The polls will be open:</p> <p>Saturday from 10 a.m. to 2 p.m.<br /> May 28 - 30 from 9 a.m. to 6 p.m.<br /> June 1 from 10 a.m. to 2 p.m.<br /> June 3 - 7 from 9 a.m. to 6 p.m. </p> <p>Election day takes place on June 11 from 7 a.m. to 7 p.m.; as long as voters are in line by 7 p.m. they will be allowed to vote. </p> <p>Mail-in ballots must be postmarked by June 11 in order to be counted, or they can be dropped off at a ballot drop box at the Carson City Community Center anytime the polls are open during early voting and on election day. Within an hour of the park’s opening, the parking spaces are usually filled.</p> <p>Featuring sandy beaches and rocky coves for swimming and kayaking and home of the annual Lake Tahoe Shakespeare Festival, Sand Harbor draws more than 1 million visitors per year — the most of any Nevada state park.</p> <p>The park was not designed for that many visitors.</p> <p>With infrastructure designed in the 1970s, the park’s layout was planned for a maximum of 1,200 visitors per day. But the park now welcomes more than 3,000 visitors on summer days — leading state officials to grapple with how to manage the steady increase in visitation.</p> <p>When the park was built, a large chunk of land near the beaches was paved over to create parking. Now, the park boasts a relatively small beach area and underutilized picnic areas that are separated from Big Blue by a sea of asphalt.</p> <p>“One of the realities of the park is with the 1970s design, the parking spots are in the most logical place for recreation,” said Kevin Fromherz, program manager for the Nevada Tahoe Resource Team and previous supervisor and lead ranger at Sand Harbor. “I can’t tell you how many times as a ranger I got asked where the lake was. The design of the park really confuses people.” </p> <p>Now, <a href="https://forestry.nv.gov/natural-resource-management/nevada-tahoe-resource-team" title="https://forestry.nv.gov/natural-resource-management/nevada-tahoe-resource-team">the Nevada Tahoe Resource Team</a> — an interagency group composed of State Lands, the Division of Forestry, Department of Wildlife and State Parks — is looking at ways to update the park to improve traffic flow and sustainability.</p> <p>No options are off the table, Fromherz said, including moving the park’s more than 500 parking spaces to the underutilized picnic area or implementing day use reservations.</p> <p>“We want to improve the visitor experience,” Fromherz said. “We know getting turned away at your favorite park is not a great visitor experience.”</p> <p><strong>Skyrocketing visitation</strong></p> <p>Nevada’s 27 state parks draw close to<a href="https://thenevadaindependent.com/article/nevada-state-parks-to-implement-reservation-system-at-campgrounds-and-popular-parks" title="https://thenevadaindependent.com/article/nevada-state-parks-to-implement-reservation-system-at-campgrounds-and-popular-parks"> 4 million visitors</a> per year. Nearly half of those visitors travel to just two parks — Sand Harbor and Valley of Fire outside Las Vegas.</p> <p>Sand Harbor has seen some improvements over the years — new restrooms were installed in 2016 and the park’s visitor center and stage were constructed in the early 2000s, but its entrance and parking lots have remained essentially the same since the park <a href="https://parks.nv.gov/learn/park-histories/sand-harbor-history" title="https://parks.nv.gov/learn/park-histories/sand-harbor-history">opened in 1971</a>, Fromherz said. </p> <p>In 2011, Nevada State Parks started locking Sand Harbor’s gates when the parking lot was full, a practice still in place today. But it’s done little to deter visitation. People parked on the side of the highway. Others waited in idling cars, blocking traffic on narrow Highway 28 while hoping a parking spot would open. Between 2010 and 2022, the number of visitors driving into Sand Harbor grew by 15 percent.</p> <p>Visitation numbers are based strictly on vehicles that drive into the park. Nevada State Parks doesn’t track those who ride shuttles or bike into the park, which is connected by the popular 3-mile, paved Tahoe East Shore Trail that starts at the Tunnel Creek Café in Incline Village. </p> <p>Plans are underway to extend the trail several more miles from Sand Harbor south to Spooner Summit. State and federal officials are finalizing construction plans for the next segment of the trail.