The organization’s programs and activities are designed to promote social engagement, physical and mental well-being, and overall quality of life.</p> <p>RSVP is a nonprofit organization that helps provide seniors with life-saving services such as transportation, home companionship, Personal Emergency Response Systems, and much more.</p> Announcements Sat, 09 Nov 2024 15:30:51 +0000 Jeff Munson 132934 at https://www.carsonnow.org Supervisors approve funding, construction contract for new Pickleball courts at Mills Park https://www.carsonnow.org/story/11/08/2024/supervisors-approve-funding-construction-contract-new-pickleball-courts-mills-park <div class="fb-social-like-widget"><fb:like href="https://www.carsonnow.org/story/11/08/2024/supervisors-approve-funding-construction-contract-new-pickleball-courts-mills-park" send="false" layout="button_count" show_faces="false" width="350" action="like" font="arial" colorscheme="light"></fb:like></div><div class="field field-type-filefield field-field-images"> <div class="field-items"> <div class="field-item odd"> <a href="/story/11/08/2024/supervisors-approve-funding-construction-contract-new-pickleball-courts-mills-park" class="imagecache imagecache-galleryformatter_slide imagecache-linked imagecache-galleryformatter_slide_linked"><img src="https://www.carsonnow.org/sites/www.carsonnow.org/files/imagecache/galleryformatter_slide/133161-133051-screen_shot_2024-11-01_at_10.49.48_am.png" alt="" title="" width="500" height="303" /></a> </div> </div> </div> <div class="field field-type-text field-field-byline"> <div class="field-items"> <div class="field-item odd"> by Kelsey Penrose </div> </div> </div> <p>Supervisors approved allocating Community Development Block Grant (CDBG) funding to the Mills Park Pickleball Courts Project.</p> <p>The board was required to make a final recommendation and approval of funding for the CDBG projects to the US Department of Housing and Urban Development. </p> <p>In July, CDBG funding was approved, but recently, it was determined that an allocated amount of around $170,000 to the Carson City Community Development Department was not a viable use for the funds according to HUD. </p> <p>For 2025, the city received just over $390,000 in total funding, and previously it was recommended for the Carson City Public Works Department, Night of the Streets, Nevada Rural Counties RSVP Program, Ron Wood Family Resource Center, St. Vincent de Paul Society and grant administration.</p> <p>For the remainder of the unused funds, the city recommended they be used for the pickleball project.</p> <p>Supervisors approved the funding unanimously. </p> <p>Supervisors then approved an amendment to the CDBG grant administration. </p> <p>Finally, they voted to award the contract to Spanish Springs Construction for a not to exceed amount of $1.07 million, including the newly allocated funding from the CDBG funding. </p> <p>The project consists of replacing the two unusable tennis courts that exist at the park with six new post-tension concrete pickleball courts. </p> <p><strong>Lompa Ranch North Landscape Maintenance District approved </strong></p> <p>Supervisors approved the creation of the Lompa Ranch North Landscape Maintenance District for storm water facilities and drainage channels. </p> <p>Carson City Parks, Recreation and Open Space Director Jennifer Budge said this does not include parks maintenance, which will be handled entirely by the HOA. </p> <p>This district will handle the maintenance of landscaping and draining facilities in the planned Lompa Ranch North development. </p> <p>The LMD will be entirely funded by the assessed properties within the LMD, and no financial contribution by the city is required.</p> <p>One resident, William Noble, said he hadn’t heard about the plan before it came before the board, and asked whether or not developers will also be paying into the LMD based on the plots that are yet to be developed. </p> <p>Mayor Lori Bagwell said when the development was approved by the board, the agreement was put in place with developers of the property for the LMD. </p> <p>Bagwell further stated that when homeowners purchased their properties, the formation of the LMD was outlined in the legal documents with the responsibility being on the homeowners.</p> <p>The LMD will become the responsibility of the homeowners on July 5, 2025. </p> <p>Supervisor Maurice White said homeowners can look on the city assessors website to find out exactly how much they will owe for the LMD. </p> <p>Supervisors approved the creation of the LMD unanimously. </p> <p><strong>In other items:</strong><br /> Carson City Supervisors declared Nov. 10 - 16 Nevada Flood Awareness Week.<br /> .<br /> Supervisors approved amending a Bill Draft Request (BDR) regarding the Nevada Commission for the Reconstruction of the V&amp;T Railway Act of 1993 on behalf of the city. Following the BDR submittal on Aug. 15, 2024, the city received feedback and determined that the original BDR concept as presented contained “obstacles to the bill’s passage that required revision and resubmission” to the legislature. The BDR asks the legislature to direct the Interim Committee on Growth and Infrastructure to conduct a comprehensive evaluation of the Nevada commission for the Reconstruction of the V&amp;T Railway. It was approved unanimously.