As this discovery was made during the conduct of the 2024 General Election, both the Lyon County Clerk/Treasurer’s Office and the Secretary of State’s Office have concluded that no meaningful changes can be made before the election closes.</p> <p>In line with Nevada law, specifically NRS 293.427, any contest or dispute involving State Legislative seats is to be reviewed by the Legislature. Rose Highway and old U.S. 395A exit 16.</p> <p>Lane closures will take place on one direction of the interstate at a time.</p> <p>— Speeds will be reduced to 55 mph through the work zone.<br /> — Drivers should anticipate moderate travel delays.<br /> — The work schedule is subject to change.</p> <p>Crews will perform routine annual maintenance to clean and refresh the automatic anti-icing systems on four I-580 bridges between Mt. Rose Highway and the Bowers Mansion area. The system has already been converted from a summer water solution to a wintertime potassium acetate anti-icing solution. Crews perform similar winter maintenance to prep the system for winter each year.</p> <p>The anti-icing system helps delay ice formation on bridge surfaces. As potentially wet, freezing conditions set in, pavement sensors on each bridge automatically activate spray disks embedded within the concrete. Each recessed disk sprays a potassium acetate anti-icing solution. This solution is further spread by traffic, helping delay and reduce the formation of ice. Emerson Marcus </div> </div> </div> <p>CARSON CITY — On Monday, Brett Compston, who has worked more than a decade in emergency response at the state and federal level, was named the next chief of Nevada Division of Emergency Management/Homeland Security.</p> <p>Compston, set to retire next month as a colonel from the Nevada Army National Guard, replaced Dave Fogerson, who has served as chief since October 2020.</p> <p>Compston has managed several highly visible missions in recent years, including time as Incident Commander for Nevada’s coronavirus health response (2020-2021). Other highly-visible Guard missions managed by Compston included the civil disturbance and Presidential Inauguration security mission (2021), a series of natural disasters in 2017 (historic snowfall in northern Nevada along with support to hurricanes Harvey, Irma, and Maria), wildland fires, search and rescue operations, and the annual New Year’s Eve security mission on the Las Vegas Strip.</p> <p>In 2020, as the Nevada Office of the Military provided comprehensive oversight of the COVID-19 health response of all state agencies, Compston coordinated resources and implemented processes to support the entire state’s COVID-19 health response.</p> <p>The Nevada Guard’s involvement in the mission included more than 1,400 Soldiers and Airmen in 2020. It was the largest domestic activation of the Nevada Guard in state history. At this time, DEM was moved from the Department of Public Safety to the Nevada Office of the Military. The 2021 Nevada Legislature made the DEM move permanent. </p> <p>For his work in support of the state’s health response, Compston was awarded a regional citation by the International Association of Emergency Managers in 2020 – despite the fact Compston was not a member of the organization. Only six emergency managers in the nation were awarded regional citations that year, according to the organization that promotes the profession of emergency management.</p> <p>Prior to his work during the pandemic, Compston served as the commander and deputy commander of a National Guard Weapons of Mass Destruction - Civil Support Team and as the Nevada Guard joint plans officer.</p> <p>Compston is an Army Aviation Officer — UH-60 pilot, platoon leader, company commander, battalion logistics officer, brigade plans and exercises, rescue coordination center director — who spent nine years on active duty before joining the Nevada National Guard. Compston is a NORTHCOM certified Dual Status Commander.</p> <p>After serving in State and Joint Operations during the pandemic, Compston transitioned to the Nevada Army Guard’s Director of Operations and Training, his last military post prior to his transition to DEM. </p> <p>Compston graduated with a bachelor’s in criminal justice from the University of Nevada, Reno, holds a master’s degree from the University of Maryland, a master’s in strategic studies from the U.S. Army War College, and a Harvard Kennedy School executive certificate in public leadership. For reasons not determined at this time, the GMC Yukon departed the number two travel lane into the paved right shoulder, the release states.