</p> <p>In 2023, nearly 1.3 million people visited the park, and visitation is getting busier outside the peak season of Memorial Day to Labor Day.</p> <p>“The facilities are not designed for that,” Fromherz said.</p> <p>Sand Harbor, like many of Nevada’s state parks, is also plagued by a labor shortage. Last summer, the park closed its boat ramp two days per week because of a lack of employees.</p> <p><strong>The future of Sand Harbor</strong></p> <p>Last year, Nevada State Parks unveiled a reservation system for state-operated campgrounds and to reduce overcrowding at a popular Southern Nevada park.</p> <p>The first park to take reservations for overnight visitors was Valley of Fire, followed by Big Bend of the Colorado State Recreation Area near Laughlin and Washoe Lake State Park near Reno. Others followed suit. </p> <p>Nevada State Parks also rolled out a pilot program testing day use reservations at Big Bend of the Colorado. The park required reservations for day use prior to 11:30 a.m. to relieve traffic at the park entrance. After that time, the park was open to first-come, first-served visitors.</p> <p>At the time, a spokesperson for Nevada State Parks said the agency was also considering implementing day use reservations for Sand Harbor. Those have not been implemented yet, but an announcement will be made about them next month, a parks spokesperson told The Nevada Independent. </p> <p>In a <a href="https://www.documentcloud.org/documents/24676325-30362" title="https://www.documentcloud.org/documents/24676325-30362">presentation</a> to state lawmakers earlier this month, Nevada State Parks Administrator Bob Mergell said timed entry reservations were coming for the park. </p> <p>As officials consider what to do with Sand Harbor, they are also drafting a new master plan — the last park master plan dates back to 1990. Now, he has finally been able to open his own restaurant, Don Chepe Mexican Restaurant, along with his wife and five children. </p> <p>The restaurant, located in the Carson Mall, took over the space after Francisco’s vacated. </p> <p>“We wanted the location so we could continue serving those who had been long-time customers of Francisco’s,” Cuella said. </p> <p>Cuella is originally from El Salvador, and his wife was born in Mexico, and the menu reflects both of their heritages. Unfortunately as of 2021, they were no longer able to utilize the fields behind Carson High School and were forced to begin looking for a new location. <a href="https://www.carsonnow.org/story/05/23/2024/carson-city-fourth-july-fireworks-will-be-leaving-mills-park-area-first-time-33-yea" title="https://www.carsonnow.org/story/05/23/2024/carson-city-fourth-july-fireworks-will-be-leaving-mills-park-area-first-time-33-yea">More on that here. </a></p> <p>Many commenters asked why certain locations couldn’t be utilized such as Silver Oak Golf Course, the Ormsby House, or Edmond’s Sports Field. According to RSVP Director Molly Walt, all of those locations were researched. In order to be allowed to shoot off the fireworks, certain site restrictions apply, namely the site must be far enough away from houses and the freeway with access for firefighters, which would not allow Silver Oak or the sports fields. </p> <p>As for the Ormsby House, they also researched the location but are unable to launch from the roof due to the building’s HVAC system. </p> <p>Walt said she exhausted all locations that could keep the fireworks display close to Mills Park but the problem lies simply in space: Carson City does not have many large open spaces far enough away from housing and the freeway to use with access for firefighters. </p> <p>Shooting the fireworks from the Eagle Valley Golf Course was the last possible way RSVP was able to make the fireworks show happen, Walt said. In addition to the show, which remains free to the community wherever they would like to view it, they are also hosting a golf tournament and dinner which are ticketed events as part of the fundraiser. </p> <p>Many in the community also asked why the city was keeping Centennial Park closed. According to Cameron Gresh, Carson City’s new Public Information Officer, conversations are ongoing. </p> <p>“Right now our biggest concern there is safety issues posed by the single entrance and exit,” Gresh said. “In the past it’s created traffic issues. The passenger of the vehicle was identified as 59 year old Penny Bettencourt. James and Penny are residents of Silver Springs, Nevada. During the course of the traffic stop, a