Carson City Sheriff's arrest log: IHOP burglary suspect identified

A transient man arrested Thursday night in connection with a cash register and money stolen from the Carson City IHOP has been identified as one Robert Havens, who was booked on multiple felony charges, including burglary, grand larceny, and possession of methamphetamine.

At around 10 p.m. Thursday night, Havens allegedly took the cash register from IHOP and ran.

Deputies arrived on scene and reported seeing coins all over the floor. The cash register was missing and the monitor that was attached to the register was on the floor behind the counter.

A server at IHOP told deputies she was in the back of the restaurant when she heard the cook yelling at a person. The server ran to the front of the store and saw someone running out of the front doors. The server said they hadn’t heard the man speak or seen any weapons.

The cook said he saw a man taking the cash register. The cook yelled at the man to stop and he ran out the doors. He also confirmed the man did not appear to have any weapons or say anything.

A customer who was eating with a friend told deputies she was eating when she heard a loud banging. She said she looked up at the front door and saw a tall man in a dark hoodie at the register. The man ran out the door and coins started flying everywhere.

The friend described the man as a white male approximately 5’11”, average build, with a gray baseball hat, a navy blue zip up hoodie and pants.

Deputies gained access to the surveillance video of the restaurant and reported the following: a white male adult wearing a camo mesh hate, a black hoodie with a vest over it, brown pants and brown shoes enter the front doors at 9:43 p.m. The male looked around and pushed the cash register with his bare right hand. When the register moved he quickly moved behind the counter and grabbed the register, knocking the monitor off the counter. He ran toward the front door with the register in hand and ripped its cords from the wall. The male exited the front doors with the register exactly 30 seconds later.

The manager said there was approximately $300 to $400 in the cash register, and would be approximately $1,000 to replace.

While deputies were watching the video, a deputy assigned to the Tri-County Gang Unit advised he had located the vehicle. The vehicle was stopped at a local casino and the deputy had made contact with the owner of the vehicle who was identified as Robert Havens.

K-9 Deputy Blue was dispatched and conducted a sniff of the vehicle, giving his handler a positive alert. Deputies reported finding meth in the vehicle.

Deputies located $59 in ones and fives in the right rear pocket of his pants.

Havens was transported to the Carson City Jail. During a search of his person, another bundle of bills were located amounting to $238 in twenties, tens, fives, and ones in Havens’ underwear. Deputies recovered the money as evidence.

Havens reportedly said, “Why are you taking my money?” and deputies advised him that the money was evidence and they could prove it wasn’t his. He stopped talking.

Havens also had a lanyard with several small keys on it around his neck, which appeared to be used to open machines such as cash registers. These were also booked into evidence along with his clothing.

The cash register has yet to be located as of Friday morning.

Bail: $45,500.

In other arrests:

— Two Carson City men were arrested Thursday night at about 8:45 p.m. in the 10 block of Tiger Drive on misdemeanor marijuana smoking in public, a Carson City Sheriff's deputy reported.

One of the suspects, a 22 year-old, was also charged with providing marijuana to a person under 21. He further had an outstanding misdemeanor bench warrant issued by the East Fork Justice Court in Douglas County.

According to the arrest report, a traffic stop was made on a black Chevy Sedan parked in the back lot of a trailer park, which seemed suspicious.

While a Sheriff's deputy ran the plates, the vehicle's brake lights flashed. When deputies approached the vehicle, they saw occupants inside.

A deputy made contact with the occupants, the report said, and when the driver rolled down the window, the deputy reported a “big cloud of marijuana smoke” had exited the vehicle.

There was a total of five occupants in the vehicle, and all five were asked to exit. Deputies observed four Locos cans outside of the vehicle and more inside.

While speaking with the occupants, all five were requested to open their mouths. They did so, and each subject was noted to have green residue on their tongues consistent with marijuana use, the report said.

One subject, a 20 year-old male suspect, was observed to be "very evasive" with questions. He was placed in handcuffs for smoking marijuana in public.

As the suspect was being placed in the patrol vehicle, a deputy heard him utter how high he was, the report said.

Records checks on the occupants showed one confirmed active arrest warrant on the 22 year-old male suspect, and he was subsequently placed into custody for that.

In addition to the 22 and 20-year-olds inside of the vehicle, there was an 18-year-old woman, a 19-year-old man, and an 18-year-old man.

During an inventory of the suspect vehicle, a glass jar and plastic baggie, each containing marijuana, were located. There was also a glass bong recovered in the area where the 22 year-old had been seated in the vehicle, the report said.

The 22 year-old and 20 year-old male suspects were transported to the Carson City, where the latter spoke with deputies upon being Mirandized. He stated multiple times how high he was and that they had been smoking from about 8 p.m. that evening, the report said.

The 20 year-old suspect, displaying blood-shot eyes, further admitted to having drank a can of Locos. He consented to standard field sobriety testing (SFSTs), which showed signs of impairment, and a preliminary breath test (PBT) yielding breath-alcohol content (BAC) of 0.079 percent.

A total of two glass bongs, one marijuana pipe, and 26 grams of marijuana were booked into evidence, the report said.

