At this time, Shytle’s whereabouts are unknown.</p> <p>Shytle is believed to be driving a white, 2001 Dodge Ram extended cab truck, bearing Nevada license plate 119Y67. </p> <p>The truck also has a lumber rack attached to the bed. Shytle should be considered armed and dangerous and the public is urged not to attempt contact with him. Al &amp; Vicki generously jumped on board to help with facilitating the organization of the event, which we are so thankful for! We hope to bring back the start of something great within our community. </p> <p>There will be no judging or prizes for cars, this is just a fun social gathering for car enthusiasts and appreciators to gather and talk shop, while also supporting a great cause. Upon arrival, deputies learned that the shooting took place at a residence in the 3900 block of Birch Street in Silver Springs.</p> <p>Deputies responded to the residence where they located a second adult male subject suffering from gunshot wounds. Both male subjects were transported via Careflight for further treatment and their condition is not known at this time.</p> <p>Based on initial information, it was believed the suspect had possible barricaded himself inside a structure on the Birch Street property. A perimeter was established and the Lyon County Sheriff’s Office SWAT Team was mobilized. William St. The July 2 hearing begins at 8:30 a.m.</p> <p>The Application Review Workgroup will also ask the applicants questions. Carson City citizens are invited to attend and provide input during public comment.</p> <p>Carson City is a CDBG Entitlement grantee and receives funding directly from the U.S. Department of Housing and Urban Development. The City has received $353,923 to allocate for FY 2025 grants, $58,987 of which may be awarded to public service projects.</p> <p>Eligible activities include public facility and public improvement projects, public service programs, planning studies, economic development business assistance and microenterprise activities. Eligible activities must meet at least one of the following three national objectives:</p> <p>— 1. Benefit 51% or more of low to moderate-income persons.<br /> — 2. Aid in the prevention or elimination of slum or blight.<br /> — 3. Address a recent, urgent community development need.</p> <p>Carson City has identified five additional objectives for CDBG eligibility. Persons under the age of twenty-one who are in possession of alcohol or under the influence of drugs or alcohol will be subject to arrest. Residents have to be twenty-one years or older to purchase and consume marijuana. It is still illegal to smoke marijuana in a public place and against the law to drive a vehicle under the influence. <p> <strong>Law Enforcement Presence</strong> Persons planning to be at Nevada Beach are reminded per Douglas County Code 9.28.010, “open container of alcoholic beverage is unlawful” at that location. Any such containers, including their contents, will be confiscated for destruction by law enforcement with the potential for citation or arrest. <p> Throughout the Stateline casino core area, Zephyr Cove and Nevada Beach, the Douglas County Sheriff’s Office and Nevada Highway Patrol will have increased patrol personnel on duty as well as in both the Carson Valley to handle calls for service and traffic enforcement, particularly targeting speeding and intoxicated drivers. <p> <strong>Boat Safety</strong> A personal flotation device (PFD) is required on all vessels operating on Lake Tahoe and Lake Topaz, including kayaks and paddle boards. Operating a boat under the influence is against the law. If you were born after 1983, you must possess a boater education card. On ski boats you must have the following items: PFD for all occupants of the boat, fire extinguisher, and a horn. All jet skiers must wear the engine cut off lanyard. <p> <strong>Cold Water Safety</strong> Lake Tahoe is very cold year-round. You have one minutes to control your breathing and ten (10) minutes to self-rescue. If you cannot do either of those, drowning is high risk. If you are wearing a PFD, you can float for one hour before hypothermia sets in. We suggest that everyone swimming from a boat wear a PFD while swimming due to such cold water found in Lake Tahoe. <p> <strong>Parking Restrictions</strong> Be aware and follow all parking regulations when visiting the highly popular locations for the holiday celebrations. Specifically, there is a new paid parking program for Zephyr Cove Beach. Effective June 15, 2024, there is no parking allowed on both sides of Highway 50, in each direction, from the new stop light installed by the Nevada Department of Transportation at Warrior Way. This year, as an even-numbered year, the re-ride began in St. Joseph Missouri on June 17 and will continue east into California.