Carson City Toyota recognized as community partner to Carson City Schools

The Carson City School District is proud to recognize Carson City Toyota as its November Community Partner of the Month as a Legacy Level partner, the highest level, for their ongoing commitment to supporting local schools and for their generous financial and in-kind contributions to enhance the educational experience for students in Carson City for more than 25 years.

As part of its Community Partner Program, the school district will feature a local business or organization each month for their commitment in helping schools and children have better opportunities and experiences in alignment with the district’s Strategic Plan goals.

Carson City Toyota is considered a Community Partner on the Legacy Level because they support four or more Strategic Plan goals including regularly donating classroom supplies (Goal 2), supporting efforts to reduce chronic absenteeism (Goal 3), sponsoring extracurricular activities including new shot clocks for the Morse Burley Gymnasium at Carson High (Goal 4), regularly donating funds to cover negative school lunch account balances for students (Goal 4) and providing technology upgrades and other funding for school programs (Goal 5). These, as well as many other donations throughout the years, have earned them the Legacy Level.

Veterans Day is Monday, Nov. 11 and is a federal holiday to honor all veterans who served in the United States Armed Forces. A number of events are planned in Carson City and surrounding counties.

Carson City
In Carson City, Nevada Rural Counties RSVP Program, Inc. hosts its 4th annual Veterans Pancake Breakfast, sponsored by Nevada Rural Counties RSVP Program, Inc. in partnership with the Carson City Elks Lodge No. 2177.

This event is happening Monday, Veterans Day, Nov. 11, from 9 a.m. to 11 a.m., to honor and celebrate the service and sacrifices of our veterans. All senior veterans and their families are invited to join us for a delicious pancake breakfast as we come together to recognize those who have served our country.

Hosted at the Elks Lodge #2177, this annual tradition is our way of giving back to the brave men and women who have selflessly served. Guests will enjoy a complimentary breakfast in a warm, welcoming atmosphere that fosters gratitude and community spirit.

Virginia City

In Virginia City, everyone is invited to honor veterans at its annual Veterans Day Parade on Monday beginning at 11 a.m. on C Street. Virginia City will commemorate Veterans Day with a patriotic parade down C Street on Monday, Nov. 11 at 11 a.m., paying tribute to the nation’s veterans and their families.

This free-to-attend parade will feature over 40 participants, including local veterans’ organizations, high school junior ROTC programs and other groups dedicated to supporting and uplifting veterans in the community. Attendees can expect a vibrant display of patriotic entries, marching groups and uniformed participants proudly making their way through Virginia City.

“We are honored to host this annual event as a way to show our gratitude to the brave men and women who have served our country," said Todd Tuttle, tourism director. "The Veterans Day parade is an opportunity for our community to come together, recognize the sacrifices of our veterans and make sure their contributions are never forgotten. We encourage everyone to join the celebration and make a day of it in Virginia City.”

Virginia City’s Veterans Day parade is a long-standing tradition, showcasing the town's commitment to recognizing the courage and sacrifices made by veterans. The parade provides a meaningful opportunity for the community to gather, pay tribute and connect with one another in a shared expression of gratitude. Lake Tahoe
At Lake Tahoe, American Legion Post 795 of South Lake Tahoe invites community members to join the American Legion, American Legion Auxiliary, and Sons of the American Legion in honoring all veterans this Veterans Day. The Veterans Day ceremony will take place at 11 a.m. on Monday, Nov. 11, 2024, at the American Legion Hall, 2748 Lake Tahoe Boulevard, South Lake Tahoe. Reno and Sparks
In Reno, The City of Reno will hold its annual Veterans Day Parade. The parade will begin Monday at 11:11 a.m. between Sixth and Liberty Street. The theme for Veterans Day 2024 is “A Legacy of Loyalty and Service.” Service reflects the military value and tradition of answering the call to duty of all who served. The City of Reno encourages "participants to consider Veterans’ history of loyalty and service to our nation and the honor we owe them for fulfilling patriotic duties."

In Sparks, all are invited to the Nevada Veterans Memorial Plaza Monday between 10 a.m. and 1 p.m. to take a moment to honor our veterans and those who sacrificed for our daily freedoms.

