Carson City School Board to discuss athletic drug policy, language teaching requirement reductions and more

The next Carson City School Board meeting will take place Tuesday, Nov. 12 beginning at 6 p.m. in the Bob Crowell Board Room of the Community Center locate at 851 E. William St.

On the agenda:
— The Carson High School 2024 Boys’ Cross Country 5A Northern Regional Champions will be honored by trustees and the superintendent.

— Superintendent AJ Feuling will present the 2024-25 Carson City School District Board-sponsored “American Citizen Essay Contest” winners. The deadline for the contest was Oct. 31. Winners will be presented with cash prizes.

— Trustees will hear an informational update on the Carson City Schools Foundation by Foundation President Jon Hager including mini grants, department and school wide grants, as well as student aide and scholarships.

— Trustees will hear proposed changes to CCSD Regulation 219: English Learner Program. It is recommended that the required training hours in best practices for fostering Academic Language Acquisition through Content (ALAC) for new Pre-K-12 certified staff be reduced from 45 hours to 20 hours, and extend the window for completing the requirement from 18 months of hire to 24 months.

Additionally, it is recommended that an exemption be provided for educators who hold a valid English Language Acquisition and Development (ELAD) endorsement on their teaching license issued by the Nevada Department of Education. Finally, it is recommended to remove the provision of a financial incentive for tuition reimbursement for educators who complete 12 credits toward their ELAD endorsement.

— On first reading, trustees will discuss proposed changes on CCSD Policy 510: Required Health Examinations and Sports Physical. Changes require students must submit to a physical annually. To read the full policy, click here and go to page 4, subsection 11.

— Trustees will discuss CCSD Policy 534: Interscholastic Activities Program that deals with the proactive monitoring of drug use among student athletes. The policy adds nicotine into prohibited substances in accordance with NIAA substance policy. To read the full policy, click here and go to page 5, subsection 12. Similarly in Regulation 534 relating to random urine drug testing, the appendix will also include the requirement that a student must provide a usable sample for testing within two hours.

— Trustees will hear an informational update on graduation rates for the district. They’ll look at the district’s rates over the past eight years, as well as the number of non-grads and transiency for the Class of 2024. NDE will release statewide graduation rates on Nov. 15.

— Superintendent Feuling will present an information update on the district’s strategic plan: Empower Carson City 2027. The update will include recent data and metrics, and the progress of the plan. The agenda states: “While there is progress to be made on test scores, staff vacancy and retention rates, student graduation rates, and student attendance all improved. We continue to work on building capacity and it is exciting that new systems to capture data for students participating in Work-Based Learning activities at all levels and students participating in any co-curricular and extra-curricular activities are near completion. Please note that we are making revisions to the parent engagement survey and planning to have data from that regarding our Goal 3 metric early next year.”

29th Annual Carson High Holiday Craft Fair

Happening Friday and Saturday, the annual Carson High Craft Fair returns for its 29th year. Visitors can expect: over 150 booths, food, rifle prizes, Santa and Grinch photos, and much more! Admission is cash only, $3 Friday night, $2 on Saturday or $1 with a canned food item to donate. Children and K-12 students are free.

Edwards Motor Car rides at the Nevada State Railroad Museum

Come down Saturdays and Sundays and take a ride on the historic Tucson, Cornelia & Gila Bend No. 401 Edwards Motor Car. Built in 1926 by the Edwards Motor Car Company, the 401 hauled passengers between Ajo and Gila Bend, Arizona, from 1926 until 1947. Rides occur approximately every 40 minutes from 10:00am until 2:00pm. Fares are $8 ages 12 and over; $4 ages 4-11 and museum members; and FREE ages 3 and under.

October median home price down 1.4 percent in Carson City, 5.2 percent in Lyon; up 7.6 percent in Douglas

Sierra Nevada Realtors released its October 2024 report Monday on existing home sales in Carson City along with Churchill, Douglas, Lyon, Storey and Washoe, excluding Incline Village, counties. The report includes the median sales price and number of home sales in the region. SNR obtains its information from the Northern Nevada Regional Multiple Listing Service.

October housing market highlights include:

Since September and compared to last year, the median sales price for a single-family home has decreased in Carson and Lyon County but increased in Douglas and Washoe County.

The sales of existing single-family homes have increased since September and last year in Carson, Churchill and Douglas County, but have decreased in Lyon County.

The median sales price for a single-family residence is $555,000 across all six regions combined, which is 2% higher than the previous year.