</p> <p>On second reading, Supervisors approved Bill no. 106, an ordinance amending various provisions governing land use, zoning and related administrative and regulatory requirements, limitations and processes. Mr. Haskin reported “…I want to assure the Board and the public that the life, health, and safety of the citizens of Lyon County is our top priority. I know from past experience working with this Board through the 2023 flooding that protecting life, health and safety is your priority as well and I want to thank the Board for your continued trust in me and the Lyon County team as we work through these issues. Any decisions that are made [regarding effluent disposal] are made with life, health, and safety in mind.”</p> <p>The BOCC will discuss and possibly approve recommendations for processing planning applications, site improvement plans, and building permits in the Dayton sewer service area during a special meeting on Friday, November 15, 2024 at 9:00AM while Lyon County staff work to identify solutions for increased effluent disposal capacity. The agenda for the special meeting is posted on the Lyon County website.</p> <p><strong>Lyon County Sheriff’s Office Awards</strong><br /> Sheriff Brad Pope presented Deputy Joshua Lynch and Deputy Ian Foster with Meritorious Service Medals due to their actions during the pursuit of a reckless driver in Fernley on July 28, 2024. Further, three Fernley citizens were presented Life Saving Awards for their heroic work during a fire on September 23, 2024 on Woodchuck Drive and Deputy Trevor Bonds was presented a Life Saving Award for his swift actions to revive a six-month-old infant in Fernley.</p> <p><strong>Planning Items</strong><br /> Conditional Use Permits (CUPs): The Board approved a Conditional Use Permit (CUP) for Hunewill Construction for the expansion of an existing aggregate pit operation on land subject to RR-20 (Rural Residential – 20 Acre) zoning located near the intersection of Highway 338 and Desert Creek Road in Smith Valley with the condition that the expansion remains east of Desert Creek.</p> <p>In addition, the Board approved 4-1 (Hendrix opposed) a request from Project One Nevada for a CUP for an aggregate extraction operation within the Sage Vista Specific Plan on land subject to RR-20 located north of US Highway 50 and east of Bryce Street in Mark Twain. Following numerous public comments from neighboring residences on potential impacts, the CUP was approved with amended conditions which include limited hours of operation, no commercial sales, moving the site of the operations area to north of the proposed extraction site, and limiting the approval to five (5) years. After five years, the applicant may request an extension from the BOCC.</p> <p>Airport Ordinances: Commissioners approved an ordinance amending Lyon County Code Title 15, the Lyon County Land Use and Development Code to define and allow for Private Use Airfields and General Aviation Airports; and other matters properly related thereto. Further, the Board approved an ordinance amending Lyon County Code Title 15 to adopt airport influence areas and other matters properly related thereto.</p> <p><strong>Other Board Actions:</strong></p> <p>· Appointments: Appointed Shannon Lee Ceresola (Fernley), Loretta Sell (Silver Springs) and Wendy Loomis (Wellington) to the Lyon County Planning Commission with terms expiring December 31, 2028. The Board also appointed Taylor Allison and Jeff MacDonnell to the 911 Surcharge Committee with terms expiring December 31, 2026.<br /> · BLM Solar Western Plan: County Manager Haskin presented Governor Lombardo’s Consistency Review letter regarding the Bureau of Land Management’s Final Programmatic Environmental Impact Statement and proposed Resource Management Plan for Utility-scale Solar Energy Development. All students, staff and visitors were evacuated safely. There was not a fire. The fire department responded and gave the all-clear to re-enter the building. They gave an award-winning performance then, followed by earning first place at the Damonte Invitational last weekend which gave them the coveted spot to perform before thousands while showing off their winning style at the historic 90th Chicago Thanksgiving Parade.</p> <p>Want to wish them well? They will march along Chicago’s famous State Street, performing crowd-pleasing numbers under the direction of Carson High School’s Band Director Nick Jacques.</p> <p>“It’s an incredible honor for our students to participate in one of the nation’s largest and most prestigious Thanksgiving parades,” Jacques said. “This opportunity reflects their hard work and passion for music, and we’re thrilled to represent our school and community on such a prominent stage.”</p> <p>Celebrating its 90th anniversary and a Chicago tradition since 1934, the parade attracts bands, floats, dance troupes and entertainers from across the country. This year, the parade will be aired live on Pluto TV, Paramount’s free streaming service, for families who wish to spectate from home.</p> <p>The Carson High Blue Thunder Marching Band has been preparing extensively, rehearsing their music and choreography to bring a high-energy, memorable performance to the parade. The ensemble will perform a selection of music chosen to capture the spirit of the Thanksgiving holiday and showcase their diverse musical talent.