However, since its implementation, administration, teachers, and surprisingly the students who Carson Now spoke with have agreed the new policy has been extremely positive.<!--break--> <P> Many parents were concerned they would not be able to get ahold of their students instantly — which is one of the very reasons the Yondr pouches were introduced in the first place: distraction. <P> Teachers, administration and even most students agreed that phones were a constant distraction, but not only that, they were also inhibiting socializing. <P> Now, there has even been reports of a resurgence of an ancient, long-dead technology: passing notes in class. <P> <h2>Sound returns to hallways, common areas</h2> <P> Freshman Emmy Cooper said that for her and her class, the rules aren’t a new thing. While she attended Carson Middle School, students were not allowed to use phones, and while students were looking forward to being allowed to use them at high school, she agrees with the new policy. <P> “I’m definitely disappointed, but it’s not as bad as I expected,” Cooper said. “There’s no real difference from last year.” <P> However, Cooper said she picked up on the changes from teachers and older students. <P> “My biology teacher came in and we were all talking before class started,” Cooper said. “He said 'wow, I’m going to have to ask you to quiet down, but I’ve never seen this before, usually everyone’s just on their phone.' He said he was happy that he had to tell us to be quiet.” <P> This was a consistent response from all teachers, students and administration. <P> Carson High School Principal Dan Carstens said the differences between this year and previous years are “night and day.” <P> “The first thing I noticed was how loud it was at lunch on the first day,” Carstens said. “I came out and wondered if there was a fight but instead, it was just students talking to each other. It’s like we were back in the 90s.” <P> This school year, there has also been a significant decline in behavioral issues. <P> “Last year, five weeks in, we had twice as many documented accounts of disrespect or insubordination,” Carstens said. “Fights have been almost halved.” <P> Carstens said he believes one of the reasons is that the presence of phones influence this negative behavior. Some students would initiate an altercation to record it, or students would even feel the need to fight because phones were recording. <P> <h2>Administration support</h2> <P> One of the big changes that has occurred is that phone issues are handled by administration, not teachers. <P> In previous years, disrespect and insubordination often involved phones: a student would refuse to put their phone away in class, a teacher would attempt to remove the phone, and a power play would begin. <P> “There were so many negative interactions between students and teachers around the phones, which was also taking away class time,” Carstens said. <P> Now, teachers don’t even have to speak to students about the phones. Instead, they send a message to administration, and shortly afterward, someone will arrive and ask the student to briefly step out of class, and the phone is confiscated. <P> “It’s great not having to be the bad guy anymore,” said chemistry teacher Ty McMillen. “The level of respect has increased across the board, especially in the hallways.” <P> McMillen said students are so much more engaged, not only in their classwork, but with their peers as well. <P> “They’re talking to each other,” McMillen said. “There are so many fewer disturbances and, if they do occur, people aren’t whipping their phones out to record.” <P> McMillen said the rule has also taught students the importance of self regulation. He said many students have found they don’t even need the pouches, and are able to simply keep their phones turned off and put away for the entire day. For other students, they’ve discovered the pouches allow them to be free from the distraction. <P> So far, according to Carstens, there have been 144 cell phones confiscated, which is averaging to around 29 per week. <P> “It’s basically one percent,” Carstens said. “If a kid was getting a 99% in class, we’d be happy. We’re never going to be perfect, but we’re going to be consistent.” <P> <h2>Classwork aspects still need addressing</h2> <P> Senior Eleanor Romeo said this has been the most enforced rule she has experienced in her four years at Carson High School. <P> “Last year there were some teachers who had phone lockers or pouches hanging on the walls for us to put our phones away, especially during tests,” Romeo said. “Now, we’re expected to have them away all of the time. In the first couple of weeks, it seemed like teachers were a little confused about the new rule but in the past few weeks, they’ve become really strict about it.” <P> Romeo said there are still some issues with banning their phones when it comes to school work, however. <P> She took a graphics design class last year and a large portion of it was sourcing photos from the internet. The issue was, despite it being a school assignment, the school computers had blocked the ability to search for photos, and