"In October, the housing market in Northern Nevada showed a range of trends," said Robert Bartshe, president of SNR. "While some counties saw declines in median home prices and existing home sales, others experienced increases. These fluctuations are influenced by broader national economic factors. As the market continues to evolve, it's important to stay informed and work with a knowledgeable local agent to successfully navigate these changes."

Carson City

In October 2024, Carson City had 68 sales of existing single-family homes, a 15.3% increase from the previous month and a 28.3% increase from last year.

The median sales price for an existing single-family residence was $527,500, a decrease of 1.4% from the previous month and a decrease of 9.1% from the previous year.

The active inventory in October 2024 was 147, a decrease of 7.5% from last month and a decrease of 6.4% from last year.

Churchill County

In October 2024, Churchill County had 28 sales of existing single-family homes, an increase of 115.4% from the previous month and an increase of 55.6% from last year.

The median sales price for an existing single-family residence was $378,950, a decrease of 2.7% from the previous month and up 5.3% from last year.

Douglas County

In October 2024, Douglas County had 73 sales of existing single-family homes, an increase of 23.7% from the previous month and an increase of 52.1% from last year.

The median sales price for an existing single-family residence was $775,000, an increase of 7.6% from the previous month and an increase of 16.5% from last year.

Lyon County (Includes stick-built, manufactured and single-family residences)

In October 2024, Lyon County had 86 sales of existing single-family homes and manufactured properties, a decrease of 25.2% from the previous month and a decrease of 1.1% from last year.

The median sales price for existing manufactured and single-family residences was $379,990, a decrease of 5.2% from last month and a decrease of 3.8% from the previous year.

Storey County

In October 2024, Storey County had three sales of an existing single-family home, with an increase of 50% from the previous month.

The median sales price for an existing single-family residence was $480,000, an increase of 33.3% from the previous month.

Washoe County (Excluding Incline Village)

In October 2024, Washoe County, excluding the area of Incline Village, saw 488 new listings and 423 closed sales.
The median sales price for an existing single-family residence in Washoe County was $589,000, an increase of 0.3% from the previous month and an increase of 2.4% from last year.

The active inventory in October 2024 was 1,014, a decrease of 6.5% from last month and an increase of 14.6% from last year.

More than 2,600 NV Energy customers without power in Carson City; de-activates 5,500 in fire area south of Reno

UPDATE: NV Energy has de-activated approximately 5,500 electricity customers in Washoe County in the area of the fire at Callahan Ranch.

NV Energy reports 2,636 customers without power Monday morning in Carson City. The outage was reported at 9:46 a.m. At this time there is not an estimated time of restoration. The cause is under investigation.

Washoe County sends out evacuation alert notice for Callahan Ranch Fire, residents must evacuate immediately

UPDATE 5PM: Fire crews will be mopping up the Callahan Fire overnight and into tomorrow. One primary residential structure was lost along with multiple outbuildings. The cause is under investigation at this time. Some fire evacuations remain in place at Callahan Rd and Fawn Lane as crews mop up hot spots. See Perimetermap.com here for evacuation updates.

UPDATE 2:20PM: Rain supporting firefighting efforts on the Callahan Fire, according to Truckee Meadows Fire in a social media post.

UPDATE 12:55PM: The fire is estimated at approximately 100 acres; approximately 3,000 people have been impacted by evacuations. Rain is falling on the fire scene. Additional Strike Teams totaling 10-15 engines have begun arriving to assist on the fire, according to Eastern Sierra Fire and Ice, which tracks fires in the region.

Just before 11 a.m. on Monday, the Washoe County Alert system sent out an evacuation notice to residents in the Callahan Ranch area stating they should evacuate immediately.

The evacuation point is at South Valleys Library located at 15650A Wedge Pkwy, Reno.

Winds are expected to continue to be gusty, exacerbating fire issues. Please stay alert and aware.

Dayton Elementary students were treated Friday to a helicopter fly-in by the Nevada National Guard as part of the school's Veterans Day program.

A team from Nevada National Guard landed a helicopter on the soccer field after the school's Veterans Day assembly. Dayton Elementary is the only school in Lyon County that is a Purple Star School.

In April, Dayton Elementary was honored along 13 other schools including Carson High in Carson City as a Nevada Purple Star School. Schools receiving the designation have committed to supporting the educational and social-emotional needs of military-connected children and their families.

Western Nevada College ROADS program facilitates pursuit of new professional career, better pay

Leave it to Western Nevada College’s ROADS program to help a student discover the “road” to a new professional career.

