However, there is no section on the mailer to provide a signature, or any information required to verify the signature is coming from the designated voter.

This is because Clerk-Recorder Scott Hoen asked the Secretary of State not to ask for verifying information out of concern for voter privacy, he told the Board of Supervisors Thursday during public comment.

The issue stems from the Secretary of State's office he said, and that they had originally wanted to send out mailers asking for signature updates along with a driver's license number and social security number as part of the verification process, "on an exposed postcard."

However, this is not entirely accurate; what the mailers asked for, according to the Secretary of State's Office was one of the following: a date of birth, the last four digits the voter's social security number or the last four digits of their driver's license, but not the full numbers.

"I asked the Secretary of State not to make that request of voters, so they changed the postcard," Hoen said.

Hoen said that Carson is the only county out of Nevada's 17 that they did the change for.

However, what the change actually entailed was not including the returnable postcard, but the language on the mailer was not updated, which is causing the confusion.

The insert that Carson City voters received reads:

As we prepare for the upcoming general election, we are reaching out to give you the oportunity to update the signature we have on file for you. Nevada law requires us to use your signature to confirm your identity when voting (NRS 293.269927 and NRS 293.285) and having an updated signature will make it easier to process your mail ballot or check you in at a polling place! Please sign, detach, and mail the included signature update postcard.

The confusion didn't stop there, however; Hoen said that residents received the mailer on October 2, which asked the signatures to be returned by October 1. This is an anomaly, as other counties received their mailers weeks ago, but Hoen did not comment on why Carson voters received theirs so late. We’ll update why these were so received so much later when we have that information.

"It was a mistake, and it was simply a mistake, and I'm sorry it is causing such frustration and confusion," Hoen said. "You do not need to do anything other than vote."

Hoen said voters do not need to bring the card to vote, and they'll be receiving their sample ballot within the next few days.

"Get ready to vote on early voting, which begins on October 19 through November 1, and election day on November 5," Hoen said. "Our election workers are ready for the election and excited to bring a couple of new locations for you to drop off mail ballots in a secure way not to have to rely on the postal service."

There will be five total mail-ballot drop off locations, including a new location at city hall, as well as locations within the Washoe reservation.

For all other election information in Carson City, please visit https://www.carson.org/government/departments-a-f/clerk-recorder/electio...
Nevada Politics Thu, 03 Oct 2024 19:12:02 +0000 Kelsey Penrose 132684 at https://www.carsonnow.org 'We have a zero tolerance policy': three more Carson City juveniles arrested for terror threats Wednesday https://www.carsonnow.org/story/10/03/2024/we-have-zero-tolerance-policy-any-threat-investigated-sheriff-says-three-more-juven
<fb:like href="https://www.carsonnow.org/story/10/03/2024/we-have-zero-tolerance-policy-any-threat-investigated-sheriff-says-three-more-juven" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

by Kelsey Penrose

In what is becoming a grim trend, three additional middle-school aged children have been arrested for making shooting threats, all of which occurred on Wednesday.

Carson City Sheriff Ken Furlong sat down Thursday morning to discuss the recent uptick in threats, and the arrests that have followed.

"Last year, we didn't have three (shooting threat arrests) that happened in one year, let alone one day," Furlong said. "Some people might think they're copy cats - they see someone get arrested, and they do it, too. But what we're finding is these are all isolated incidents."

Furlong said that the juveniles arrested have all been cooperative with law enforcement, and when asked why they've made these threats, their responses have ranged from "I just thought it would be fun to scare everyone," to "I didn't mean it," to "It was just an overheard conversation," and everything in between.

"In every case, they've been cooperative, which is even more frustrating," Furlong said. "If they didn't mean it, and they're cooperative, then why was the statement made?"

What it comes down to, Furlong believes, is an issue of impulse control.

"They all know it's bad, and that they shouldn't have done it, but they did it anyway," Furlong said.

When sheriff's deputies showed up at the doors of parents explaining what had occurred, and asking to search their student's room, Furlong said parents were for the most part cooperative.

"Of course we got some push back," Furlong said. "It's hard, because these are, for the most part, 13-year-olds, and their parents ask 'Do you really have to put them in hand cuffs, do you really have to take them to juvenile hall?' But the fact is, we have a zero tolerance policy, and every single threat needs to be investigated."

At the end of these investigations, Furlong said, there was not a single credible threat of violence, meaning the students had no access to weapons, or any true intent to produce violence against other students.

Furlong said there's a fine line of when law enforcement needs to get involved in situations that occur between juveniles on school property, but there is no question when it involves threats of gun violence.

"Some people ask, why can't these situations be handled by the school?" Furlong said. "Because every threat (of a shooting) is taken as if it is a true threat."