Fallon
Veterans are invited to a free breakfast Monday, 8 a.m. to 12 p.m. at the Fallon Convention Center, 100 Campus Way, Fallon. Also Fallon Elks Lodge hosts a Veterans Day lunch, veterans eat free from 12 p.m. to 2 p.m. at 93 W. Center St.

Formerly Armistice Day, Nov. 11 commemorates the anniversary of the 1918 peace agreement that ended World War I. It’s historically significant that this day is observed on the eleventh hour of the eleventh month of the eleventh day to commemorate when the guns fell silent at 11 a.m. on Nov. 11, 1918.

Veterans Day is distinct from Memorial Day Veterans Day commemorates the service of all U.S. veterans, while Memorial Day specifically honors those who have died while in military service.

NDOT announces lane closures for drainage improvements on U.S. 95A in Yerington

Lane closures and travel delays will begin Wednesday, Nov. 13 on U.S. 95 Alternate in Yerington as the Nevada Department of Transportation makes roadway drainage improvements.

Beginning Nov. 13 through early December, intermittent single lane and shoulder closures will be in place from 6 a.m. – 5 p.m. Mondays through Thursdays on U.S. 95A between Burch Drive and the State Route 339 intersection. Traffic flaggers will alternate directions of traffic through the work zone as roadway drainage pipe is installed, with moderate travel delays.

The road work schedule is subject to change without notice.

Drivers are advised to avoid the area if possible.

A drainage drop inlet and new drainage pipe will be installed. The drainage improvements will help reduce roadway ponding during wet weather and preserve the roadway for the traveling public.

World renowned chef and Carson City community philanthropist Charlie Abowd dies

Charle Abowd, a world renowned, award-winning chef and restaurateur but even more than that a philanthropist and community fixture for decades, died Saturday evening, according to longtime friends.

Abowd was a pioneer in farm to table dining, along with his wife Karen who co-owned Cafe at Adele's, he was a champion and supporter of music and the arts. He was a man who dedicated himself to lifting up others.

The James Beard Award winner noted his life ambition was that he looked forward to a day where he could cook for those who needed him rather than those who wanted him to cook, recalled longtime friend Karel Ancona.

In the last weeks of his life, Charlie Abowd was thinking of families and individuals in the community who might not be able to afford a Thanksgiving dinner and launched a community food drive with KNVC 95.1 FM Carson City community radio to collect non-perishable food for distribution to our community's food insecure.

The drive is now through Nov. 26. Donations sought are instant and fresh potatoes, canned green beans, corn and fruit, dried onions, cream of mushroom soup, cranberry sauce, chicken broth, stuffing and gravy mix are needed.

Donations can be left anytime at KNVC, located at 990 N. Minnesota St., Carson City.

In 2012, Charlie and Karen founded The Greenhouse Project, a nonprofit with a mission of providing healthy produce for the residents in our community who are food insecure. Green Central, which is its main site, is located at Carson High School, and offers work-based learning for the students. TGP also includes Foothill Garden, which is a collaborative project with, and located at, Carson Tahoe Medical campus.

In 2023, "Recipes and Rambles That Made Adele's a Nevada Hot Spot: Forty Years of Cuisine and History as Told by Chef Charlie Abowd" was released. In it, Abowd shared stories about Nevada politics, history, and fabulous recipes combine for an entertaining, informative memoir. Proceeds from book sales go to The Greenhouse Project.

The family has requested privacy at this time.

Here is the Carson City area road report for the week of Nov. 11-17, 2024. Closures and lane restrictions are expected at the following locations due to road and utility work:

— 2nd Street between Carson Street and Curry Street will be closed to westbound traffic from April 8, 2024, to June 30, 2025, for construction.

— Curry Street between King Street and 2nd Street will be closed to traffic on Monday, from 5:00 am to 5:00 pm.

— Hudson Drive between Conte Drive and Gentry Lane will be closed to thru traffic from Monday – Thursday, 7:00 am to 5:30 pm.

Lane restrictions are expected at the following locations due to road/utility work:
— Lompa Lane between Nye Lane and Carmine Street will have flagger control for southbound traffic from Monday to Thursday, 7:00 am to 5:30 pm.

