Investigators also discovered that large sums of US currency received as profits of Marijuana sales had recently been sent from this operation directly to Mexico.</p> <p>Ten subjects were also arrested between the two locations.</p> <p>The Lyon County Sheriff’s Office was assisted in this operation by the following agencies: Carson City Sheriff’s Office SWAT, Douglas County Sheriff’s Office SWAT, Central Lyon County Fire Department, United States Drug Enforcement Administration (DEA), United States Department of Homeland Security Investigations (HSI), Nevada State Police Investigations Division, Nevada Cannabis Compliance Board and Battleborn Medivac.</p> <p>The following subjects were arrested and booked into the Lyon County Jail:<br /> Graciela Madrigal, 54<br /> Rocio Ibarra, 32<br /> Eddiberto Alvarez, 38<br /> Efren Sanchez, 18<br /> Angelito Mojica, 47<br /> Adriel Sanchez-Tapia, 27<br /> Norbert Flores-Sanchez, 19<br /> Bartolo Ibarra-Silva, 22<br /> Misty Wagoner, 53<br /> William Sherpard, 59</p> <p>All subjects were booked on the following charges:<br /> Trafficking in Controlled Substances: Marijuana or Concentrated Cannabis (over 1,000 lbs); Sheriff Ken Furlong and officers from the Carson City Sheriff’s Office assembled this morning for “Donuts &amp; Deputies” at Mark Twain Elementary where students, parents and teachers had an opportunity to meet local deputies in a relaxed, friendly atmosphere while enjoying delicious donuts together.</p> <p>The event is part of an ongoing initiative aimed at building trust and strengthening relationships between law enforcement and the community, particularly with young students. </p> <p>The morning was filled with donuts, conversations and even interactive activities designed to help students learn about safety in a fun and engaging way.</p> <p>In addition to donuts, there were opportunities for the children to ask questions, take photos with the deputies and learn about the different roles that officers play in keeping their communities safe. Conversation topics like crossing the street, recognizing unsafe situations and what to do in emergencies were also offered. This vehicle designed for navigation through snowy, and at times treacherous, areas will assist the Sheriff’s Office in alpine search and rescue missions for missing skiers, cross-country skiers, snowmobilers, and other backcountry adventurers in the winter.</p> <p>“The Sno-Cat donated by Southwest Gas will allow Search and Rescue to transport team members as well as subjects into and out of the back country in the winter and will be a welcome addition to the Team's equipment,” said Benjamin Miller, Operations Leader.</p> <p>Southwest Gas has maintained a nearly two-decade partnership with the search and rescue team. This latest donation follows a previous truck donation, further supporting the team’s vital work throughout Southwest Gas’ service territory in northern Nevada. Southwest Gas’ donation highlights its dedication to enhancing the quality of life for the communities where its employees live and work, reflecting its ongoing commitment to giving back.</p> <p>The Douglas County Sheriff’s Search &amp; Rescue is made up of professionally trained volunteers that work for the Douglas County Sheriff’s Office. Every year, local citizens and visitors from around the world enjoy the backcountry of Douglas County, which includes Lake Tahoe, the Carson River and Pinenut Mountain Range. The goal is not to have our patrons drunk. I’m sure it’ll happen, but that’s not our goal. The goal is to create and nurture a different environment where people feel safe; you don’t always have to have alcohol to have a good time, especially for people who are newly sober.”</p> <p>Morgan said the tavern is meant to be a place for safety, fun and inclusivity, and is aware of the space’s previous issues with law enforcement and code enforcement.</p> <p>“Working closely with the city, fire department, health department, sheriff's department … we are committed to building a safe, enjoyable gathering place for everyone to relax and have a great time,” Morgan said.</p> <p>“We're going to create a different dynamic, a different crowd, a different sense for the community that had been here before. I know that this has been a bar for about 50 years, with all different themes.”</p> <p>Morgan said one key difference is they will be a non-smoking bar, and they will not be staying open past 2 a.m., which she said was a big concern from the community.</p> <p>“We’re also going to have a specialty menu for mocktails for people that don’t drink alcohol, which I think is very important, and I think it’s something that the community needs,” Morgan said. “We’re working very hard on offering drinks that are a bit more specialty — so you still have that dive bar feel, but you can come in and have something different.”