students had to use their phones. <P> She said as far as she knows, there hasn’t been a workaround for students yet this year, and they simply have to source the photos on their own time using non-school devices. <P> She said there are also several apps that are locked down that they have been waiting to be unlocked by school administration. <P> Romeo is a part of student council, and they utilize an app to communicate about school council plans and issues. However, the app is blocked from school devices, which has made communicating during school hours difficult. <P> “You can put requests in to have apps unblocked, but it’s a pain,” Romeo said. “We’re still waiting to hear about whether or not it can be added.” <P> Despite this, Romeo, like Cooper, said she does agree with the policy and believes it should continue. <P> “I think the measures the school is taking matches the energy (of students),” Romeo said. “If people aren’t going to listen or follow rules, this is what happens. Phones are an abused technology; people were consistently using them to cheat and not pay attention.” <P> Romeo said she believes one of the underlying issues is that some students feel they’re better than the school, and better than the rules, and they’ve formed a reliance to stay entertained and keep up their energy. <P> “Even though it’s public school and we’re not paying for it, it’s a privilege to be here,” Romeo said. “The kids that are the most angry, I feel, are the ones with the biggest reliance on them, and feel disconnected now. They’re the ones who have broken the pouches, or have to go the restrooms to use them.” <P> Cooper also noted this, saying that for many, phones are a way to stay connected and entertained if they don’t have any hobbies or activities outside school. <P> Romeo and Cooper both agreed that for the students who are still angry about the new policy, there should be some self-reflection. <P> “We should all ask, ‘how reliant am I on this?’” Romeo said. <P> “I think there is some amount of comfort knowing you have access to your phone, in case there’s an emergency,” Cooper said. “So I can understand having some anxiety about it being locked up, and not being able to get ahold of your parents or whoever you feel comfortable with if you need to tell them something.” <P> <h2>Safety concerns</h2> <P> One of the biggest pushbacks from parents surrounding the new policy was the fact that they did not trust the district to be able to alert them in a timely manner if there was an issue. <P> At the end of last year, a lockdown went into place after a student reported seeing what they believed looked like a gun, but turned out to be a portion of a bicycle lock. <P> During that time, the school was locked down and searched, but parents were not informed of the lock down until after the media — and their own students — reported on it, and misinformation spread from student to parents. <P> The lack of information, parents said, caused real fear for their families. <P> “We heard what people were saying, and it’s valid,” Carstens said. “This year, we’re implementing new policies to inform parents as soon as there is a lock down, even if it’s a drill.” <P> Carstens said a roll out of this new policy will be coming next month, at which point the school will undergo a lockdown drill, and a message will be sent out to parents via Parent Square. <P> “We’ll have a designated admin, as well as a back up admin, who will be in charge of getting that information out,” Carstens said. <P> Carstens said something they were not prepared for, but probably should have been, was the increase of calls to the front office from parents with messages for students. In one case, a parent was unable to get through. <P> “We don’t want to sacrifice our customer service,” Carstens said. “We’re working on new ways to make sure that every parent who needs to reach us is able to.” <P> While there have been challenges in the new policy, teachers, administration and students agree things have improved now that phones are put away. <P> “It’s going well and I believe we now have the support of the community,” Carstens said. “I even had one parent who was against the policy at first, and then told me she realized she had become a bit of a nag being able to contact her student constantly. I understand the anxiety of not being able to have access to your child, but I think now, parents are realizing that everything is okay.” <P> Another community meeting is going to be set up around mid October, Carstens said, for families to come and talk with administration and staff about how the policy is going. <P> “If there’s something we need to improve on, we want to hear it,” Carstens said. Thus, it was determined by Animal Ark’s veterinarian, Dr. Lesli Spears and NDOWs Wildlife Health Specialist, Dr. Nate LaHue, that it was in the animal’s best interest to be euthanized.