The event, which took place at the Carson High Football Field, was a momentous occasion for the students, their families and the entire Carson High community.</p> <p>Morning events began in the big gym with graduates gathering for a class photo. The soon-to-be Senator Alumni then moved out to the warm, sunny football field where the atmosphere was filled with joy, pride and anticipation. Dressed in their blue and white gowns, the graduating seniors lead a procession around the track before settling into their seats.</p> <p>The ceremony was filled with joy, reflection and anticipation for the bright futures that lay before each graduate. The event showcased the remarkable accomplishments and determination of the Class of 2024, honoring their hard work, resilience and dedication throughout their high school years.</p> <p>The graduates were hailed and recognized by name on stage by school administrators, school board trustees and Superintendent Andrew Feuling. This sweetie is very social and friendly. She is a beautiful short-haired Tabby hoping to find a home where she will be spoiled for the rest of her life. At 9 years young, this lovely girl has many good years of life ahead of her.</p> <p>Let’s hear what Penelope has to say:<br /> “I’m no longer a kitten, but neither am I an old cat. I’m in the prime of my life. I dream of finding the purrfect home where I can love my people and be loved in return.”</p> <p>Penelope would prefer a quiet home where her people are often home to give her the attention she desires. She is very friendly with people and according to her former owners she does well with dogs and other cats. However, here at Catmandu she is not doing well with the other cats. She would do best being your one and only kitty.</p> <p>Penelope was surrendered because her people travel extensively for work and were seldo home to give her the love and attention she wants and needs. Although she is relatively low-maintenance and not super-clingy or demanding, she does like being pet and sitting right beside you.</p> <p>A very healthy cat, Penelope is spayed and up-to-date on her shots. Although she is only 9, we would consider placing her in the senior-to-senior foster program. This innovative foster program places senior cats with senior adults. Vet care is subsidized and the cat can return to Catmandu if anything happens to you.</p> <p>If you are interested in meeting this lovely lady, please complete a pre-adoption application on our website at CatmanduCC.org/adoptions and plan to visit him soon. Despite two years of average to above-average precipitation, USDA Forest Service Pacific Southwest Region Fire Director, Jaime Gamboa, knows just how quickly wildfire season can take off.</p> <p>“We will not get complacent,” Gamboa said. “Our firefighting crews, equipment, and aircraft form one of the largest, most experienced wildland firefighting forces in the world. We’re ready to respond to whatever the season brings.” Gamboa also stressed the importance of being able to bring in other Federal crews from across the country. “With the Federal system we have, we can call resources from neighboring states and even farther away,” he said. “That means that when California is busy, we are able to not only sustain our staffing numbers, but also enhance them, all without depleting other state resources.”</p> <p>Across the region’s national forests including the Lake Tahoe Basin, crews are completing fire trainings for new firefighters. Annual refreshers are underway for those in firefighting support. Readiness Reviews — or annual skills and fitness evaluations — are putting skills into action. Scenarios test everything from using hoses, pumps, and equipment, to treating and transporting injured firefighters. Strength and endurance are continually tested and refined as a critical part of the job.</p> <p>For aircraft crews — like smokejumpers, helitack crews, rappelers and other aviation resources — mandatory job recertifications are starting. Throughout the long summer all these crews will continue to meet the required testing or mission every two weeks to stay current. National crews will be at the ready to support in-state crews for resources and relief.</p> <p>Another rainy winter, with fewer than average viable prescribed burn windows, has pushed the prescribed fire season later into the year, and managers are working to ensure hazardous fuels are being treated while still remaining confident they can respond to wildfires.</p> <p>This year, in his annual letter of intent to firefighters, USDA Forest Service Chief, Randy Moore, reaffirmed our continuing commitment to public and firefighter safety, while also stressing forward movement.</p> <p>“I expect us to continue to use all available tools and technologies to ensure proactive prescribed fire planning and implementation, fire detection, risk assessments, fire response, and post-fire recovery. William Street. </p> <p>— The EPA and Nevada Division of Environmental Protection (NDEP) will provide an update on the Carson River Superfund site. </p> <p>The superfund site is the only National Priorities List site in Nevada due to the mercury that was utilized in historic gold and silver mining processes. </p> <p>The site consists of two major investigation areas; the first is the source areas including the former mills and tailings, while the second is the associated tributaries including the river, streams, canals, floodplains and lakes. </p> <p>The site generally extends along the Carson River from the Mexican Dam to the Carson Sink and Stillwater Wildlife Refuge and encompasses five counties including Carson City. </p> <p>Current work on the second site includes investigation of potential contamination in soil at residences in the Empire Ranch subdivision and the selection of an interim remedy.</p> <p>— Water testing will be discussed with a proposed contract amendment with Eurofins Eaton Analytical, LLC. to increase the compensation amount by a total of $160,000 beyond the original contract amount of $96,614. </p> <p>An annual contract amount was initiated through Dec. 31, 2025 for municipal water testing; however, due to increased testing requirements established recently by the EPA commonly referred to as the PFAS rule, the city will need to increase its testing. </p> <p>— Following an impasse with the Carson City Sheriff’s Supervisory Association acting on behalf of employees with the rank of Lieutenant or Captain, the city will need to retain representation for further union negotiations. </p> <p>Supervisors will discuss hiring Fisher &amp; Phillips LLP to represent the city for an amount not to exceed $150,000 in further negotiations. During previous negotiations, the city and the union were able to reach tentative agreements on many terms, but have been unable to reach a tentative agreement on terms concerning pay and the agreement’s duration. </p> <p>The union declared negotiations at an impasse, which requires the parties to enter dispute resolution processes on an accelerated timeline, according to the agenda. </p> <p>— Supervisors will discuss the proposed Carson River Trails System Phase III Prison Hill West Project contract with Facilities Management Inc. </p> <p>If approved, the project will encompass trail and trailhead improvements and construction for a total amount not to exceed $1.6 million funded by a Southern Nevada Public Lands Management Act grant. </p> <p>This project consists of all labor, materials, tools and equipment necessary for the construction of approximately 2.5 miles of trail including ditches, drainage pipes, rip/rap, erosion control, signs, re-vegetation and related improvements.