</p> <p>Before they focus on Chicago, the team will prepare for their final marching season performance at the Sierra Band Crusade (northern Nevada Championships) happening Saturday, Nov. 9, at Mackay Stadium at the University of Nevada, Reno. Following championships, students will also audition for Honors Band Tuesday, Nov. 12, before they really tune in on their Thanksgiving Day performance.</p> <p>Although the recent accolades and prestigious invitation to march in Chicago is a remarkable honor for the band, its students and the community, it comes with a unique challenge: raising funds to make the trip possible. To cover travel, lodging, and performance-related expenses, the band is aiming to raise $20,000. They have already raised more than $12,400 but are inviting individuals and corporations to help sponsor contributions to assist with student travel fees. The caller informed Douglas County Emergency Communications that her son, identified as John Brown, had allegedly assaulted her with a handgun and then fled on foot. </p> <p>The caller further advised that Brown was attempting to steal a vehicle from an uninvolved individual on Pit Road. An additional individual appeared to be accompanying Brown. Brown was unsuccessful in taking the vehicle, and both he and the additional individual fled on foot toward Tillman Lane.</p> <p>DCSO deputies continued searching the area for both suspects, utilizing drones and K-9s. At 1:52 a.m. on November 8, 2024, deputies located an individual, later confirmed to be Brown, sitting in a vehicle on Short Court. Upon approaching the vehicle, deputies observed an apparent handgun on Brown’s lap.</p> <p>Deputies ordered Brown to exit the vehicle. At that point, it is reported that Brown pointed the gun at deputies, prompting them to open fire, and Brown was struck multiple times. One deputy sustained an injury to his hand and was transported to Renown Regional Medical Center for treatment.</p> <p>Brown was pronounced dead shortly after the shooting. The additional individual with Brown was identified as a 16-year-old male juvenile, who was arrested on charges of robbery and booked into the Douglas County Juvenile Detention Center.</p> <p>The shooting, attempted armed vehicle theft, and assault are being investigated by the Carson City Sheriff’s Office and the Nevada State Police. All deputies involved in the shooting have been placed on administrative leave pending a review by the Douglas County District Attorney’s Office.</p> <p>***</p> <p>Early Friday morning just before 2 a.m. an incident occurred in the Gardnerville Ranchos that left one suspect dead and a Douglas County deputy injured, according to information provided by Douglas County.</p> <p>The information provided is as follows. In Juno’s words:</p> <p>“While I still think I should have been adopted before my sister, I’m actually kind of glad she left first. Since she’s been gone, I’ve had all the attention from Linda (Momcat) and everyone that comes in her office. It took me a little while to come out of hiding when we first arrived at Catmandu, but once I got my own space and felt comfortable, I think I’ve blossomed into an incredible little cat. </p> <p>I admit, I’m a little on the needy side when it comes to pets and affection. Perhaps I should say I am ‘kneady,’ because I love to lay on your chest and knead biscuits. Seriously though, I am a very loving kitty that needs lots of regular love and attention. I love to stretch out on the floor and roll around so that you will rub my belly.<br /> There’s not a mean bone in my body, except when it comes to other cats. I am not a fan of so-called feline friends. I tolerated my sister, but strongly prefer being your only animal and the center of your world. I don’t know how I would do with a cat-friendly dog. I might be okay, or I might be overwhelmed by fear and go into hiding. </p> <p>I’m just a year old, so I still like to play and investigate crinkly paper and other fun items. I’m a short-haired gray tabby girl with a svelte figure and beautiful greenish gold eyes. I like to chat with you, but not for too long like some cats I know. I’m healthy, spayed and up to date on my shots too. What more could you ask for?</p> <p>Did I mention, I don’t have to be on your lap every minute of the day? In fact, I will nap for a good part of the day and can amuse myself. But once the workday is over, I am ready for a little undivided “pet me” time. If I can say-so myself, I think I’m a very well-mannered young lady and will bring lots of love and happiness to the family that is lucky enough to take me home. </p> <p>Our back story is that Cleo and I were adopted as kittens from a shelter into a nice family. Unfortunately, one of the small humans in the household was extremely allergic to us. Then we lived temporarily with a lovely man, but he couldn’t keep us. That’s how we came to Catmandu. I have been here now for 6 weeks! Everyone says the same thing they told my sister Cleo, ‘adoptions have been super slow.’ Believe me, it’s very hard to wait for my forever family to find me. If you are my perfect humans, I hope you come and get me soon.