</p> <p>One of their main goals, she said, is to provide a fun education to their patrons on the history of drinks — or as Morgan call it, “A voyage through history.”</p> <p>“(We have) drinks inspired by centuries of maritime history, from grog and rum favored by pirates, to mead and ale enjoyed by Viking warriors,” Morgan said. “Our signature cocktails pay tribute to iconic figures of the sea, like the famed pirate Blackbeard, Viking chieftain Ragnar Lothbrok, and legendary mermaids such as the Greek siren Parthenope and Hans Christian Andersen’s Little Mermaid.”</p> <p>Morgan said they’ll also have drinks that show the history of Burning Man, and they want to cater more toward educated drinkers — or, even better, those who want to be educated on the history of their drinks.</p> <p>A main goal of the tavern includes events, which is one of the reasons they expanded the business into what used to be a salon next door.</p> <p>“Once we get that situated over there, we’re going to be doing karaoke, line dancing, yoga on Sundays,” Morgan said. “We want to be able to have catered events, private events, concerts — all of it.”</p> <p>Saltwater Tavern should be opening next month; their permits are sorted, Morgan said, and they are currently waiting on approval through the fire department for occupancy.</p> <p>After opening, they plan to have a large grand opening celebration along with a ribbon cutting from the mayor.</p> <p>When opened, the tavern will be open Wednesday and Thursday from 12 p.m. to 12 a.m. Friday and Saturday from 2 p.m. to 2 a.m., and Sunday from 11 a.m. to 7 p.m. They will be closed on Monday and Tuesday.</p> <p>Saltwater Tavern is located at 306 E William St. in Carson City. Officers learned the suspect was in an argument and had been drinking. The man is on Department of Alternative Sentencing. One of his conditions was no drinking. The man provided a preliminary breath test of .326.</p> <p>DAS advised they wanted him arrested for violation of conditions. He was taken to the hospital for medical clearance due to the high level of alcohol.</p> <p>At the hospital he became verbally uncooperative and refused to let medical staff do their jobs, the report states. He was cleared from medical staff and then taken to jail. Bail: $500 cash.</p> <p>In other arrests:<br /> — A 54-year-old Carson City woman, Adrianne Alexander, was arrested Tuesday for a felony warrant alleging embezzlement. The warrant was issued August 5 out of Carson City Justice Court. Bail: $10,000.</p> <p>— A 39-year-old Dayton woman was arrested Monday for a misdemeanor warrant alleging violation of a suspended sentence. The warrant was issued Sept. 6, 2024. No appointment will be necessary during this timeframe.</p> <p>In addition, on Monday November 4, 2024, and Tuesday, November 5, 2024 (Election Day), DMV metro offices will be open extended hours from 7:30 a.m. until 6 p.m. to assist customers needing credentials to be able to vote. </p> <p>"Our goal is to help every legal voter who wishes to participate in the election," said Director Tonya Laney. "We extended our hours last election cycle and it seemed to work out extremely well.”</p> <p>Nevadans who hold a valid driver's license, ID card or even an interim document issued at the DMV have several options for voter registration. The DMV, Secretary of State and County Clerks operate an Automatic Voter Registration (AVR) system in accordance with a ballot initiative approved by voters in 2018 and the subsequent enabling legislation and regulations. The DMV does not register voters or maintain voter registration rolls, it submits voter registration data to the Secretary of State and the County Clerks. The officer observed the vehicle crossing over the white fog line with 75 percent of the vehicle over as it went southbound on North Roop, swerving in its lane and going over the white line, the report states.</p> <p>The officer conducted the traffic stop on North Roop and East Musser and made contact with the driver, observing glossy red and watery eyes and an open container of alcohol, slurred and slowed speech and a strong odor of alcohol. The officer informed the woman why she was pulled over. She stated she knew she messed up and had just recently had a drink of wine and then later stated she had drank two cans of wine.</p> <p>The deputy read the woman medical questions and determined she could perform standardized field sobriety tests. The woman showed signs of impairment and provided a preliminary breath test of .238. She was arrested. At jail she provided evidentiary breath tests of .222 and .209. She had a previous prior from Feb. 6, 2023. She was also booked for driving with expired registration and open container. Bail: $2,500.