large amount of methamphetamine was discovered. </p> <p>The discovery of methamphetamine during the traffic stop led Detectives to conduct a search warrant at James and Penny’s residence in Silver Springs. </p> <p>During a search of the residence, a large amount of methamphetamine and other narcotics were located. </p> <p>In total, Detectives seized 2.1 pounds of methamphetamine, 11 pounds of marijuana, 42 grams of cocaine, a numerous amount of drug paraphernalia and sales packaging material, and seven firearms. </p> <p>James and Penny were arrested and booked into the Lyon County Jail for numerous narcotics related charges to include High level trafficking of a schedule 1 controlled substance. James’ total bail is $229,895.00. Multiple agencies have reached out to their respective communities to provide information in order to keep them safe from scammers whose only intention is to steal your money. </p> <p>The Lyon County Sheriff’s Office is providing the following information in order to educate our community on the possible phone scams they may encounter. </p> <p>According to the FBI’s latest Internet Crime Report, Americans over the age of 60 lost $1.7 billion to fraud last year. That’s the highest loss amount reported out of any age group. Lyon County is no exception to this rule, our senior community is constantly targeted by scammers and fraudsters. </p> <p>Scammers are impersonating government officials, several state they are with law enforcement and are collecting fines. Other scammers are claiming to offer financial assistance. These scammers are constantly targeting our senior community.</p> <p>What are the most common reasons these scammers target seniors?</p> <p>-They’re more trusting of others — especially people who claim to be looking out for them.<br /> -They often have considerable savings or valuable possessions. This makes them lucrative targets for scammers.<br /> -They’re often not tech-savvy and easier to scam online, over the phone, or on social media.<br /> -They may have cognitive or physical impairments preventing them from exercising their best judgment.<br /> -They might feel like they can’t report the scam out of fear of losing their independence or being seen as incompetent.</p> <p>Here are examples of scams that we are seeing in Lyon County and our senior population needs to be aware of. </p> <p>The grandparent scam:</p> <p>Imposters pretending to be the police call and say that their grandchild has been in an accident or is involved in a crime. Scammers will then ask their targets to take out large sums of money or make a wire transfer to “save” their grandchild. The scammer will even use the real name of the victim's grandchild along with other identifying information that they find online to make the scam more believable. In other cases, the fraudster will even pretend to be the grandchild and claim to be in trouble.</p> <p>Government imposter scams:</p> <p>In this senior scam, fraudsters contact older people claiming to be representatives from a well-known government agency. This could include Medicare, the Internal Revenue Service (IRS), the Social Security Administration (SSA), or law enforcement.<br /> Fraudsters may use caller ID spoofing to make the call seem genuine. And once you’re on the line, they may parrot your Social Security number (SSN) to further legitimize the call.</p> <p>Elder financial abuse:</p> <p>Elder financial abuse happens when someone the victim knows and trusts — like a family member, close friend, or caregiver — tries to gain access to the senior’s savings, credit, or assets. They could trick their victim into signing over access or power of attorney. Or, they might even threaten to withhold care if they don’t receive access.</p> <p>Tech support scams:</p> <p>In this type of fraud, the scammer masquerades as a tech support representative from a company you trust like Apple or Microsoft. They’ll claim that your computer or device is at risk of being infected by viruses and then trick you into granting them remote access or paying for software that you don’t need. Sometimes, the goal is to trick the victim into downloading what they think is helpful software. But when they do, it’s actually malware that opens up the potential for cyber-attacks that target the victim’s banking information. This scam often happens through phone calls, but it’s also common to see pop-up ads on websites targeting seniors.