— North Ormsby Boulevard between Newman Place and Washington Street will have flagger control from November 8, 2024, to November 13, 2024, 7:00 am to 5:00 pm.

Carson City's Tazmanian Boxing Club boxers head to nationals

This club, established in 2013, offers a variety of training programs for all ages and has been a significant part of the local community. Tazmanian Boxing Club is dedicated to helping the community. Carson City emergency crews respond to crash and Highway 50 East and Fairview

Carson City Fire Department, sheriff's deputies and Nevada Highway Patrol were called Saturday evening to a crash involving three vehicles near the intersection of Highway 50 East and Fairview.

The crash was reported at around 5:45 p.m. Dispatch advised the crash is blocking traffic. First responders were checking for injuries.

Traffic is being diverted. Motorists can expect delays.

Carson City area weather: Monday to bring wind, valley rain and mountain snow

After a relatively mild weekend, another storm system is expected to arrive Monday that will bring gusty winds, mountain snow and some valley rain, according to the National Weather Service.

For Carson City, Carson Valley and Dayton areas, rain is likely Monday after 10 a.m. with snow levels around 7,000 feet in the afternoon and wind gusts as high as 45 mph. Forecasters say the chance of precipitation is around 60 percent.

By the evening, conditions will be mostly cloudy, then gradually becoming mostly clear, with a low around 26 and wind gusts as high as 25 mph. Chance of precipitation is 60 percent with little or no snow accumulation expected.

The storm is expected to clear out Tuesday, with mostly sunny skies with highs in the low to mid 50s.

For the Sierra and Lake Tahoe area, motorists should prepare for slow travels over the Sierra passes, particularly Monday evening into Tuesday morning, NWS forecasters said.

A Winter Weather Advisory has been issued for the Lake Tahoe area until 10 p.m., Monday with snow expected above 6,500 feet, bringing anywhere between 2 and 6 inches with higher amounts over peaks.

For the Lake Tahoe area, rain is likely Monday then turning to rain and snow. Light snow accumulations up to 2 inches are possible down to lake level along and west of Highway 89, according to the weather service.

Douglas Sheriff's Office hosts free Citizen's Law Enforcement Academy

Douglas County Sheriff’s Office in partnership with the Douglas County TRIAD will hold a citizen’s law enforcement academy this coming Tuesday through Friday, Nov. 12-15.

There is no cost to attend, but space is limited. The Citizen’s Law Enforcement Academy will be from 1 to 5 p.m. at the Judicial and Law Enforcement Center, 1038 Buckeye Road, Minden. This academy is open to Douglas County residents.

The goal of the Citizen's Law Enforcement Academy is to provide crime-fighting educational programs and information to citizens of Douglas County. Attendees will become more aware and comfortable with law enforcement services and law enforcement officers, and in return, will develop a better understanding of the needs of citizens within our county.

The academy will include training and instruction on a variety of law enforcement topics, including uniformed patrol procedures, jail/custody procedures, criminal investigations, crime scene processing, narcotic and gang investigations, criminal justice system, criminal prosecution, court procedure, dispatch operations, identity theft and fraud prevention, law enforcement volunteer programs, fire prevention, youth services and emergency medical information.

Lane closures begin Tuesday on U.S-95 at Walker Lake for speed feedback sign installations

Lane and shoulder closures will take place on U.S. 95 at Walker Lake beginning Tuesday, Nov. 12 as NDOT installs speed feedback signs.

Intermittent lane closures and speed reductions will take place on U.S. 95 at Walker Lake 6 a.m.-6 p.m. weekdays Nov. 12 through early December. Traffic flaggers will alternate directions of travel through the work zone, with moderate travel delays to be anticipated.

The road work schedule is subject to change without notice.

NDOT will install two radar speed feedback signs on both sides of the Walker Lake community; one in each direction of U.S. 95. One sign will be located just north of Colorado Drive, and the other will be located south of Walker Lake Boat Harbor.

Using radar, the signs display vehicle travel speeds back to the motorist, along with the posted speed limit. The speed feedback signs help raise motorist awareness to slow down if speeding.