</p> <p>In other arrests:<br /> — A 42-year-old Yerington woman as arrested Sunday for suspicion of battery on a healthcare provider, a gross misdemeanor offense. The woman allegedly flung a water bottle at a Behavior Health Center nurse, hitting her in the face. The nurse wished to press charges. The woman admitted she flicked the water not knowing the direction she threw. Bail: $2,500. </p> <p>— A 29-year-old Carson City man was arrested Sunday for suspicion of domestic battery. Deputies spoke with the suspect and victim, and learned from the victim the man threw a soiled towel at the woman's head, hitting her and that he had been throwing and breaking things around the residence. At one point, while she was on the couch, the man yelled at her, put his hands on her and as she attempted to get away, he put his hands on her legs, holding her down. She said she was injured when she pushed him off. She called 911 where the man went outside and turned over all their backyard furniture. Officers observed a scratch on the woman's leg.</p> <p>A deputy spoke with the man who denied anything physical happened and denied he threw anything at the woman or held her down, the report states. He was booked for suspicion of domestic battery. Bail: $3,137.</p> <p>— A 46-year-old woman was arrested Monday for suspicion of possession of methamphetamine, mushrooms pills and mushrooms, ketamine and MDMA, according to a Carson City Sheriff's Office booking report. Jennifer Nicole Cruz, listed from Olympic Valley, Calif., was placed into custody following an investigation. She was also booked for possession of drug paraphernalia. Bail: $3,637.</p> <p>— A 45-year-old Carson City man was arrested Monday for suspicion of misdemeanor domestic battery. According to the booking report, deputies were called for a report of domestic battery and met with the reporting party who waited outside their home. The officer could see the left side of the victim's mouth was bleeding. The woman stated her husband hit her in the mouth when she wouldn't move in the bed they shared, and that as she was in bed asleep, the man pushed her to move and told her to move and when she didn't he punched her once in the mouth. She also had cuts on the inside of her upper lip and stated her teeth felt loose, the report states.</p> <p>Deputies entered the home and spoke with the man who was asleep. The man was asked if he knew why the deputy was there and he said it is because his wife called. The man was asked about injuries to the woman's face. He said he was asleep and didn't know how she was injured, saying she may have been outside and fell over a small fence onto the concrete. The officer observed the man had a small cut on his knuckle and dried blood. The cut was consistent with punching something.</p> <p>Based on the statements and the cut on the man's hand, he was arrested. Bail: $3,137.</p> <p>— A 24-year-old Carson City man was arrested Sunday for suspicion of DUI, expired registration and basic speeding.</p> <p>According to the booking report a deputy conducted a traffic stop on a vehicle for speeding. The officer observed the vehicle driving at a high rate of speed and paced the vehicle going 40 mph in a 25 mph speed zone. The vehicle was stopped in the area of West Robinson and North Curry Street.</p> <p>The deputy made are contact with the driver, and observed him to have red, watery eyes. The officer informed him why he was pulled over. The man stated he knew he was driving fast. He advised he had a drink prior. The man stepped out of the vehicle and the officer observed fluid on his sweatshirt. The man advised there was marijuana in the truck and that he last smoked that morning, the report states.</p> <p>He agreed to field sobriety tests and showed signs of impairment on some of the tests. He provided a preliminary breath test of .143 and was arrested. He agreed to evidentiary breath tests, with results of .097 and .113. He was booked for suspicion of DUI, driving with expired registration and speeding. Bail: $1,137.</p> <p>— A 26-year-old Carson City woman, McKena Cota, and Caitlin Josephine Knox, also 26, were arrested Sept. 28 for suspicion of felony possession of a controlled substance (suspected methamphetamine) and possession of drug paraphernalia. Cota was also booked for a Department of Alternative Sentencing violation. Cota's bail, $3,000; bail for Knox, $2,500.</p> <p>— A 47-year-old Stagecoach man, Wyatt Whitten, was arrested Sept. 28 for suspicion of possession of a controlled substance (suspected methamphetamine) and misdemeanor possession of drug paraphernalia. Bail: $2,500.