</p> <p>Sweepstakes and elder lottery scams:</p> <p>Fraudsters reach out to an elderly victim and claim that they’ve won a contest, lottery, or sweepstakes that they never entered. But to receive winnings, they’ll need to pay upfront fees and taxes and supply their banking information for the transfer. Scammers will often string along their victims for months or years, claiming that they need additional payment. But any money that’s sent goes straight to the scammer.</p> <p>What to do:</p> <p>Most scams rely on older victims panicking, becoming flustered, or making hasty decisions. As an aid to yourself or senior relatives, it helps to post notes next to phones, computers, and doors with the following tips (or some variation of them):</p> <p>STOP: Take a moment and think about the situation. Does anything feel suspicious?</p> <p>LEAVE: Hang up, close the door, or close the email. If someone is pressing you to act now, they could be a con artist.</p> <p>ASK: Call a family member for advice, search online for more details, and find out if the organizations you're speaking to are real. You can also ask a visitor for identification.</p> <p>WAIT: Take the time to absorb what you’ve learned and make a plan of action. Don’t rush any decisions.</p> <p>ACT: Only visit legitimate websites and call verified, safe phone numbers. You can use independent review websites and email address lookup services to check someone's identity.</p> <p>Nearly all scam calls and fraudsters originate outside of the United States, making tracking them and prosecuting them, near impossible. </p> <p>The Lyon County Sheriff’s Office along with the District Attorney’s Office, are willing to present information regarding preventing senior fraud. The Lyon County Sheriff’s Office along with the District Attorney have presented fraud prevention classes at the Dayton Senior Center, Yerington Senior Center, Silver Springs Senior Center and the Fernley Senior Center as well as several church groups who requested the class. We are always looking to present this information and protect the seniors of this community from the lowest element of society that targets them and their hard earned money. Memorial Day is here, and people will be out enjoying a beautiful weekend forecast. We deserve to have three days in a row of warm weather. We all need to slow down a little and take your time getting to your destination.</p> <p>Now even though the temperatures will be nice and warm. Many of our lakes and streams are still frigid from the snow melt. A sad reminder, 55 year old Todd Anderson from Sparks lost his life at Topaz Lake last weekend retrieving a buoy. Possibly due to cold water temperatures.</p> <p>This time of year with the snow melt, water temps can be in the low 40's to 60 degrees. You may be a strong swimmer, but our bodies react differently to drastic temperature changes. Please use caution and always carry a life jacket when boating. Most of all, keep an eye on your surroundings for safety reasons as well as others around you that may need help.</p> <p>Here's the holiday weekend report:</p> <p>SILVER LAKE ALPINE COUNTY: The lake has thawed out. The boat ramp is open, but I do not have any reports on how the fishing is. I will be going up next week to update that report.</p> <p>CAPLES LAKE: The lake has thawed out 85% as of last Wednesday. The Caples Lake Resort is opening for the season May 24th. The general store and boat lunch will be in operation and they also have boat rentals available. This time of year is a good time to fish by the dam or Woods Creek area.</p> <p>Watch your footing if you venture down to Woods Creek. There were a few snow drifts along the lake that could be a little tricky. Casting a Thomas Buoyant or a sinking Rapala should get you some action. Inflated nightcrawlers are also productive along the dam or spillway area. For more information, stop by the Caples Lake Resort.</p> <p>WOODS LAKE: Road closed.</p> <p>RED LAKE: The lake is thawed as of this week. I would recommend a 1/8 oz Kastmaster or toss some salmon eggs from the dam area.</p> <p>BLUE LAKES: As of last Wednesday the road was still closed to the first gate.</p> <p>BURNSIDE LAKE: As of last Wednesday the road was still closed.</p> <p>INDIAN CREEK RESERVOIR: I received this information from the BLM office in Regards to the campground area. The BLM, Sierra Front Field Office announces the Indian Creek Campground in Alpine County will remain closed until further notice.