Tragically, speeding and impairment are leading causes of Nevada traffic deaths. NDOT’s Speed Management Action Plan outlines further strategies to improve motorist compliance with speed limits and reduce speed-related crashes statewide. NDOT will closely evaluate additional traffic calming options when future roadway resurfacing takes place on U.S. 95 in the Walker Lake area.

'Plates for Powder' returns with personalized Lake Tahoe license plates and free skiing

On the heels of the recent dusting of snow, ‘Plates for Powder,’ the program that offers free skiing and riding opportunities to those who purchase a Lake Tahoe license plate, returns for the 2024-25 winter season.

Proceeds from plate sales and renewals support environmental improvement projects in the Lake Tahoe Basin and help protect Tahoe’s clear blue waters, mountain forests, world-class recreation, and public beaches.

“Revenue from Lake Tahoe license plates has long been an important funding source for our work to restore and enhance Tahoe’s natural and recreational resources,” said Jason Vasques, executive director of the California Tahoe Conservancy. “We are grateful to the contributing ski areas, and we hope the skiers and snowboarders who participate in ‘Plates for Powder’ have a great time on the mountain.”

Through the Plates for Powder program, California and Nevada drivers who buy a new Lake Tahoe license plate before April 1, 2025, receive a free lift ticket or trail pass valid at one of 11 Tahoe-area resorts, while supplies last. The ticket must be used during the 2024-25 winter season (some restrictions apply). Participating resorts include Boreal, Diamond Peak, Heavenly, Kirkwood, Mt. Rose Ski Tahoe, Northstar California, Palisades Tahoe, Sierra-at-Tahoe, Tahoe City Winter Sports Park, Tahoe Donner XC, and Tahoe XC.

The Tahoe Fund has organized the Plates for Powder program on behalf of the California Tahoe Conservancy and Nevada Division of State Lands for more than a decade. Over 96% of the funds generated by plate sales and renewals go directly back to projects aimed at protecting Lake Tahoe for future generations.

“For years, the Plates for Powder program has been an easy, effective way for California and Nevada residents to give back to Tahoe,” said Amy Berry, Tahoe Fund CEO. “With the ongoing support of our local ski areas, there’s added incentive to buy a Tahoe license plate this winter and enjoy a day of skiing or riding in the mountains.”

New Tahoe license plates cost $50 in California, with a $40 annual renewal fee, and $61 in Nevada with a $30 renewal fee. Personalized plates are also available for an additional fee. Find information on how to purchase a plate and redeem the free lift ticket at tahoeplates.com.

Supervisors approve funding, construction contract for new Pickleball courts at Mills Park

Supervisors approved allocating Community Development Block Grant (CDBG) funding to the Mills Park Pickleball Courts Project.

The board was required to make a final recommendation and approval of funding for the CDBG projects to the US Department of Housing and Urban Development.

In July, CDBG funding was approved, but recently, it was determined that an allocated amount of around $170,000 to the Carson City Community Development Department was not a viable use for the funds according to HUD.

For 2025, the city received just over $390,000 in total funding, and previously it was recommended for the Carson City Public Works Department, Night of the Streets, Nevada Rural Counties RSVP Program, Ron Wood Family Resource Center, St. Vincent de Paul Society and grant administration.

For the remainder of the unused funds, the city recommended they be used for the pickleball project.

Supervisors approved the funding unanimously.

Supervisors then approved an amendment to the CDBG grant administration.

Finally, they voted to award the contract to Spanish Springs Construction for a not to exceed amount of $1.07 million, including the newly allocated funding from the CDBG funding.

The project consists of replacing the two unusable tennis courts that exist at the park with six new post-tension concrete pickleball courts.

Lompa Ranch North Landscape Maintenance District approved

Supervisors approved the creation of the Lompa Ranch North Landscape Maintenance District for storm water facilities and drainage channels.

Carson City Parks, Recreation and Open Space Director Jennifer Budge said this does not include parks maintenance, which will be handled entirely by the HOA.

This district will handle the maintenance of landscaping and draining facilities in the planned Lompa Ranch North development.

The LMD will be entirely funded by the assessed properties within the LMD, and no financial contribution by the city is required.

One resident, William Noble, said he hadn’t heard about the plan before it came before the board, and asked whether or not developers will also be paying into the LMD based on the plots that are yet to be developed.