</p> <p>“Since Friday, the Davis Bear’s burns had taken a turn for the worse. Unfortunately, the necessary amputations would be so extensive that his general mobility would be impacted from foraging for food or climbing trees. He is a wild animal, and this decision was made in his best interest to say goodbye,” said Dr. Spears. </p> <p>According to Animal Ark’s Director, Theresa Owens, “We gave our best efforts to rehabilitate him. He had a quiet, safe space in his den, food, water, pain medication and rubber mats to cushion his steps. There’s not much else that we could have done.” </p> <p>NDOW is grateful for the citizen’s report and Truckee Meadows Fire Protection District which allowed the Department to quickly tend to the Davis Bear’s burns, to administer pain medication and ultimately for him to be humanely euthanized. According to Dr. LaHue, “The Davis Bear’s burns were so severe that we are glad to reduce his pain. This summer, FISH introduced a new Food Bank and Volunteer Services Manager, Christopher Turbeville, whose diverse background and commitment to community service brings a fresh perspective to the local nonprofit organization.</p> <p>Christopher, known as “Turbo” to friends and colleagues, took the helm of the food bank and volunteer program at FISH only two short months ago and has hit the ground sprinting.</p> <p>With an educational and professional background in biochemistry and analytical chemistry, Turbo spent over two decades of his life dedicated to science.</p> <p>His work at Bently Biofuels in Minden, where he helped turn used cooking oil into biodiesel, combined his passion for science with a dedication to local impact. After the passing of Don Bently and closure of the biodiesel plant, Christopher transitioned to pharmaceutical research, contributing to studies in toxicology, immunology, and genetic cancer therapies.</p> <p>However, it was his desire to make a tangible difference in the community that ultimately led him to FISH. After a significant career change, Christopher saw an opportunity to apply his skills in a way that directly benefits those around him. When Lane Meyer, FISH’s Director of Operations and a former colleague, suggested he consider the Food Bank and Volunteer Services Manager role, Christopher recognized it as a chance to align his professional life with his personal values.</p> <p>He acknowledges, “I wasn’t actively looking for a job like this. But when I learned more about what FISH does and how much they’ve grown, I knew this was where I wanted to be. The scope of FISH’s impact is remarkable, and I’m excited to be part of an organization that is making such a difference in the community.”</p> <p>Christopher’s goals for the FISH Food Bank are straightforward: to address food insecurity, support individuals in stabilizing their lives, and ensure that the community understands the value of service. He emphasizes the importance of meeting basic needs while also fostering a sense of dignity and self-sufficiency among those who receive assistance.</p> <p>“FISH is not just about handing out food,” Christopher explains. “We’re here to help people regain stability in their lives. Our services provide a critical safety net, allowing individuals to navigate difficult times with the support they need to get back on track.”</p> <p>One story that stands out to Christopher involves a local grocery store manager who, as a child, relied on FISH’s services. Now, as an adult, she donates surplus food from her store to help others in need. It is examples like this that demonstrate the long-term impact of FISH’s work and the importance of community involvement.</p> <p>“Supporting local food banks is essential,” Christopher notes. “There are a lot of needs out there, and it can be overwhelming to decide where to help. But FISH has a proven track record of using resources responsibly to make a real difference. We take steps to ensure that the help we provide goes to those who truly need it, and we work with individuals to help them improve their circumstances.”</p> <p>Looking ahead, Christopher hopes that FISH will continue to grow its impact, ultimately working toward a community where food insecurity is no longer an issue. “It’s a long-term goal,” he acknowledges, “but with continued support from the community, we can make significant strides toward that vision.”</p> <p>For those interested in supporting the FISH Food Bank, there are multiple ways to get involved, from spreading the word about FISH’s services to making donations or volunteering time. The Follies raises money for Meals on Wheels Carson City who delivers over 100,000 meals each year to homebound and shut-in seniors who are unable to prepare meals or shop for groceries.</p> <p>“Meals on Wheels is the lifeline for Carson City’s most vulnerable and we are honored the Follies puts in so much time creating the entire production to support our work,” states Courtney Warner, Director of the Carson City Senior Center which operates Meals on Wheels. “With the Follies and the community’s support, we can ensure no senior goes hungry.” </p> <p>Toni VanCleave, director, singer, and dancer has been a part of the Follies for 15 years. “Keeping the legacy of the Follies going and helping Meals on Wheels is why I volunteer,” states VanCleave. “I’m a ham and love to perform.”