Furlong said that, while School Resource Officers (SRO) provide many resources to students and staff, the main reason they are on campus every day is because of the nationwide prevalence of school shootings.

Sgt. Taylor Mieras is the supervisor of the SRO unit who works directly in the schools, and said that, despite the increase in threats, they have actually seen a decrease in crime overall this year compared to previous years. One of the reasons Mieras believes has decreased issues is the recent phone ban across all district schools.

"First, you have the peer pressure with these fights, where they're posting all over social media and they say, 'I didn't really even want to fight this guy but now I've got to," he said. "Second, you have a huge decrease in the conflict and disrespect between the students and teachers."

This year, Mieras said, he believes there's only been around five fights at the high school compared with last year's recorded 12 during the same time period.

Both Mieras and Furlong agree that the most important thing now to stop these arrests from occurring is for families to become more involved with their students, and to have a sit-down conversation about the consequences of what they say.

"Words have meaning," Mieras said. "And they also have consequences."

"These incidents are all happening in the middle-school age bracket," Furlong said. "This is the age where they're getting into that social setting, they're growing, popularity is coming into play, hormones are coming into play - things in life are opening up. Which is why family discussions are so important. We're in a time where maybe not everybody sits down at six o'clock around the old kitchen table for dinner, but there are opportunities to turn the TV off and say, 'we need to talk.'"

Furlong said that, unlike a lot of conversations one might have with their middle-school aged child, this conversation doesn't need to be awkward.

"This is not an uncomfortable conversation; we're not talking about puberty or sex or anything like that. This is a very comfortable conversation about appropriate voiced language."

"You don't say bomb on a plane, and you don't say you're going to shoot up the school," Mieras said.

Furlong said these are not isolated incidents; arrests are surging across the country for students who are making gun threats towards their school or peers.

"Across the country, this is one of the most serious conversations."

Furlong said that the thing he wants the community to understand is that, these are not 'bad kids' that are getting in trouble for threats but rather, good kids who are saying bad things.

"They have no impulse control, their frontal lobe is still developing," Furlong said. "But what has changed in our lives is the onset of school violence what we older folks ever thought of, and it's very real. That's what everybody has to understand, that's why we have to have a zero tolerance."

Mieras said that, within the schools, there have been huge increases to supporting student's mental health and wellness, whether it's resources, outreach, attendance support, counseling support, social workers, and more.

"There's so much more wrapped into the schools now," Mieras said. "The school district is really pushing services for the kids, and it's having a positive impact."

Mieras and Furlong both agreed they wish they knew the reason for the recent surge in threats.

"If I had the answer, it would have been addressed after the first one," Mieras said. "We're spinning in circles trying to think of different (reasons) this is happening."

Mieras said when it comes to threats, it is so important to bring reports directly to law enforcement simply because they are able to investigate the issues during times the school district is not.

"Law enforcement is 24 hours," Mieras said. "We can get out there immediately. Patrol can go to the house when (SROs) are off duty. Then they can deem what resources they are going to need. By just calling dispatch, it speeds up the process and gets the investigation going a lot faster."

Mieras said investigating quickly is the difference between students feeling safe at school, and families calling the sheriff's office asking if they should send their student to school or not because a rumor had already been spreading.

"The longer it's out there, the more it's going to spread," Mieras said. "If we've addressed the situation right away, it won't spread to 500 different households."

Mieras and Furlong said law enforcement works hand-in-hand with the school district when it comes to investigating threats, and if students don't feel comfortable speaking directly with SROs or their parents, they can utilize SafeVoice or speak to any district staff member - including anonymously.

"We need the community to know that we are going to take these threats seriously," Furlong said. "And we hope that families will have conversations so that these types of threats stop occurring. Having to arrest these students, and having them being removed from school, has a huge detrimental effect on them when it comes to academics, especially at this age."

To learn more about SafeVoice, click here.

If you have any information relating to threats involving Carson City schools or students, please contact Sgt. CCAI will host a reception for the artist on Wednesday, October 9, 5:00 - 6:30p.m. with the artist’s introduction at 5:30. The Courthouse is located at 885 E Musser Street, Carson City; the gallery is open Monday – Friday, 8:00a.m. – 5:00p.m.

Emily Najera is a photographer and visual artist dedicated to capturing the essence of America's evolving landscapes. With years of experience in photography, Emily has developed a singular perspective on documenting the shifting scenes of cities, roadways, and buildings. Her key themes include recording revitalization and change, such as the redevelopment of historical sites, and blending artistic vision with journalistic storytelling to address diverse topics. Najera took all of the images for this exhibition on highways US 40 and US 50, which historically brought travelers across the state.