Mayor Lori Bagwell said when the development was approved by the board, the agreement was put in place with developers of the property for the LMD.

Bagwell further stated that when homeowners purchased their properties, the formation of the LMD was outlined in the legal documents with the responsibility being on the homeowners.

The LMD will become the responsibility of the homeowners on July 5, 2025.

Supervisor Maurice White said homeowners can look on the city assessors website to find out exactly how much they will owe for the LMD.

Supervisors approved the creation of the LMD unanimously.

Carson City Supervisors declared Nov. 10 - 16 Nevada Flood Awareness Week.

Supervisors approved amending a Bill Draft Request (BDR) regarding the Nevada Commission for the Reconstruction of the V&T Railway Act of 1993 on behalf of the city. Following the BDR submittal on Aug. 15, 2024, the city received feedback and determined that the original BDR concept as presented contained “obstacles to the bill’s passage that required revision and resubmission” to the legislature. The BDR asks the legislature to direct the Interim Committee on Growth and Infrastructure to conduct a comprehensive evaluation of the Nevada commission for the Reconstruction of the V&T Railway. It was approved unanimously.

On second reading, Supervisors approved Bill no. 106, an ordinance amending various provisions governing land use, zoning and related administrative and regulatory requirements, limitations and processes. You can read those changes here.

Similarly, Bill no. 107 was also approved, which deals with development standards You can read for land use and zoning districts also within Title 18. those changes here.

Lyon County Commissioners discuss RIB failure and other items during Thursday’s meeting

The Lyon County Board of County Commissioners (BOCC) convened on Thursday, November 7, 2024, to hear presentations and approve several significant agenda items.

Aspen Creek Rapid Infiltration Basins (RIBs)
Lyon County Manager Andrew Haskin addressed the background and actions taken to address the Aspen Creek Rapid Infiltration Basins (RIBs) effluent disposal challenges during his County Manager report. Mr. Haskin reported “…I want to assure the Board and the public that the life, health, and safety of the citizens of Lyon County is our top priority. I know from past experience working with this Board through the 2023 flooding that protecting life, health and safety is your priority as well and I want to thank the Board for your continued trust in me and the Lyon County team as we work through these issues. Any decisions that are made [regarding effluent disposal] are made with life, health, and safety in mind.”

The BOCC will discuss and possibly approve recommendations for processing planning applications, site improvement plans, and building permits in the Dayton sewer service area during a special meeting on Friday, November 15, 2024 at 9:00AM while Lyon County staff work to identify solutions for increased effluent disposal capacity. The agenda for the special meeting is posted on the Lyon County website.

Lyon County Sheriff’s Office Awards
Sheriff Brad Pope presented Deputy Joshua Lynch and Deputy Ian Foster with Meritorious Service Medals due to their actions during the pursuit of a reckless driver in Fernley on July 28, 2024. Further, three Fernley citizens were presented Life Saving Awards for their heroic work during a fire on September 23, 2024 on Woodchuck Drive and Deputy Trevor Bonds was presented a Life Saving Award for his swift actions to revive a six-month-old infant in Fernley.

Planning Items
Conditional Use Permits (CUPs): The Board approved a Conditional Use Permit (CUP) for Hunewill Construction for the expansion of an existing aggregate pit operation on land subject to RR-20 (Rural Residential – 20 Acre) zoning located near the intersection of Highway 338 and Desert Creek Road in Smith Valley with the condition that the expansion remains east of Desert Creek.

In addition, the Board approved 4-1 (Hendrix opposed) a request from Project One Nevada for a CUP for an aggregate extraction operation within the Sage Vista Specific Plan on land subject to RR-20 located north of US Highway 50 and east of Bryce Street in Mark Twain. Following numerous public comments from neighboring residences on potential impacts, the CUP was approved with amended conditions which include limited hours of operation, no commercial sales, moving the site of the operations area to north of the proposed extraction site, and limiting the approval to five (5) years. After five years, the applicant may request an extension from the BOCC.