</p> <p>The right side of the GMC Yukon struck the right-side concrete barrier multiple times while the GMC Yukon continued southbound. The GMC Yukon came to rest in contact with the right shoulder concrete barrier approximately 4,500 feet south of where the GMC Yukon initially struck the concrete barrier, according to NHP.</p> <p>The Nevada State Police Highway Patrol Northern Command West Traffic Homicide Unit is investigating this crash. </p> <p>The Nevada Highway Patrol Northern Command West has investigated 27 fatal crashes resulting in 30 fatalities year to date, 2024. The driver of the semi tractor swerved to avoid collision, the release states.</p> <p>Ezra Galvez, who was the driver of the 2007 Jeep Liberty, input steering right and the front of the Jeep struck the front of the tractor in the number one travel lane. After the impact, the Jeep caught fire, according to the NHP report. Nevada law allows all mail ballots postmarked by Election Day to be counted until 5 p.m. on Saturday, and mail ballots with an unclear or no postmark must be counted by Friday at 5 p.m. Those statutes were upheld this year <a href="https://thenevadaindependent.com/article/judge-tosses-gop-suit-that-sought-to-end-nevadas-post-election-day-ballot-counting" title="https://thenevadaindependent.com/article/judge-tosses-gop-suit-that-sought-to-end-nevadas-post-election-day-ballot-counting">despite multiple lawsuits</a> from state and national Republicans. </p> <p>As a result, in the event of a razor-thin margin like in 2020 (Biden won by about 33,000 votes out of 1.4 million ballots cast), election forecasters may not be comfortable calling the race until days after Election Day because of the possibility of outstanding mail ballots. In the 2022 midterms, about 6 percent of Clark County votes and 3 percent of Washoe County votes were received after Election Day. The highest number of mail votes were received the day after Election Day, but there was a steep dropoff the next day, <a href="https://s3.documentcloud.org/documents/24656752/clark-and-washoe-vbm-stats.pdf" title="https://s3.documentcloud.org/documents/24656752/clark-and-washoe-vbm-stats.pdf">according to the secretary of state’s office</a>.</p> <p>On the other hand, the unique circumstances of this year’s election and changes in the state’s counting rules could mean the public has a clearer sense of the state of the race earlier on Election Day.</p> <p>Ahead of this year’s June primary, the Nevada Secretary of State’s Office released new guidance that allowed county election officials to begin counting in-person early votes at 8 a.m. on Election Day. Counties must also report their first batch of results by 6 p.m. on Election Day for verification and quality assurance. People with access to the vote counts before all polls close and results are released must sign a form agreeing to not disclose them, and could face felony charges if that agreement is violated.</p> <p>State law on that point is the same as it was in 2020, but without explicit guidance to count ballots early on Election Day, county election officials likely counted early votes much later in the day that year, according to the secretary of state’s office.</p> <p>County officials have also been allowed to start counting mail ballots on Oct. 21, 15 days before Election Day, as was the case in 2020.</p> <p>This means that, if all goes to plan, the first batch of results publicly posted online on election night should include all of the early in-person votes and mail ballots received before Election Day, according to the secretary of state’s office.</p> <p>In this year’s election, that will likely make up a large majority of the votes, as more than 1 million early and mail votes had been cast as of Sunday. Republicans have encouraged their supporters to use early and mail voting after falsely claiming in 2020 that those two methods would be rife with fraud. Republican voters have heeded leadership’s call — leading registered Democrats by more than 40,000 votes cast as of Sunday — and will likely be turning out in-person on Election Day at much lower rates than four years ago because so many have already cast their ballots.</p> <p>Nevada law also stipulates that no results can be released until the final person voting in-person on Election Day has voted. He was standing in a garage when an officer observed a large amount of blood on the floor, walls and ceiling of the garage, the arrest report states.