best Dam 411 Infomobile,” a mobile visitor center that will travel throughout the region to promote the destination.

“As Lt. Governor, I have made it my mission to travel our state and visit the communities that contribute to our state’s culture and history. While on the road, I have met many passionate tourism partners who strive to make a difference in their communities,” said Stavros Anthony, Lt. Governor and Chair of NCOT. “The 3D projects not only boost the economy but influence a sense of pride throughout the community.”

NCOT selected two destinations to participate in cohort three, whose destination plans are slated to be complete in April 2025.

Cohort three participants include:
Walker Basin Conservancy (WBC) will develop a 10-year sustainability-focused destination plan to link the communities connected by the Walker River (Topaz, Smith, Yerington, Schurz, and Hawthorne) with a unified sense of place and an immersive, educational visitor experience.

Friends of Sutro Tunnel will develop a 10-year destination plan to support cultural and heritage tourism in Dayton through the development of amenities and attractions, and link Dayton’s history with neighboring Virginia City through their shared Comstock history.
News Mon, 28 Oct 2024 15:48:27 +0000 Jeff Munson 132986 at https://www.carsonnow.org Carson High School Boys Cross Country are 2024 Northern Nevada Regional Champions https://www.carsonnow.org/reader-content/10/27/2024/carson-high-school-boys-cross-country-are-2024-northern-nevada-regional-ch
<fb:like href="https://www.carsonnow.org/reader-content/10/27/2024/carson-high-school-boys-cross-country-are-2024-northern-nevada-regional-ch" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

By Dan Thornton

On Friday, October 25, 2024, Carson High School’s boys' and girls' cross country teams turned in impressive performances at the NIAA Northern Region Cross Country Championships.