</p> <p>“The Campground closure is due to damages caused by the 2021 Tamarack Fire, and significant flooding in 2022,” said Jonathan Palma, Acting Sierra Front Field Manager. “The campground will remain fully closed to public access until further notice.” In July of 2021, the Tamarack Fire burned through Indian Creek Campground and destroyed the RV /tent main loop, group camp site and restroom.</p> <p>"Wildfire impacts to site facilities, hazardous materials abatement, and risks associated with wildfire-affected 'hazard' trees necessitated this closure. In August of 2022, the area received heavy rains that flooded the campground, resulting in significant sediment loading and debris fields in the campground, compounding the BLM's timeframe for re-opening the facilities. The site will remain closed to the public, including vehicles, while staff work on public safety and infrastructure restoration tasks.</p> <p>"Hazard tree falling within the campground concluded in March, with over 80 truckloads of timber being removed. With the different contractors using the day use area for storage and staging, no date has been set to open the day use area to the public at this time. The BLM appreciates your patience and your cooperation in staying out of the campground during the closure. Because a re-opening date may extend well into the future, camping reservations are not available at this time."</p> <p>The fishing has been very productive. This may be due to the CDFW planting the lake this week with 800 lbs of rainbow trout. The weeds are starting to get thick. But that can work to your advantage. Target the areas in between the weeds and adjust your height on your leader. I have used anywhere from a 12 to 48 inch leader. Salmon peach or green powerbait is most productive. But inflating a night crawler with scent, is a close second. Both roads are open.</p> <p>WEST FORK CARSON RIVER ALPINE COUNTY: The river was running up to 300 cfm this week and may climb with warmer weather. Fishing has been challenging for most anglers. The Hope Valley area has been most productive with night crawlers or salmon eggs.</p> <p>EAST FORK CARSON RIVER ALPINE COUNTY: As of last Wednesday the river was running at 1300 CFM, which is a little higher than opening day. With our warming weather, it may get up to 1600 CFM. Stay out of the river due to currents and water temps.</p> <p>A few anglers have done well with nightcrawlers in the deeper pools from 1.5 to 4 lbs. I checked in with Alpine F&amp;G, and they have no fish plants this week due to high waters. The CDFW is scheduled to plant the river with catchable rainbows this weekend. However, that field has since been given to The Greenhouse Project and can no longer be used for the fireworks. For the past two years, the Ryder Homes development next door to the high school has been allowing them to use the undeveloped portion of their property as the fireworks site, but now has been converted to housing.</p> <p>“Starting July 5 of last year, I started looking for a new staging site,” Walt said. “The site that I was looking for was one that could accommodate eight and 10 inch mortars because those are the ‘wow’ factor. You need a large amount of land for the staging site. We exhausted every location that could possibly keep it closer to Mills Park.” </p> <p>The city also wanted to keep the fireworks display near Mills Park since people enjoy using the park during the day for picnics leading up to to the fireworks.</p> <p>“The only place we could find is Eagle Valley Golf Course,” Walt continued. “There’s not a lot of housing or structures, it’s far enough away from Highway 50 and there is access for (fire trucks) to get there through Centennial Park in case of a fire.”</p> <p>And, most importantly, the driving range has enough space to allow for the eight and 10-inch mortars. </p> <p>“RSVP pays for the fireworks with the help of the city and sponsors such as Carson City Toyota and Allison &amp; McKenzie, but this is our fundraiser so we needed it to have the fundraising appeal as well. Now with it being at the golf course, we’re doing a golf tournament and for those who aren’t golfers, the dinner starts at six.”</p> <p>While entrance to the golf course for the viewing does require a ticket, Walt says she expects people will still be able to see the fireworks from all around. Walt said at this time, Carson City Parks and Recreation will not be opening Centennial Park to the public for the fireworks.