</p> <p>A deputy asked him how he obtained his injuries. The man refused to answer the questions about how he obtained the injuries to his head, the report states. He eventually agreed to allow the Carson City Fire Department to check his injuries and he was taken to the hospital for further medical evaluation. </p> <p>A protective sweep was conducted on the residence. Another deputy advised they located what appeared to be cocaine, a semi-automatic pistol and a knife. Deputies taped off the scene to preserve evidence, according to the report.</p> <p>Dispatch advised Carson Tahoe Hospital advised the other subject involved had checked himself into the hospital, the report states. Another deputy advised the victim had a deep cut on his right forearm. The victim disclosed to another deputy that Joseph Chafin stabbed him and described the knife as a meat cleaver with a gold handle. The victim was admitted to the hospital due to the significance of his injuries.</p> <p>A deputy called the on-call district attorney and judge and applied for a telephonic search warrant. A judge approved the warrant. A CCSO detective responded to the crime scene. CSI investigators arrived and located a meat cleaver type knife with a golden handle in the kitchen, the report states.</p> <p>Chafin was arrested and taken to Carson City Jail. He was booked for suspicion of battery with a deadly weapon with substantial bodily harm.</p> <p>Due to the facts and circumstances at the time, the deputy determined Chafin used willful and unlawful physical force using a deadly weapon against the victim, causing substantial bodily harm. The victim had a deep cut that was consistent with his statements and had to be admitted to the hospital due to the injury he suffered. There was a large amount of blood at the scene that was also consistent with the victim's injuries, the report states. Bail: $30,000.</p> <p>In other arrests:<br /> — A 43-year-old Carson City woman as arrested Saturday for a misdemeanor outside agency warrant issued out of Tonopah Township. Bail: $1,675 cash.</p> <p>— A 40-year-old Carson City man was arrested Saturday for misdemeanor probation violation. The man is on Alternative Sentencing with a condition not to consume alcohol. He provided a preliminary breath test of .299. He was taken to the hospital due to the level of intoxication and after he was cleared, taken to jail. Bail: $3,000 cash.</p> <p>— A 36-year-old Fernley woman, Ashley Ann Kerby, was arrested Sunday for suspicion of possession of a controlled substance, suspected methamphetamine, and misdemeanor possession of drug paraphernalia. Units also incorporate decor and furniture sourced from the nonprofit’s thrift store, Classy Seconds. </p> <p>“Unfortunately, we’ve seen the demand for shelter services grow alongside Carson City’s population,” said Lisa Lee, executive director of AEDV. “While it’s been a long time coming, we are proud to finally introduce the community to such an efficient and well-planned facility. Its completion is a testament to the community’s belief in AEDV’s importance and we are excited to begin helping more survivors rebuild their lives in such a beautiful and welcoming space.” </p> <p>Planning for the facility began when AEDV launched its thrift store 28 years ago, with funds earmarked to build for the future shelter. Despite the challenges that came with building a facility of this size and scope within the region, the new location has enabled AEDV to upgrade many of its technical systems in order to better face the needs of its clients. </p> <p>Since purchasing the land, AEDV has completed three major projects: Classy Seconds Thrift Shop in 2017, an Intervention and Resource Center in 2021, and now this emergency shelter, which is designed to meet the increasing demand for services in the region. All three projects have been built in collaboration with Carson City construction firm SB Builders, LLC. </p> <p>“It’s important to recognize that this completed project is made possible through the dedication and cooperation of community members and donors,” said Lee. “We’re also exceedingly grateful to the William N. As preparations continue for the official opening, CCRCAC has launched a fundraising drive to match up to $250,000 in donations by December 31, 2024. This match campaign will fund free trauma recovery and advocacy services for families in eight rural counties—services that local authorities identified as desperately needed.