Emily’s work often focuses on the dramatic interplay of light and shadow, frequently photographing buildings and places after dark. She said, “Exhibitions are crucial for my artistic growth, providing opportunities for community engagement, experimentation with new techniques, and collaboration with other artists.” She aims for each exhibition to showcase her work, allow her to reflect on her artistic journey, and connect with audiences.

Najera’s photography has appeared in leading publications such as the New York Times, Bloomberg, NPR, ProPublica, and more. Notable projects include covering the revitalization of Historic Brush Park in Detroit, documenting train stations in the Midwest, and most recently exploring housing affordability issues in Washoe County. These projects highlight her skill in blending artistic vision with journalistic storytelling. She earned a B.A. degree from Grand Valley State University in Michigan in 2007 and a M.F.A. degree from the University of Nevada, Reno in 2013. She lives in Reno with her family.

Alicia Barber, PhD, wrote the exhibition essay for Najera’s show. She is a historian, educator, and author working at the intersections of public memory, historic landscapes, and community identity. She focuses her work on the history, culture, and built environments of the city of Reno, the state of Nevada, and the American West. Barber is the founder/owner of Stories in Place LLC. Her independent and collaborative exhibits and historical markers, oral histories, and digital projects include Reno Historical, Illuminating Reno’s Divorce Industry, and the 4th Street-Prater Way History Project. She wrote Reno’s Big Gamble: Image and Reputation in the Biggest Little City (University of Kansas Press, 2008), and articles and columns for a variety of academic and trade publications. Barber produced and hosted the history feature “Time & Place” for KUNR Public Radio from 2017 – 2019. From 2003 to 2013, she taught in the Core Humanities Program and Department of History at the University of Nevada, Reno, where she also directed the University of Nevada Oral History Program. Dr. Barber holds a B.A. in English from Stanford University, a M.A. in English from the University of Utah, and a PhD in American Studies from the University of Texas at Austin. The Nevada Writers Hall of Fame awarded Barber its Silver Pen Award in 2014.

Carlos Ramirez, formerly a student with Western Nevada College’s Latino Leadership Academy, provided a Spanish translation of the show’s wall text.

CCAI is an artist-centered not-for-profit organization committed to community engagement in contemporary visual arts through exhibitions, illustrated talks, arts education programs, artist residencies, and online activities.

The Initiative is funded by the John and Grace Nauman Foundation, Nevada Humanities and the National Endowment for the Humanities, Nevada Arts Council and the National Endowment for the Arts, Kaplan Family Charitable Fund, Southwest Gas Corporation Foundation, Steele & Associates LLC, and CCAI sponsors and members.

For additional information, please visit CCAI’s website at www.ccainv.org.
Arts and Entertainment CCAI Courthouse Gallery Exhibition Thu, 03 Oct 2024 17:58:40 +0000 132681 at https://www.carsonnow.org St. Mary's Art Center Hosts Fall Art Reception Featuring Las Vegas Artist Kim Johnson https://www.carsonnow.org/reader-content/10/03/2024/st-marys-art-center-hosts-fall-art-reception-featuring-las-vegas-artist-ki
<fb:like href="https://www.carsonnow.org/reader-content/10/03/2024/st-marys-art-center-hosts-fall-art-reception-featuring-las-vegas-artist-ki" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

By St. Mary's Art Center

St. Mary's Art Center, a non-profit organization located in the former 1876 St. Mary Louise Hospital in historic Virginia City, is hosting its Fall Art Reception on October 12, from 1 p.m. to 4 p.m. The event includes live music by Brother Dan, light refreshments, a new exhibit by Las Vegas artist Kim Johnson, and access to all seven art galleries spanning across four floors.

St. Mary’s Art Center is celebrating a milestone anniversary this year, marking 60 years since it was founded in 1964 by Father Paul Meinecke and local artist, Louise Curran, after the building closed its doors as a hospital in 1942 and sat vacant for 22 years. C Street, Virginia City. Community members, business owners, and media are invited to attend this event, which will highlight the importance of this project for the region’s future.

This new development will enable virtually every home, business, and County building in the area to access reliable, high-speed fiber connections. The distribution box is strategically located near the IT Department and the AT&T distribution point to ensure maximum availability and minimize connection lengths, reducing the potential for service disruptions.

The project is a partnership between Storey County and Churchill County Communications as part of a phased rollout plan to enhance internet services across the region. This installation marks the beginning of Phase I, which covers Virginia City and Gold Hill.

Phase II will focus on extending fiber connectivity to the Virginia City Highlands, and Phase III will expand services to Mark Twain and Lockwood.