</p> <p>“We as a community have to come together to make this work if we are to continue to have a fireworks show,” Walt said. </p> <p>Ticketed events: </p> <p><strong>Golf Tournament – Dinner – VIP Fireworks Viewing:</strong><br /> Start your 4th of July with a fun and friendly golf tournament. One such veteran, Chuck Staley, offers a touching glimpse into his life and the traditions he upholds to honor those who have given their all for our freedom.</p> <p>Chuck Staley's military journey began at the tender age of 17 when he joined the Army, driven by a deep sense of patriotism and a desire to serve his country. Over his 20-year career, he became an integral part of the 82nd Airborne Division, participating in three major combat conflicts: Grenada, Panama, and Desert Storm/Desert Shield. Reflecting on his service, Chuck states, "It was my honor to serve. I would do it all over again if I had the chance."</p> <p>The motivation to join the military was ingrained in Chuck from a young age. Growing up in the South, where patriotism was a cornerstone of his community, he was inspired by the images of the Vietnam War and the stories of soldiers who had made the ultimate sacrifice. "Watching the Vietnam War on TV when I was a kid and hearing about the soldiers who died overseas meant something to me," Chuck recalls. This early exposure solidified his resolve to contribute to his country's defense.</p> <p><strong>Memorial Day Traditions</strong><br /> For Chuck, Memorial Day is not just another holiday; it is a day steeped in personal and collective memory. Each year, he, his wife, and his son travel to Sacramento National Cemetery in Dixon, CA, to pay their respects to his stepfather-in-law, Tillman Jeffrey, a helicopter pilot. The family honors Tillman by carrying his uniform jacket, pouring his favorite Scotch on his headstone, and sharing fond memories. "We each take turns expressing our remembrances and saying his name because the most important thing is to keep his memory alive," Chuck explains.</p> <p>This act of remembrance is not limited to his family. Chuck notes that the cemetery is filled with hundreds of people, all there to honor their lost loved ones. "It's a community event where everyone who lost someone in service comes together to remember. Even if you haven't lost someone, it's important to remember that the freedom we enjoy was paid for by those who made the ultimate sacrifice," he emphasizes.

During the session, Thomas shared behind-the-scenes stories from the film, discussed his experiences playing Zero and answered a variety of questions from the enthusiastic fourth graders who dressed for the occasion.</p> <p>"It was truly inspiring to see the excitement on my students' faces as they interacted with Khleo Thomas," Davis said. The federal agency manages <a href="https://www.blm.gov/about/history/history-by-region/nevada#:~:text=Today%2C%20Nevada%20contains%20forty%2Deight,carried%20out%20the%20Homestead%20Act." title="https://www.blm.gov/about/history/history-by-region/nevada#:~:text=Today%2C%20Nevada%20contains%20forty%2Deight,carried%20out%20the%20Homestead%20Act.">63 percent</a> of the state’s land.</p> <p>Revenue from the land sales is then divided, with the state’s general education fund receiving 5 percent, Southern Nevada Water Authority receiving 10 percent and the remaining 85 percent earmarked for projects across Nevada. The secretary of the Interior ensures the money stays within Nevada for environmental stewardship projects such as conservation, landscape restoration and hazardous fuels reduction rather than funneling the money into the U.S. Treasury, and county, state and federal agencies are then able to apply for the funds for targeted projects.</p> <p>Read more: <a href="https://thenevadaindependent.com/article/phenomenal-boon-how-nevadas-signature-public-lands-law-ushered-in-growth-conservation" title="https://thenevadaindependent.com/article/phenomenal-boon-how-nevadas-signature-public-lands-law-ushered-in-growth-conservation">'Phenomenal boon': How Nevada's signature public lands law ushered in growth, conservation</a></p> <p>Since SNPLMA’s inception, 19 rounds of auctions have been held, and the act thus far has generated funding for more than 1,500 projects throughout the state.</p> <p>Last fall, agencies submitted proposals for funds from the <a href="https://www.documentcloud.org/documents/24656072-snplma-round-20-preliminary-recommendation_final" title="https://www.documentcloud.org/documents/24656072-snplma-round-20-preliminary-recommendation_final">20th SNPLMA round.