</p> <p><strong>Answering a Call for Help from Families in Crisis</strong><br /> In early 2023, the Carson City Sheriff’s Office made an urgent appeal for a dedicated child advocacy center. Many rural families affected by violence and crime had been left waiting for critical support, often with no immediate help available. This delay has meant repeated cycles of trauma for many families, who have found themselves without the resources they need to begin healing.</p> <p>In response, Serving Our Communities Foundation and The Marson Family Trust committed $250,000 with a dollar-for-dollar match to bring CCRCAC’s services to life, free for families.</p> <p>“When we heard how deeply in need the Sheriff’s Department was for a child advocacy center in Carson City, we knew we had to take action,” said Jan Marson, Founder of Serving Our Communities Foundation. “Children and families have waited too long. We’ve listened to families who have been on waitlists for years, and to officers who see the same families return, still caught in cycles of trauma. It broke us.</p> <p>These families needed support yesterday, and we are here today to provide it. Every dollar of our match will go directly to free services for victims and their families. We are asking our community to stand with us. We’re not asking for charity but for community members and leaders to step up and join us as advocates, sharing stories, resources, and joining us to protect and heal children and prevent more families from being destroyed.”</p> <p><strong>Providing Trauma-Informed Care for Nevada Children and Families in Need</strong></p> <p>With support from local and state leaders, CCRCAC has brought together a skilled, multidisciplinary team of forensic interviewers, child advocates, mental health professionals, and law enforcement. Before casinos we bet with each other, and here’s how one friendly wager played out on a Saturday afternoon away back in 1862.</p> <p>Leo Hechinger was a stocky Dutch German who threw a keg party on his B Street Virginia City deck every Saturday afternoon during the month of May to celebrate the end of winter. His mining friends tossed a half-dime into a mason jar, and the end of winter celebration began.</p> <p>A keg was delivered by horse-drawn wagon at high noon, and on this particular Saturday the young lad delivering that keg could not wrestle it out of the wagon. He was maybe 16 years old and thin as a rail, so the boys started taking bets on whether that lad could deliver or not.</p> <p>Well, the poor boy gave it his all, which was not quite enough, and he dropped the keg on the ground, which brought a groan from half of his audience, and a cheer from the other half. Then Leo walked over, hefted that keg, and carried it up onto his deck like it was a child.</p> <p>“Leo,” somebody shouted, “I bet you could carry that keg to the summit of Sun Mountain!”</p> <p>Leo set that keg down, smiled at the boys, and said, “Don’t know if I could, or if I couldn’t, but I’m willing to try.”</p> <p>That started it. The boys began placing bets and talking up next Saturday’s happening. Word spread like fire in a mine, and the following Saturday speculators came from as far away as Hangtown to place their bets and bear witness to what could go down as the most Herculean Feat in the history of Nevada.</p> <p>It was said $30,000 was wagered on a side, which was held in a sort of escrow. One man from each side of that bet was assigned to accompany Leo, to safeguard that the keg would either touch the ground, or be borne to the summit of Sun Mountain, one thousand feet straight up. A keg of beer back then weighed over a hundred pounds, and Leo Hechinger weighed all of 145 pounds.</p> <p>Well Leo wrestled that keg from one shoulder to the other, and then down onto his hips and every which way you could conceive of lugging a keg, and yes, Leo Hechinger made it to the summit of Sun Mountain without that keg ever once touching the ground.</p> <p>And what was amazing about that feat was that Leo knew he could do it, for he had done it before — at midnight.</p> <p>That’s the kind of person we used to bet with back in early Nevada.  </div> </div> </div> <p>The Carson City Sheriff's Office Uniformed Reserves along with the Volunteers In Partnership with the Sheriff (VIPS) proudly participated in the Prescription Drug Take Back Program on Saturday, Oct. 19 at four convenient locations in Carson City.</p> <p>The participating locations included Food Max, Smiths, Save Mart N. Carson, and Save Mart S. Carson.

During the event, Carson City residents came forward and turned in a remarkable 198 pounds of prescription drugs.</p> <p>These medications were subsequently handed over to the Drug Enforcement Administration (DEA) for proper destruction. 