</p> <p>VanCleave is most excited to watch the Wellerman clogging act from this year’s production.</p> <p>The Capital City Cloggers have been performing with the Follies for six years and their favorite acts from past productions were the clogging numbers from the Star Wars Cantina and the patriotic finales. Members state they enjoy “working with the other performers as they are like family” which keeps them coming back year after year. </p> <p>Retired circus performers Tom and Luba Tomashek have been part of the Follies since 2012. “The Senior Center provides this activity for those of us still wanting to perform. We love to stay active after a life in the circus show business and what better way to keep that spirit alive than a variety show,” states Tomashek. </p> <p>Local musicians, Don and Nadine Klestinski are familiar faces within the Follies and the Senior Center as in addition to the Follies, they also perform the monthly dance parties held at the Senior Center. “Performing in the Follies helps us stay active,” states Klestinski who is looking forward to watching new addition Dennis Arnoldi perform in this year’s production. “Our favorite act from last year was the Moon Landing act with Bob Schirlls” states Klestinski. Warner shared a fond memory of Don Klestinski performing as Steve Martin’s King Tut performed on Saturday Night Live. “Not only did Don K. sing the song perfectly, but he also mastered all the dance moves from the SNL skit. Such a fond memory and I look forward to seeing everyone on stage each year.” </p> <p>With a cast and crew of over 20 performers, the Follies will be welcoming back fan favorites such as the hip twists of the Babylon Babes who are set to perform several belly dancing numbers. Gene Munnings, who many will remember as the Aflac Duck and Energizer Bunny from previous shows, will be putting his uncanny resemblance to Gilligan from1960’s TV Show Gilligan's Island to work, and Cedric Williams, a talented singer who frequents local venues in town will lend his voice to a classic Titanic number that is bound to bring down the house.</p> <p>Tickets for the show are $10 and will be sold one-hour prior to the first act. Showtimes are Friday, Oct. 4 at 7pm and Saturday, Oct. 5 at 2 p.m. at the Bob Boldrick Theater, 851 E. William Street. With the dry conditions and low humidity expected, it could produce isolated areas of critical fire weather conditions for far northern Washoe County, NWS forecasters said.</p> <p>Temperatures will cool down a bit, 3 to 4 degrees in the wake of the front on Thursday with lighter breezes prevailing. Topsy Lane in Carson City opened its doors for a soft opening and this week, they will celebrate their official grand opening all weekend long.</p> <p>Ace Hardware is a popular home improvement and hardware store that has a few long-established stores in Gardnerville and Reno, but this is the first in the capital city.</p> <p>The store offers everything from power tools to paint, kitchen wares to bird houses, plumbing to patios and everything in between.</p> <p>According to owner Aaron Wickstrom, he decided to open a location for the popular hardware store in Carson City because of his love for the region.</p> <p>“People are great and friendly, and it reminds me of the small city-town I grew up in,” said Wickstrom, who grew up between central California and northern Minnesota. “I just love the area, everyone has been so nice and welcoming.”</p> <p>What Wickstrom said sets Ace Hardware apart from competitors is customer service.</p> <p>“We make it a point to excel in customer service,” Wickstrom said. “We have a lot of retired people who worked in trades who bring that level of expertise. Even if we don’t know the answer, we know how to figure it out to solve the issue.”</p> <p>The grand opening at Ace Hardware begins Friday and continues through Sunday.</p> <p>Each day brings unique deals, Wickstrom said, as well as raffles.</p> <p>On Friday, they’ll be raffling off a Milwaukee cordless drill set; on Saturday, a Webber gas grill and on Sunday, a two burner Blackstone griddle.</p> <p>In addition, on Saturday and Sunday, there will be a number of things to snack on, including pizza and tri-tip samples on Saturday, free coffee and donuts on Sunday, and free ice cream both days.</p> <p>The official ribbon cutting will be taking place at 10 a.m. Friday. </p> <p>Grand opening hours for this weekend are 8 a.m. to 7 p.m. each day. </p> <p>Ace Hardware is located at 971 Topsy Ln. He was also booked for misdemeanor driving with a revoked license, failure to maintain travel lane and basic speeding.</p> <p>According to the booking report, a deputy in the area of William and Saliman streets observed a vehicle failing to maintain its travel lane and paced the vehicle going 45 mph in a marked 25 mph zone. The officer conducted a traffic stop at William and North Plaza streets. When the vehicle stopped, the right front tire hit the curb, the report states.</p> <p>The officer made contact with the driver and told him the reason for the traffic stop. The man said he was checking on his two-year-old in the back seat. He also had his seven-year-old in the front seat who was not wearing a seatbelt, the report states.