</p> <p>— A 30-year-old Carson City man, Jose Plascencia Madrigal, was arrested Sept. 27 for suspicion of felony possession of cocaine and misdemeanor possession of drug paraphernalia, open contain and failure to maintain lane. William St.</p> <p>On the agenda:<br /> — Supervisors will discuss a federal lands grant application which, if awarded, will fund the completion of the Ash Canyon road and trail head project.</p> <p>The grant application requests just over $7.36 million for the project, which includes a $410,000 local match from the city. While the application does not require a local match, proposals that do include matching funds are typically viewed favorably by the review committee, according to staff. Local funds would come from the Regional Transportation Fund ($150,000), the stormwater Drainage Fund ($200,000), and $60,000 from the Quality of Life Fund.</p> <p>If completed, the project will reconstruct Ash Canyon Road between Winnie and the end of the paved section west of the Wellington subdivision. It will also improve stormwater facilities along Ash Canyon Road, improve multi-modal accessibility, and construct a trailhead parking lot with a vault toilet near the existing water tanks.</p> <p>— A lease renewal with the KCMY radio station will be discussed, which operates on city owned property. The lease agreement was for a 10-year term, which expires Dec. 31, 2024. The Lessee has requested another 10-year term. Rent for the premises currently totals just over $5,200 per year. </p> <p>— A fourth amendment to the Quill Water Treatment Plan Project will be discussed between the city and Lumos &amp; Associates, for an additional $995,000. This brings the new total for the project to just under $2.6 million. </p> <p>The project will rehabilitate and update infrastructure at the Quill Water Treatment Plant. Lumos completed the previous phases of the project for $1.6 million, and under the new contract amendment, would allow Lumos to perform construction support and engineer of record services during construction.</p> <p>In addition, supervisors will discuss a contract with Construction Materials Engineers Inc. for the project in an amount not to exceed $350,000 which would provide construction administration, inspection and material testing services during construction of the project.</p> <p>— Supervisors will discuss the purchase of four vehicles for city departments from Capitol Ford, Michael Hohl, and Skeeter Emergency Vehicles LLC. for a total just over $734,000. The purchases were planned for and are funded as part of the approved 2025 Capital Improvement Vehicle Replacement Program, according to staff.</p> <p>— The Carson City Sheriff’s Office is requesting authorization to purchase 13 new Panasonic Toughbooks and related accessories and services for an amount just over $90,800.</p> <p>— Supervisors will appoint two individuals to the Carson City Airport Authority board, one position to be filled by a manufacturer operating within three miles of the airport, and the other to be filled by a fixed base operator at the airport, both for four-year terms. Karl G. Hunter is seeking reappointment as the manufacturer member, and a new application was submitted by Michaela Flint for the field base operator position.</p> <p>— Supervisors will also discuss a business impact statement concerning a proposed ordinance amending the Carson City Airport rules and regulations which would impose fees for secured airport access, set requirements for aircraft liability insurance, and revise provisions for through-the-fence airport access.</p> <p>— Supervisors will discuss the first reading of ordnances amending land use, zoning and procedures related to Title 18 of the Carson City Municipal Code. The suspect is alleged to have later threatened another victim by posting two social media user names, according to a CCSO news release.</p> <p>After a brief investigation it was determined that the suspect was positively identified with a location in Carson City, according to the news release. </p> <p>CCSO patrol deputies responded to the location and apprehended the juvenile for alleged terroristic threats. The juvenile was taken to the Carson City Juvenile Detention Center to face the felony charge.</p> <p>The sheriff's office is offering thanks to the members of the community for reporting the incident. The suspect has been taken into custody. There are no outstanding suspects or further threats to the Carson City School District.</p> <p>CCSO would also like to remind the community that threats towards the schools, students, faculty will be taken very seriously and immediate action will be taken.