“This is a significant technological upgrade for Storey County,” said James Deane, IT Director for Storey County. “The fiber distribution system will support 10GB fiber connections between County facilities, making our internet services more scalable, redundant, and secure. Residents and businesses can look forward to enterprise-class speeds, making it easier to use complex data services like cloud storage, hosting, and backup.”

In addition to providing high-speed internet to residents and businesses, the new fiber infrastructure will upgrade County facilities with high-speed connections, enhancing internal communications and operations. Redundant electrical power will be provided to ensure continuous and reliable services at all times, making it a robust solution for the community.

The fiber initiative is a transformative project for Storey County, modernizing the region’s digital infrastructure and creating new opportunities for growth, connectivity, and community development.

As the County progresses through Phases II and III, more residents and businesses will benefit from the improved services and capabilities offered by this advanced technology.
News Thu, 03 Oct 2024 15:39:25 +0000 Kelsey Penrose 132677 at https://www.carsonnow.org Nevada Humane Society, Carson City's Pet of the Week: Sheen https://www.carsonnow.org/story/10/02/2024/nevada-humane-society-carson-citys-pet-week-sheen
<fb:like href="https://www.carsonnow.org/story/10/02/2024/nevada-humane-society-carson-citys-pet-week-sheen" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

Nevada Humane Society

Meet Sheen, a 3-year-old Siberian husky bursting with energy and enthusiasm. The K-9 unit, motorcycle and flashing lights were among some of the highlights.
News Wed, 02 Oct 2024 23:46:45 +0000 Jeff Munson 132672 at https://www.carsonnow.org Douglas Sheriff’s Search and Rescue Team receives Sno-Cat donation from Southwest Gas https://www.carsonnow.org/story/10/02/2024/douglas-sheriff-s-search-and-rescue-team-receives-sno-cat-donation-southwest-gas
<fb:like href="https://www.carsonnow.org/story/10/02/2024/douglas-sheriff-s-search-and-rescue-team-receives-sno-cat-donation-southwest-gas" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like>

By Michelle Simpson

The Douglas County Sheriff’s Search and Rescue team is better equipped for the upcoming snowy winter months, thanks to a generous donation from Southwest Gas.

On Oct. 1, the energy provider presented the non-profit organization with a Sno-Cat all-terrain vehicle. The goal is not to have our patrons drunk. I’m sure it’ll happen, but that’s not our goal. The goal is to create and nurture a different environment where people feel safe; you don’t always have to have alcohol to have a good time, especially for people who are newly sober.”

Morgan said the tavern is meant to be a place for safety, fun and inclusivity, and is aware of the space’s previous issues with law enforcement and code enforcement.

“Working closely with the city, fire department, health department, sheriff's department … we are committed to building a safe, enjoyable gathering place for everyone to relax and have a great time,” Morgan said.

“We're going to create a different dynamic, a different crowd, a different sense for the community that had been here before. I know that this has been a bar for about 50 years, with all different themes.”

Morgan said one key difference is they will be a non-smoking bar, and they will not be staying open past 2 a.m., which she said was a big concern from the community.

“We’re also going to have a specialty menu for mocktails for people that don’t drink alcohol, which I think is very important, and I think it’s something that the community needs,” Morgan said. “We’re working very hard on offering drinks that are a bit more specialty — so you still have that dive bar feel, but you can come in and have something different.”

One of their main goals, she said, is to provide a fun education to their patrons on the history of drinks — or as Morgan call it, “A voyage through history.”

“(We have) drinks inspired by centuries of maritime history, from grog and rum favored by pirates, to mead and ale enjoyed by Viking warriors,” Morgan said. “Our signature cocktails pay tribute to iconic figures of the sea, like the famed pirate Blackbeard, Viking chieftain Ragnar Lothbrok, and legendary mermaids such as the Greek siren Parthenope and Hans Christian Andersen’s Little Mermaid.”

Morgan said they’ll also have drinks that show the history of Burning Man, and they want to cater more toward educated drinkers — or, even better, those who want to be educated on the history of their drinks.

A main goal of the tavern includes events, which is one of the reasons they expanded the business into what used to be a salon next door.

“Once we get that situated over there, we’re going to be doing karaoke, line dancing, yoga on Sundays,” Morgan said. “We want to be able to have catered events, private events, concerts — all of it.”

Saltwater Tavern should be opening next month; their permits are sorted, Morgan said, and they are currently waiting on approval through the fire department for occupancy.

After opening, they plan to have a large grand opening celebration along with a ribbon cutting from the mayor.

When opened, the tavern will be open Wednesday and Thursday from 12 p.m. to 12 a.m. Friday and Saturday from 2 p.m. to 2 a.m., and Sunday from 11 a.m. to 7 p.m. They will be closed on Monday and Tuesday.

Saltwater Tavern is located at 306 E William St. in Carson City.