</p> <p>The deputy asked for the man's driver's license, registration and proof of insurance. The man handed the deputy his license and said it was suspended due to a previous driving under the influence charge. The deputy conducted a record check on the man and dispatch advised his license was revoked beginning April 12, 2024 with an end date of Oct. 13, 2024.</p> <p>The officer asked the man to step out of the car, which he did. The officer advised that he was placing him under arrest for driving on a revoked license. The deputy asked the man if he had a family member who could pick up the children. The man said he could call a relative. While waiting, the deputy looked into the vehicle and saw a few unopened cans of malt liquor, the report states. The deputy asked the man if he had anything to drink. The man said he had a beer around 10 a.m. The relative arrived shortly after and took custody of the two children per the man's request.</p> <p>The driver was placed into handcuffs and taken to jail. During transport the officer could smell the odor of alcohol coming from the man's person. When the deputy arrived at jail, a preliminary breath test was done with a result of .109, the report states. The man was read his Miranda warning and said he understood and wished to speak. The deputy asked the man how much he had to drink and the man replied he had one beer earlier in the day.</p> <p>The officer asked if he would submit to standardized field sobriety test and the man agreed. He showed signs of impairment, the report states. He provided another preliminary breath test with a result of .098. Due to the totality of circumstances and the results of the standardized field sobriety tests the man was booked for suspicion of DUI second, two counts child endangerment and the other alleged offenses. He consented to a blood test and booked. Bail: $40,000. </p> <p>In other arrests:<br /> — A 37-year-old man, Rennee Castellon, was arrested Sunday in the 1800 block of Russell Way for two counts suspicion of felony commercial burglary and gross misdemeanor possession of burglary tools.</p> <p>According to the booking report, a deputy was called to Walmart to meet with asset protection who advised a man had stolen a bicycle without paying.</p> <p>A deputy met with asset protection and learned the man walked to the bicycle section and left with a bike, physically forcing himself past an asset protection employee and another Walmart employee. The deputy reviewed video footage showing the man riding the bicycle out of the exit doors as employees attempted to stop him, forcing himself and the bicycle past employees before running into a shopping cart pushed in front of him by another customer, the report states.</p> <p>The deputy was able to get a description of the man and, who also was carrying a backpack with the words "Minecraft" in white lettering on it with two water bottles on the side pocket. Later, while responding to another call, the deputy observed the suspect sitting on the sidewalk with the black mountain bike nearby and backpack with the "Minecraft" lettering and water bottles in it a few short yards away.</p> <p>The man was placed into custody and was identified by asset protection. While searching the backpack, officers located a set of bolt cutters, pry bar, gloves and a headlamp, which appeared to be new with the price tags still on them. Bail: $10,000.</p> <p>— A 41-year-old Carson City man was arrested Sunday for suspicion of DUI. According to the booking report, officials were called to the area of Pintail street for a report of a suspicious vehicle that was parked in the front entrance of the gated community and was blocking access.</p> <p>A deputy arrived on scene and approached the driver side of the vehicle and observed the driver sleeping. The deputy asked the man to roll own the window. The officer observed the man had red watery eyes and the smell of alcohol came from his person, the report states. The man was asked if he would be willing to participate in standardized field sobriety tests. The man agreed and showed signs of impairment. He provided a preliminary breath test of .227 and was arrested for suspicion of DUI. The man was read the request for evidentiary testing and he agreed to a series of blood draws. Bail: $1,137.</p> <p>— A 28-year-old man was arrested Sunday for suspicion of misdemeanor DUI, according to a Carson City Sheriff's Office booking report.</p> <p>Deputies were dispatched to the area of Molly Drive in reference to a vehicle driving in circles throughout the neighborhood. The deputy was advised the vehicle was reported suspicious by several people throughout the area.</p> <p>Deputies arrived and located the vehicle at Camille and Carriage Crest Drive and conducted a traffic stop based on circumstances given. The officer made contact with the driver who said he was driving his friend, the passenger in the vehicle, home from Reno as he had too much to drink, the report states.