Bail for the 22 year-old: $1,617. Bail for the 20 year-old: $737.

— A 30 year-old Carson City man was arrested Thursday afternoon at 3:11 p.m. in the 1600 block of N. Carson Street for felony methamphetamine possession and misdemeanor drug paraphernalia possession, a Carson City Sheriff's deputy reported.

Juan Arturo Garcia was taken into custody after Sheriff's deputies had responded to the area on a domestic dispute call.

According to the arrest report, methamphetamine and marijuana pipes as well as a plastic baggie containing trace amounts of meth were recoverd from the bathroom of the residence. A family member of the suspect had originally found them and handed the material over to deputies upon their arrival.

Garcia agreed to speak with deputies upon being Mirandized and stated he had used cocaine and meth while visiting friends very early in the morning. He refused to give up the names of the individuals he did drugs with.

He also denied that the meth in the baggie and the meth pipe were not his, the report said, claiming that multiple people had come in and out of the residence during the night.

The family member, however, told deputies that it was just him and the suspect in the residence. He reported to law enforcement that he had found the drugs and pipe on the bathroom floor next to the toilet.

The meth in the baggie was field tested and returned presumptive positive, the report said.

Garcia was handcuffed and placed in a patrol vehicle, where he became uncooperative, kicking the back doors, the report said. He continued head-butting and kicking the cage from the back seat while being transported to the Carson City Jail.

He was escorted from the patrol vehicle into detention, where he was booked.

Bail: $3,637.

— A 30 year-old Carson City man was arrested Thursday evening at 6:25 p.m. in the 1300 block of Como Street for misdemeanor first-offense domestic battery, a Carson City Sheriff's deputy reported.

According to the arrest report, Sheriff's deputies responded to a domestic battery call and arrived in the area to meet with the victim and suspect.

Deputies observed a small laceration on the victim's right eyebrow as well as a broken right tooth. Alcohol could be smelling coming from the victim's breath, the report said, and he did admit to drinking.

The victim reported that when his husband, the suspect, came home from work, an argument ensued over the victim's drinking.

The victim stated he repeatedly shouted "F--- you!" at his husband, who walked over to the couch and punched the former on the right side of his face. An injury could be clearly observed by law enforcement, the report said.

The suspect reported that the victim was drunk when he had returned home from work. He confirmed that the victim repeatedly shouted "F--- you!" at him.

Then the suspect said the victim got up from the couch and walked toward him in a threatening manner, the report said, so he punched him twice in the face.

During questioning, the couple began to argue. The victim was emphatic that he had been laying down on the couch when the suspect punched him. The latter did not refute the former at that time.

As such, the such was handcuffed and placed in custody for domestic battery. He was transported to the Carson City Jail for booking. Bail: $3,137.

— A 26 year-old homeless man was arrested Thursday afternoon at 2:17 p.m. in the 1800 block of Rolling Hills Drive on charges of felony methamphetamine possession, a Carson City Sheriff's deputy reported.

Jose Francisco Lazaro-Morales was placed in custody after Sheriff's deputies made contact with him reference to a suspicious subject call.

According to the arrest report, the suspect was originally reported to have made threats to another subject in the area and had been looking into the back yards of residents.

He was reported to have looked over the fence of one residence, and had been doing pull-ups on a tree in the front yard when law enforcement arrived.

Upon being contacted by deputies, Lazaro-Morales at first stated he had been looking for someone. Then he said he was looking for a friend.

Deputies observed Lazaro-Morales appeared paranoid when he heard the beep of an officer's body camera, the report said. He began rambling about domestic violence and seemed to be talking to someone who was not there.

Lazaro-Morales was observed to be sweating significantly in 38-degree outside temperatures. His muscles were noted to be rigid and flexed, the report said, consistent with drug use.

He at first claimed he had no belongings, but was observed to be in possession of a large backpack.

Earlier calls referencing stolen backpacks prompted deputies to question the suspect further about his belongings, the report said, and he agreed to allow law enforcement to search the backpack.

A K-9 officer performed an exterior sniff of the backpack and became positively alerted. A subsequent interior search located a plastic baggie containing a clear rock, powdery substance consistent with meth.

Lazaro-Morales was handcuffed at that point and transported to the Carson City Jail for booking. Bail: $2,500.

— A Carson City man was arrested Thursday morning at 7:39 a.m. in the 200 block of Hackamore Way on a felony Parole and Probation hold, a Carson City Sheriff's deputy reported.

Noah Poole was taken into custody after Sheriff's deputies made contact with him referencing a petit larceny investigation in which he was the suspect.

According to the arrest report, Poole exhibited slurred speech and displayed red, watery eyes during questioning. He also smelled of alcohol.

A records check through Carson City Dispatch showed Poole was active through Nevada Parole and Probation with a no alcohol clause, the report said.

He consented to a PBT, which yielded BAC of .247 percent. The suspect was handcuffed and transported to the Carson City Jail for booking on a no-bail hold.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

A 37-year-old man was arrested for suspicion of obstruction, trespassing and felony sex offender failing to register, according to a Carson City Sheriff's Office booking report.