</p> <p>The Pony Express entered Nevada early Monday morning and made its way through Carson City on Wednesday. The riders will continue over the Sierra and will hand off the mochila (mail bag) to the California riders around 5 p.m. this evening in Stateline.</p> <p>Riders will continue into Old Town Sacramento, the final destination for the ride, on Thursday. </p> <p>Allyson McCrae is one of the Carson City riders. She has been matched with her horse, Blakey Stones Solid Gold for two years. When asked why she participates, she said it is a family affair. Her grandfather, a Hamm radio enthusiast and history buff, was a rider before her: "The best part is reliving history."</p> <p>In total, the ride lasts ten days every year in June (coinciding with the full moon), with riders continuing 24 hours a day in the relay until the mail is delivered in honor of the old Pony Express system that allowed communication through the old west. </p> <p>The re-ride has happened annually since 1978, the first year the entire route was ridden, connecting smaller local rides throughout the western states. </p> <p>“This involves around 700 horse and rider relay teams and too many supporters to count,” a spokesperson for the Re-Ride said. “One mochila containing about 1,000 letters is transferred from horse to horse. We have riders who present to grade schools, making history come alive before the students' eyes.”</p> <p>Riders (and their horses!) participate for a love of the ride as well as an interest in our local histories. </p> <p>“The horses are magnificent and love doing this event, the riders are both horse people and history buffs and the support people are happy to be along for the ride! There has been a lot of concern about the event after the 2023 party at the adjacent Zephyr Shoals that left behind 8,000 pounds of trash, and videos of a massive party scene with drinking, including underage drinking.</p> <p>Aramark, the operator of the resort, was given a new 20-year concessionaire permit in November, and a difference in the new permit was the operation of Zephyr Shoals, something not included in the past.</p> <p>The 4th of July beach party has been escalating the last few years with many sanitation and safety concerns to the beach area outside Aramark's control, much of that at the beach where the Beer Garden is not located.</p> <p>Assistant County Manager Scott Morgan introduced the Beer Garden permit request, recognizing the public's concern after 2023.</p> <p>Morgan said it will be different this year since the Aramark area of responsibility, and area of control is now under their guidance.</p> <p>There will be 58 security and sheriff's office personnel on scene, more management presence, dozens of portable restrooms on both Zephyr Cove and Zephyr Shoals beaches, a fence from the Skyland neighborhood to Warrior Way, guards at the entrances checking bags as alcohol from the outside is not allowed, and 46 extra trash receptacles.</p> <p>Douglas County Sheriff Dan Coverly said he had concerns with the original permit submitted, but Aramark met their requests and the Sheriff said they've been a good partner.</p> <p>"This is a good plan, the best we've seen," said Coverly, saying special events are always a concern to him.</p> <p>He will assign one deputy to the Skyland neighborhood to control nonresident parking in that area. Coverly also said the deputies assigned to just the beach will be paid for by Aramark.</p> <p>There will be a temporary impound lot nearby for any towed cars to be taken to. There will be no tolerance for illegal parking as there will be a $305 ticket given for the bad parking, plus a $300 tow fee, plus an impound fee. The car owner will also not be given the keys when the fines are paid if under the influence.</p> <p>"I'm confident this will work," said Morgan.</p> <p>Coverly said the event has the potential for many problems as there were several arrests last year, a found firearm on the beach, and what happens on the beach doesn't stay on the beach as they all drive or walk somewhere. He said he and his department have an obligation to ensure people are safe.</p> <p>Morgan said the changes being made this year are important.</p> <p>Members of the public have told the commissioners they had many concerns, and the commissioners said they had issues with the issuing of the permit at first until they heard about the safety fixes and other prerequisites required for the permit.</p> <p>"We take our role seriously," the Aramark representative told the commissioners. "If the partiers return to Zephyr Shoals, those officers will be there to greet them." No alcohol allowed, all bags will be searched, no glass allowed, and no fireworks.</p> <p>Commissioner Chair Wes Rice said people will be surprised when they park illegally and their car is taken away.