The Prescription Drug Take Back Program serves as an essential initiative to encourage the safe and responsible disposal of unused medications. By participating in this program, Carson City residents contribute to the overall well-being of the community by preventing the misuse and abuse of prescription drugs.</p> <p>For those who missed the recent Prescription Drug Take Back event, the Carson City Sheriff's Office offers an ongoing opportunity for disposal. Residents can bring their old prescriptions to the Carson City Sheriff's Office for safe and secure disposal. The office, at 911 East Musser Street, is open Monday through Friday from 8:00 am to 5:00 pm. </p> <p>

The public is invited to attend the meeting which takes place Tuesday, Nov. 5, at noon, in the Brewery Arts Center’s Grand Ballroom.</p> <p>The <a href="https://nvgreenbusiness.org" title="https://nvgreenbusiness.org">Nevada Green Business Network</a> operates a free, statewide certification program that recognizes small-to-medium businesses for their efforts to reduce waste, curb pollution, and conserve resources.</p> <p>Gallegos provides training and green business workshops across the state as well as helps facilitate NVGBN’s Green Certification Program. She says businesses taking part in the program are seeing tangible results. “Since our launch in 2020, Nevada Green Businesses have saved significant amounts of electricity, natural gas, and water, reduced carbon emissions and diverted more than 1.2 million pounds of solid waste from landfills.”</p> <p>Gallegos admits that becoming a Certified Nevada Green Business can be challenging. “I think our checklists can seem a bit daunting at first, but our dedicated Green Business Advisors work directly with businesses to guide them through the process, connect them to useful resources, and help them to the finish line, and that attentive support has been well-received.” She adds that businesses are often surprised by how many sustainable practices they already have in place. “It’s great to see that by the end of the process, they are very excited to show us around their facility and explain how they've greened their operations.”</p> <p>The Brewery Arts Center is located at 449 West King Street, Carson City. It’s why presidential candidates and their surrogates keep showing up in the Silver State — and why the “We Matter” mantra has stuck.</p> <p>But are we essential? That’s a different story.</p> <p>The Indy analyzed the various scenarios in which Nevadans will decide the next president, as well as control of the U.S. Senate.</p> <p>There are a few scenarios in which the election will come down to Nevada. There are more where, depending on what happens on the East Coast and in the Midwest, it comes down to us and Arizona. And while it’s unlikely that the counting goes this quickly in the Blue Wall states of Michigan, Pennsylvania and Wisconsin, we could know who the president is before polls even close here. </p> <p>Here are a few trends to pay attention to in other states to know exactly how much we’ll matter Tuesday night.</p> <p><strong>Presidential</strong></p> <p>Vice President Kamala Harris’ simplest path to the presidency is to win Michigan, Pennsylvania and Wisconsin. Former President Donald Trump needs to pick off one of the “Blue Wall” states and then, depending on which one, win two to three of the Sun Belt states.</p> <p>If the Blue Wall splits, Nevada becomes exponentially more important to each candidate’s calculus. Within that scenario, if Georgia and North Carolina — each worth 16 electoral votes — go to different parties, the likelihood increases that Nevada will be the decider. </p> <p>There are a few scenarios in which Trump and Harris get three swing states apiece, and the mathematical configuration makes Nevada necessary to get to 270. Two of them require Trump to win Pennsylvania, so if you’re the kind of sicko who only cares about Nevada’s importance and not about the outcome, you should root for that. Those are:</p> <p>Harris: WI, MI, GA/NC; Trump: PA, AZ, GA/NC<br /> Harris: MI, AZ, GA/NC; Trump: PA, WI, GA/NC<br /> Harris: PA, WI, AZ; Trump: MI, GA, NC</p> <p>The final scenario is the very unlikely — but not impossible — 269-269 tie. For that to happen, Trump would need to sweep the Blue Wall states, while Harris would take North Carolina, Georgia and Arizona. In that case, if she wins Nevada, she wins the race; if Trump wins Nevada, we’re knotted at 269.