</p> <p>The officer explained the reason for the stop. The driver said he had got lost in the neighborhood and so he made several circles attempting to get back on course with his GPS. There was a strong odor of alcohol coming from inside the vehicle, the report states. The front passenger was extremely intoxicated. The officer asked the driver to step out of the vehicle so they could differentiate the odors between the driver and passenger.</p> <p>The driver stepped out and still had a strong odor of alcohol coming from his breath while speaking. The man had red watery eyes and slurred speech. He admitted to drinking one beer while at a bar in Reno. The man stated he stopped drinking approximately four hours prior and had also ate dinner, according to the report.</p> <p>The driver submitted to standardized field sobriety tests and showed signs of impairment on the tests. He provided a preliminary breath test of .290 and was arrested. He agreed to an evidentiary blood test. Bail: $1,137.</p> <p>— Two people, Brian Rasmussen and Stephanie Rhodes, were arrested Sunday for suspicion felony possession of suspected methamphetamine and misdemeanor drug paraphernalia. Bail: $2,500 each.</p> <p>— A 47-year-old Carson City woman was booked Sunday into Carson City Jail for a misdemeanor failure to appear contempt of court warrant issued July 16, 2024 out of Carson City Justice Court. Bail: $500.</p> <p>— A 49-year-old Carson City woman was arrested Sunday for misdemeanor warrants out of Carson City Municipal Court alleging trespassing and contempt of court. Bail: $1,000 cash.</p> <p>— A 48-year-old Carson City man was arrested Sunday for a misdemeanor violation of bail conditions warrant issued Feb. 27, 2024 out of Carson City Justice Court. Bail; $3,000 cash.</p> <p>— A 57-year-old Dayton man, Jaspal Dhanda, was arrested Saturday for suspicion of possession of a controlled substance (suspected methamphetamine) and misdemeanor possession of drug paraphernalia. Bail: $2,500. </p> <p>— A 44-year-old Mound House man was arrested Saturday in the area of Fleischmann and North Nevada Street for suspicion of DUI and a violation of suspended sentence warrant, both misdemeanors.</p> <p>According to the booking report, a deputy made a traffic stop after observing the vehicle was listed as unregistered. The officer made contact with the driver and obtained his license, insurance and registration to confirm everything was valid. The officer observed the man had red, watery glossy eyes. </p> <p>The deputy learned the man had an unconfirmed warrant out of Carson City Justice Court issued Sept. 6, 2024. The officer instructed the man to exit the vehicle. He was slow to exit the vehicle and was placed into handcuffs. The officer could smell and odor of alcohol coming from his breath.</p> <p>The man was asked if he would participate in standardized field sobriety tests. He agreed and showed signs of impairment. He did not consent to a preliminary breath test. He was arrested for suspicion of DUI and the warrant. The man was read the request for voluntary evidence and agreed to a blood sample. Bail: $1,137 for suspected DUI and $1,000 cash for the warrant.</p> <p>— A 39-year-old Dayton man, Madera Michale Bias II, was arrested Saturday for suspicion of possession of a controlled substance (suspected methamphetamine) and misdemeanor possession of drug paraphernalia. Bail: $2,500.</p> <p>— A 33-year-old Carson City man was arrested Sept. 20 for suspicion of misdemeanor DUI second offense, driving on a suspended registration, suspended driver's license and no proof of insurance.</p> <p>According to the booking report, deputies conducted a traffic stop on a vehicle for suspended registration on East Caroline and North Valley Street.</p> <p>According to the booking report, the officer observed the vehicle make an over-correction in the lane after it veered toward the sidewalk and then corrected toward the left lane before going straight again. The officer ran the license plate and discovered the registration was suspended, the report states.</p> <p>The deputy made contact with the driver, who attempted to get out of the vehicle. The officer instructed the man to return to the vehicle but he didn't listen and threw his keys onto the roof of his car and started digging through his pockets, according to the report.</p> <p>The officer demanded the man take his hands out of his pockets. He was detained. The man stated he should be arrested as he already knew what was happening. The officer informed the man he only stopped him for the suspended registration and that his behavior contributed to him being detained due to not being normal behavior indicative to a traffic stop. The officer noticed a strong odor of alcohol on the man's breath as he spoke. He had a suspended license and no proof of insurance, the report states.</p> <p>He was informed of the standardized field sobriety tests. He denied drinking alcohol but said he had a drink three hours prior. He showed signs of impairment. He refused a preliminary breath test. Bail: $2,500.</p> <p>— A Washoe Valley man was arrested Sunday for two misdemeanor outside agency warrants, one issued out of Virginia City Township and the other, Dayton township.