</a> Four dozen projects totaling $625 million were proposed, and those proposals underwent a multistep review to determine which would leave the largest legacy on the landscape while providing the best value. A total of $298 million in funding is being recommended, with $50 million being added to a special reserve account to cover any additional project costs. </p> <p>The BLM is <a href="https://www.blm.gov/programs/lands-and-realty/regional-information/nevada/snplma" title="https://www.blm.gov/programs/lands-and-realty/regional-information/nevada/snplma">accepting comments</a> on the proposed projects through June 6. A SNPLMA executive committee will meet following the comment period to draft a final recommendation to the secretaries of the Interior and Agriculture.</p> <p>Here are highlights of what’s likely to get approved:</p> <p><strong>Southern Nevada parks, trails and natural areas</strong></p> <p>The bulk of the proposed projects involve increasing the quality of and access to parks, trails and natural areas.</p> <p>In Southern Nevada, the City of Las Vegas is requesting $19.3 million to expand the Bettye Wilson Soccer Complex. Although the fields serve 650,000 participants each year, 90,000 more people are turned away due to capacity limitations.</p> <p>Clark County is requesting slightly less than $63 million for improvements to Wetlands Park and to construct a new phase of Mountain’s Edge Regional Park outside Red Rock Canyon National Conservation Area. Improvements to Wetlands Park include pedestrian bridges and a designated area for bird and pond viewing; expansions to Mountain’s Edge include soccer and pickleball complexes and a community botanical garden.</p> <p>Henderson is requesting more than $35 million to renovate the aging Morrell and Downtown parks by adding features such as communal active lawn areas, food truck-pullout parking areas, splash pads, dog parks and reconfigured ball fields.</p> <p>The City of North Las Vegas is requesting $7.5 million to modernize Valley View Park, including adding a splash pad and dog parks and expanding its playground.</p> <p>Lincoln County is requesting $27.3 million to construct a new multisport complex on 20 acres on the east side of the town of Panaca, including baseball, softball, football and soccer fields, a standard track and field layout and an indoor activity room.</p> <p>Southern Nevada Water Authority is requesting $2.2 million to construct a wildlife and bird viewing tower at Warm Springs Natural Area and complete restoration projects on 7 acres in the Las Vegas Wash.</p> <p><strong>Northern Nevada parks, trails and natural areas</strong></p> <p>Carson City is requesting $14.9 million to renovate Mills Park, including its Vietnam Veterans Memorial, expanding its skatepark and adding shade structures and a splash park.</p> <p>Churchill County is requesting $32.4 million to construct the 3C Recreational Complex in Fallon at the old Churchill County Fairgrounds, adding elements including a covered picnic area, playground, natural areas and a splash pad.</p> <p><strong>Campgrounds, trails and Hoover Dam</strong></p> <p>A campground destroyed after a 2016 wildfire at Great Basin National Park could be rebuilt, and access to portions of the park in eastern Nevada could be improved if the National Park Service’s $4.2 million request is approved.</p> <p>The Strawberry Creek area was devastated by a wildfire that destroyed a newly built campground, bathrooms and horse corral; it also damaged bridges, trails and signs. That infrastructure, constructed with prior SNPLMA funding, was just 2 years old.</p> <p>The park service wants to construct a new campground, including shade structures, bathrooms and sites accessible to people with disabilities, as well as fix trails and construct a new equestrian corral. The project will “increase recreational and camping opportunities while protecting the natural and cultural resources that make the canyon so spectacular,” the park service wrote in its proposal.</p> <p>Other requests include slightly less than $23 million from the Bureau of Reclamation to draft design documents for improving public restroom and drinking water systems at Hoover Dam, as well as refurbishing popular tourist stops. Improvements would include installing new, multilingual exhibits, adding shade covers and addressing accessibility issues.