</p> <p><strong>Senate</strong></p> <p>Republicans will gain a seat in West Virginia, with Republican Gov. Jim Justice’s victory a near certainty in the race to replace retiring Sen. Joe Manchin (I-WV). That puts the Senate, where Democrats currently have a 51-49 majority, at 50-50, and makes every competitive Senate race a potential decider between a tied Senate or a wider majority.</p> <p>The more that incumbents in other states hold onto their seats, the more likely that Nevada will determine control of the chamber. If Democrats hold seats in Arizona, Maryland, Michigan, Montana, Ohio, Pennsylvania and Wisconsin, and Republicans hold seats in Florida and Texas, then Nevada’s Senate race determines if the chamber is 50-50, if Sen. Jacky Rosen (D-NV) wins, or 51-49 for the GOP, if Republican Sam Brown wins.</p> <p>Prognosticators expect Republicans to take control of the Senate, with the size of the majority in question. Sens. Jon Tester (D-MT) and Sherrod Brown (D-OH), running in red states where Trump is sure to win, are in the most danger. </p> <p>If Tester or Brown, or any of the other Democratic incumbents, lose, then the Nevada Senate race will determine exactly how big the Republican majority is. If only Tester loses, for example, then eyes will be on Nevada — a Rosen win, holding the Republican Senate majority at 51-49, would make the handful of Republican moderates among the most powerful people in the upper chamber.</p> <p>And if Republicans were to gain a seat, but Democrats also pick one up in Texas, Nevada could again be the decider.</p> <p>A few caveats here. Several states might still be counting ballots by the time polls close in Nevada. So we likely won’t know the exact terrain of the Senate. And a 50-50 Senate is controlled by the president’s party. So if all Democrats hold, including Rosen, but Trump wins the presidency, then Republicans will still control the Senate — and those moderates become even more important, as the likely deciding votes on various policy initiatives. Recall 2017, for example, when a few Republicans, made famous by the late Arizona Republican Sen. John McCain’s famous “thumbs down” vote, joined forces with Democrats to kill a repeal of the Affordable Care Act.</p> <p><strong>House</strong></p> <p>We don’t expect to know which party will control the House for quite some time, because a majority in either party is expected to be slim and will hinge on several races in notoriously slow-counting California.</p> <p>But the lowdown on the House, where Republicans currently have a 220-212 majority, is the following. If Democrats hold their three seats in Las Vegas, it doesn’t necessarily have any implication on a majority. Jr Rangers will be using their orienteering skills to help navigate around the area to locate items.</p> <p>The hike will be about 1 mile total over easy terrain. The trail is considered "Easy" according to the IMBA trail rating system. The scholarship was established by a generous gift from Jennifer and John Webley in memory of Rosemary Nebesky, former board member and friend of the Carson City Symphony Association.</p> <p>The award of $250 to $1,000 is to further the student's music education. It can be used for lessons, workshop, music camp, master class, or other educational opportunity. To qualify, the student must live in Carson City, attend school in Carson City, or study with a music teacher in Carson City.</p> <p>Funds will be paid to the teacher or program, not to the individual applicant. If the award includes travel expenses, it will be paid on reimbursement basis.</p> <p>Applicants must be enrolled in their school instrumental music program unless the student is home-schooled or their school does not have an instrumental music program. A waiver of this requirement can be requested with written explanation signed by the school instrumental music instructor. Students may reapply each year, but no more than two scholarships will be awarded to any individual.</p> <p>The application form in English and Spanish can be downloaded from the Symphony website, <a href="http://ccsymphony.com" title="http://ccsymphony.com">CCSymphony.com, </a>and may be available from school music teachers. </p> <p>Completed applications and supporting documents will be accepted by the Symphony at P.O.