Airport Ordinances: Commissioners approved an ordinance amending Lyon County Code Title 15, the Lyon County Land Use and Development Code to define and allow for Private Use Airfields and General Aviation Airports; and other matters properly related thereto. Further, the Board approved an ordinance amending Lyon County Code Title 15 to adopt airport influence areas and other matters properly related thereto.

Other Board Actions:

· Appointments: Appointed Shannon Lee Ceresola (Fernley), Loretta Sell (Silver Springs) and Wendy Loomis (Wellington) to the Lyon County Planning Commission with terms expiring December 31, 2028. The Board also appointed Taylor Allison and Jeff MacDonnell to the 911 Surcharge Committee with terms expiring December 31, 2026.
· BLM Solar Western Plan: County Manager Haskin presented Governor Lombardo’s Consistency Review letter regarding the Bureau of Land Management’s Final Programmatic Environmental Impact Statement and proposed Resource Management Plan for Utility-scale Solar Energy Development. Commissioners were pleased with the Governor’s letter as it addressed several of Lyon County’s concerns.
· Lease Agreement for Human Services Dayton Office: Accepted the amendment to the lease agreement with Dayton Healthcare Center, LLC for Lyon County Human Services’ Dayton office space, to extend the lease term from October 31, 2024 to October 31, 2026.
· American Rescue Plan Act (ARPA) Funding: Approved a reallocation of unspent ARPA funds to ensure all of the funds are obligated by the December 31, 2024 deadline.

Fire alarm interrupts Carson Middle School Veteran's Day Concert, no danger or fire, district says

The Carson Middle School annual Veteran's Day Concert was briefly interrupted by a fire alarm this morning, but there was no fire and all students and community members are safe, according to the district.

"Carson Middle School had a fire alarm sound today during the Veteran’s Day concert. All students, staff and visitors were evacuated safely. There was not a fire. The fire department responded and gave the all-clear to re-enter the building. The school resumed the school day."

Some community members were concerned after students, staff and community members were outside the building for some time while first responders made sure the buildings were clear, but all is well at the middle school.

UPDATED: Officer involved shooting leaves Douglas deputy injured, suspect dead

UPDATE 11:50 a.m.: On November 7, 2024, Douglas County Sheriff’s Office (DCSO) deputies responded to the 1200 block of Pit Road in the Gardnerville Ranchos for a report of domestic assault involving a firearm. The caller informed Douglas County Emergency Communications that her son, identified as John Brown, had allegedly assaulted her with a handgun and then fled on foot.

The caller further advised that Brown was attempting to steal a vehicle from an uninvolved individual on Pit Road. An additional individual appeared to be accompanying Brown. Brown was unsuccessful in taking the vehicle, and both he and the additional individual fled on foot toward Tillman Lane.

DCSO deputies continued searching the area for both suspects, utilizing drones and K-9s. At 1:52 a.m. on November 8, 2024, deputies located an individual, later confirmed to be Brown, sitting in a vehicle on Short Court. Upon approaching the vehicle, deputies observed an apparent handgun on Brown’s lap.

Deputies ordered Brown to exit the vehicle. At that point, it is reported that Brown pointed the gun at deputies, prompting them to open fire, and Brown was struck multiple times. One deputy sustained an injury to his hand and was transported to Renown Regional Medical Center for treatment.

Brown was pronounced dead shortly after the shooting. The additional individual with Brown was identified as a 16-year-old male juvenile, who was arrested on charges of robbery and booked into the Douglas County Juvenile Detention Center.

The shooting, attempted armed vehicle theft, and assault are being investigated by the Carson City Sheriff’s Office and the Nevada State Police. All deputies involved in the shooting have been placed on administrative leave pending a review by the Douglas County District Attorney’s Office.

Early Friday morning just before 2 a.m. an incident occurred in the Gardnerville Ranchos that left one suspect dead and a Douglas County deputy injured, according to information provided by Douglas County.

The information provided is as follows. We will update with new information as it becomes available. This is a developing story.

On November 8, 2024 at approximately 0150 hours, a Deputy sustained non-life threatening injuries during an officer involved shooting in the Gardnerville Ranchos area.

The suspect is deceased and there are no threats to the community at this time.

The OIS investigation is being conducted by Carson City Sheriff's Office and the State Police Investigations Division.