</p> <p>The U.S. Forest Service is looking to reconstruct the popular 5.1-mile Bristlecone and the 1.5-mile Cathedral Rock trails in the Spring Mountains. The trails were damaged during Tropical Storm Hillary in August and the agency estimates it needs about $5.3 million to repair them.</p> <p>And a $6.1 million proposed telecommunications modernization project is proposed by the BLM at Red Rock Canyon National Conservation Area to improve Wi-Fi and cellphone service.</p> <p><strong>Sheep, trout and birds</strong></p> <p>Nevada’s plants and wildlife could be big winners under the 20th round of funding.</p> <p>The U.S. Fish and Wildlife Service is seeking $1.9 million to upgrade seven aging water guzzlers on the Desert National Wildlife Refuge to aid desert bighorn sheep conservation. The guzzlers are in areas where water is unreliable or not available, and many are aging or broken.</p> <p>The agency is also seeking $5.4 million to establish a landscape-scale migratory bird monitoring and improvement program in Nevada, including tagging species and restoring critical migratory bird nesting and stopover habitat at areas from Mt. Charleston in Clark County to Pahranagat Valley in Lincoln County and Great Basin National Park in White Pine County.</p> <p>The agency is also looking for $5.1 million to increase the supply of native plants and seeds across the Mojave Desert for restoration projects and to help offset the effects of nonnative, invasive plants.</p> <p>The National Park Service is seeking $1.9 million to renovate the only Bonneville cutthroat trout brood pond in Nevada, thereby creating a source of the fish to stock Nevada streams; conduct “fishing with a ranger” programs at Great Basin National Park, where visitors can borrow fishing gear and receive basic instructions on how to fish; and improve cutthroat trout habitat in Nevada. The brood pond “has suffered from years of neglect and is in desperate need of renovation,” according to the agency. </p> <p>The park service is also seeking $8.7 million to address <a href="https://thenevadaindependent.com/article/as-lake-mead-recedes-illegal-roads-pose-new-danger-to-environment-cultural-sites" title="https://thenevadaindependent.com/article/as-lake-mead-recedes-illegal-roads-pose-new-danger-to-environment-cultural-sites">illegal roads</a> in the Government Wash and Overton Arm of Lake Mead National Recreation Area. The lake’s level has dropped more than 160 feet since 1983, and there are now hundreds of miles of documented illegal roads across the recreation area. </p> <p>Officials estimate there could be two to three times as many roads that they haven’t documented. The roads run through culturally significant sites as well as rare soil ecosystems.</p> <p><strong>Wildfire prevention</strong></p> <p>A half dozen projects totaling $25.7 million were proposed, including:</p> <p>creating wildfire and utility resilience corridors along the east and north shores of Lake Tahoe,<br /> performing fuel reduction and meadow restoration at Tahoe’s Baldwin, Freel, Hellhole and Meiss meadows,<br /> reducing fuels around Mt. Charleston,<br /> creating a defense zone around Carson City’s Clear Creek area,<br /> and performing fire mitigation and restoration around the Whittell Forest and Wildlife Area west of Washoe Valley.</p> <p><strong>Tortoise conservation</strong></p> <p>Clark County is seeking $4.1 million to protect resources, wildlife and desert tortoise habitat throughout the county.</p> <p>Slightly less than $1 million would go toward wildlife crossings along U.S. Route 95, U.S. Route 93, State Route 163 and State Route 165 to aid the threatened Mojave Desert tortoise.</p> <p>The county is also seeking to study the capacity of a desert tortoise rehoming site. Currently, the Clark County Desert Conservation Plan calls for desert tortoises found in construction zones to be relocated to a site near Boulder City to help slow the decline of the reptile. However, the site is near capacity for how many desert tortoises it can house. </p> <p>The county is seeking to assess the health of existing tortoises and determine whether the area can house additional tortoises above the limits set out in the plan.</p> <p>The county is also looking to add 4 miles of fencing along Corn Creek Road, the primary access point to Tule Springs Fossil Beds National Monument, to cut down on off roading and illegal shooting.