</p> <p>The project also includes improvements to an existing trailhead, improvements to the road that accesses the trailhead and modifications to a pedestrian crossing at Edmonds Drive including a crosswalk and rectangular rapid flashing beacons (pedestrian crossing signs and flashing lights).</p> <p>— An update will be provided on the Carson City Housing Plan. </p> <p>Staff will present an update on the Housing Plan and request further direction from the Board, if any. The Housing Plan consists of three phases: (1) Survive, (2) Stabilize, and (3) Thrive. </p> <p>The ultimate purpose is to move unsheltered individuals through each phase of the plan with the ultimate goal of independent and permanent housing.</p> <p>— A contract with George T. Hall Co. Inc will be discussed to provide integration services for the Quill Water Treatment Rehabilitation Project for a total not to exceed $611,600. </p> <p>According to the agenda, The Quill Water Treatment Plant Rehabilitation Project will provide a new packaged surface water treatment system to treat six million gallons of surface water per day. The integration services provided through this contract will allow the various hardware, software and automated components of the new system to communicate effectively with each other to ensure a smooth, reliable and cost-effective water treatment process.</p> <p>— Two representatives will be selected for the Carson City Culture and Tourism Authority, one to represent the hotel-motel industry and one for the citizen-at-large position, both for a two year term. New applications were received from B. Alexandra Walden and Andrew Reno, and Michael Jones has applied for reappointment for the hotel-motel industry. </p> <p>— Supervisors will discuss a proposed contract with Noverant, Inc. for $143,933.80 for a one year term to provide and track employee virtual training. The system will enable Public Works to track all training including safety and job-related certifications; provide a library of premed virtual training content; and create personalized training content. Funding for the purchase was approved as part of the 2024 final budget. </p> <p>— Supervisors will discuss giving the Aquatic Facility Asphalt Parking Lot Replacement Project to A &amp; K Earth Movers, Inc. for a total amount not to exceed $135,400. The engineer’s initial estimate was $190,000. </p> <p>— Supervisors will discuss the First Judicial District Court’s proposed budgets for reimbursement from the State Child Support Enforcement Program in the amount of $35,588 for 2025 and $36,004 for 2026. </p> <p>Previously, the board approved an interlocal contract between the Nevada Department of Health and Human Services, the First Judicial District Court, Storey County and Carson City to recruit and appoint court child support magistrates to hold child support hearings and oversee other matters, and to receive reimbursement from the state. Over the course of approximately 5 weeks, Detectives followed up on numerous investigative leads, all the while hoping to find Ms. Filiatraut alive and well.</p> <p>On May 22, 2024, working on information gained during the investigation, Detectives from the Lyon County Sheriff's Office, along with Detectives from the Churchill County Sheriff's Office, and members of Churchill County Search and Rescue, began a search in a remote area of Churchill County. During this search, the remains of a deceased female were located. </p> <p>As the remains were located in Churchill County, the Churchill County Sheriff's Office began a death investigation.</p> <p>On May 23, 2024 the Washoe County Regional Medical Examiner's Office positively identified the remains as Ms. Filiatraut. Final autopsy findings are currently pending; however, law enforcement is investigating this case as a homicide.</p> <p>Both the Lyon County Sheriff's Office and Churchill County Sheriff's Office, with the assistance of the Washoe County Sheriff's Office, Forensic Investigation Section, are currently investigating this case. The program offers reusable takeout containers to reduce single-use materials in the food industry. Instead, Green Box To-Go creates a circular system where food containers get reused by customers and professionally sanitized by restaurants.</p> <p>Sassafras owners remark: “We have always been attentive and innovative regarding sustainable practices at Sassafras. Now, the program is under a new name, “REMSA Health Safety Seats,” to help community members connect with the program’s purpose to educate families and keep children safe. </p> <p>The REMSA Health Safety Seats program provides a critical service, ensuring families are safe while traveling. Led by nationally certified, volunteer child safety technicians, the program offers car seat inspections and education to families on proper car seat installation and which car seat to use for children based on their height and weight.</p> <p>“Renaming our car seat safety program more effectively highlights how it benefits our community,” said Jennifer Walters, director of REMSA Health’s Center for Integrated Health and Community Education. “The REMSA Health education team looks forward to continuing to offer safety resources and education to help the region’s families and children get safely to where they’re going.”</p> <p>The program completed 835 car seat installations and educated 708 adults about car seat safety in 2023. REMSA Health certified 16 Child Passenger Safety Technicians through the National Child Passenger Safety Certification, a program of Safe Kids Worldwide. Car seats are also available to Washoe County residents – nearly 600 free car seats were provided to families through the program in 2023. Residents who demonstrate a need are eligible to receive a car seat per child, which is made possible with support from Health Plan of Nevada (HPN), a UnitedHealthcare company.</p> <p>REMSA Health Safety Seats offers private appointments and regular community events for car seat inspections. Parents and guardians interested in a car seat safety inspection may register for an appointment online at REMSAHealth.com/outreach/safety-seats. Parents and guardians must bring their child's current height and weight and may bring their child to the appointment, although not required. Appointments are held at the REMSA Health Center for Integrated Health and Community Education located at 400 Edison Way, Suite B, Reno, Nevada.</p> <p>In partnership with the State of Nevada Office of Traffic Safety and HPN, the REMSA Health Safety Seat service fee is also currently waived.