Through the Realizing Opportunities for the American Dream to Succeed (ROADS) program — presented by WNC and the Nevada Department of Employment, Training and Rehabilitation (DETR) — participants have the opportunity to focus solely on their training program at WNC by removing obstacles that may prevent them from starting or completing their education.

The program holistically supports students through their education in a variety of different ways (e.g., tuition and training related supplies support, mentorship, professional development opportunities, and potential employment opportunities), which empowers students to obtain academic and personal success while preparing them for in-demand employment in the local workforce.

For Anthony Wilson, the virtues of the ROADS program came to light on a visit to the JOIN office in Reno. He visited the office looking for a new trade — specifically a Commercial Driver’s License (CDL) — and left with the means of reaching that goal.

“The program paid for everything. I was ready to pay partially but was informed that the ROADS program would take care of everything,” Wilson said. “Secondly, (ROADS Workforce Development Liaison) Kara Spracklin left a line of communication open at all times which was very helpful.”

The program helps students prepare for careers in manufacturing, health care, information technology, building trades and more.

"Our ROADS and CDL programs have made a significant impact on people's lives in Northern Nevada since their inception,” said WNC President Dr. J. Kyle Dalpe. “These programs are very accommodating and lead to better opportunities for students because of our business partnerships in the communities that we serve."

Students have received gas cards to help with the rising costs of driving to and from WNC. Students have also received assistance with rent and car repairs, and referrals to community and college services for food donations.

“The ROADS program provides students with additional guidance and support throughout their educational experience at WNC,” Spracklin said. “By joining the ROADS program, students connect with a dedicated team committed to their success, not only during their training program, but also as they transition into the workforce. We are invested in helping our students reach their goals and are here to support them every step of the way, from start to finish.”

Wilson made the most of the program’s goodwill and completed WNC’s CDL prep program in Fallon. Now, he’s making more money than he previously did and feeling more in control of his future with his recent employment at JW Welding.

“I was hired immediately upon graduation and completion of my X Endorsement. My job is absolutely amazing!” he said. “I wanted to earn my CDL in order to learn a new trade as well as make a livable wage.”

Spracklin said that the success stories of students who complete the ROADS program are uplifting and motivational.

“It’s been truly inspiring to see the achievements of our students during and after the program, including Anthony,” she said. “Many of them have set goals, dedicated themselves to achieving them, and have experienced success both personally and professionally.”

Some of the job possibilities for CDL licensees are light truck delivery, heavy equipment transport, city bus driver, chauffeur/limousine driver, school bus driver, beverage delivery and patient transportation services. Drivers can make short-haul deliveries or transport goods across the country.

“If you want to make a better wage and make a difference in your community or for our nation, my advice is to obtain your CDL,” Wilson said. “Be your own boss and transport the goods that keep our country running.”

Carson City hosts Morgan Mill high-water mark unveiling Thursday

The Morgan Mill High-Water Mark unveiling will be held on Nov. 14, from 2 to 4 p.m. at the Morgan Mill River Access Area, 5597 Morgan Mill Road. This high-water mark project is an outreach tool designed to let people know their flood risk and to underscore how floodplains and open spaces work together to reduce their flood risk.

Open floodplain lands reduce flood damage by allowing water to slow down, spread out, and sink in. These lands also recharge groundwater and filter pollutants.

FEMA funded this project through its High-Water Mark Initiative to help improve the public’s awareness of flood risk and encourage communities to take long-term action to address it. With this FEMA funding, Carson City has been able to systematically plan the best approach to reduce flooding from rain, flash floods, and riverine floods. That information has been utilized in the City’s Capital Improvement Plan, which includes a drainage manual and an update on the floodplain ordinance.

“Floods happen everywhere — not only around oceans, lakes, and rivers. That’s what makes them the most common, widespread, and costliest of all weather-related natural disasters. The annual damage from floods exceeds hurricanes, earthquakes, and wildfires. Just six inches of water in a home will cost more than $25,000 to repair,” said Carlos Rendo, Nevada Division of Water Resources, Floodplain Management.

Approximately 11 miles along the banks of the Carson River are dedicated as open space to not only preserve the floodplain but also protect wildlife habitat for migratory birds, aquatic life, and mammals, as well as pollinators! Additionally, these lands provide passive recreation opportunities for residents and visitors, including 5 miles of continuous river trail system and 13 miles of Aquatic Trail that links Carson and Lyon County and allows for rafting and kayaking. Access to trails and recreation opportunities increases the quality of life for Carson City residents and lends to a happier, healthier community.
