Carson City deputies make arrests for alleged indecent exposure, forgery and felony DUI

A 27-year-old man was arrested Saturday for suspicion of indecent exposure in an incident that allegedly happened in front of children and customers at an East William Street store, a Carson City sheriff's deputy said.

Kevin Scott Lankford was arrested at 5:17 p.m. in the 500 block of East William Street. According to the arrest report, deputies responded to the business for a report of lewd acts. Dispatch advised deputies the Carson City Fire Department had a subject detained and that he was being cooperative.

Arriving deputies were informed the subject being detained was allegedly exposing himself. The man was placed into handcuffs. He provided a preliminary breath test of .273. Through the investigation, deputies learned the man allegedly exposed himself in front of children and was allegedly masturbating in front of customers, the report states.

Deputies checked for wants and warrants. Dispatch advised the man was on Parole and Probation for incident exposure and is a registered sex offender. Parole and Probation ordered a hold placed on the man for violation due to the allegations in the incident and he was arrested for suspicion of indecent exposure and the parole and probation hold.

Officers on scene collected statements from victims and witnesses and loss prevention to collect video surveillance. At jail he was read his Miranda warning and said he did not want to talk. Without being asked he stated he is not a child molester and that his zipper was broken. A deputy checked the man's pants. The zipper appeared to be functioning, the arrest report states.

A check of the man's criminal history showed he had been charged with indecent exposure, public indecency and failure to register as a sex offender in May 2017, however it did not show a disposition on the charges, the report states. In March 2015 was charged with two counts of indecent, obscene exposure in Lyon County and was found guilty. Bail: $5,137 with a "no bail" parole and probation hold.

In other arrests:
— A 49-year-old Carson City woman, Charity Sabrina Hart, was arrested Saturday for suspicion of a third DUI, a felony, and misdemeanor failure to stop at a red light. According to the arrest report, a deputy responded to the area of Carson and William Street for a report of an intoxicated female. Witnesses were concerned the woman was intoxicated and were attempting to prevent her from driving.

A deputy was advised she left and was eastbound on William Street. A traffic stop was made and the driver appeared intoxicated. The deputy could smell alcohol on her breath. She was asked how much to drink, where the woman said "not enough," then asked for a ride home and then stated she was going to jail, the arrest report states.

The woman agreed to standardized field sobriety tests and showed signs of impairment. She provided a preliminary breath test with a result of .336 and was arrested for suspicion of DUI. The deputy checked the defendant's record which showed she had two prior DUI convictions in the last 7 years. Bail: $5,224.

— Two women, Teresa Kerr and Jacqueline Lopez-Castillo were arrested Saturday in the area of Carson and Park streets for suspicion of felony possession of a controlled substance and misdemeanor offenses. According to the arrest report, a Carson City Sheriff's Office Deputy assigned to the Special Enforcement Team was on patrol in the area of Carson and Bath streets and observed a driver failing to come to a complete stop at a stop sign at Carson Street.

The deputy made a traffic stop and spoke with the driver, Lopez, and the passenger. The woman showed signs of drug use, her speech was staggered and rapid and she had sores on her face consistent with meth use, the report states. A drug detection canine, Ivo, conducted an exterior free air sniff around the vehicle and alerted positive for drugs. Deputies did a search of the vehicle and located a meth pipe under the passenger seat, and two vials of methamphetamine in the trunk. The women were arrested.

During intake at jail, deputies located three baggies of methamphetamine located inside Kerr's bra. The aggregate gross weight of the baggies was approximately 1.5 grams. Kerr was arrested for suspicion of possession of a controlled substance, a felony and possession of drug paraphernalia, a misdemeanor. Bail: $3,637. Lopez-Castillo was arrested for possession of a controlled substance, possession of drug paraphernalia and a stop sign violation. Bail: $3,724.

— A Minden woman was arrested Saturday, 4:04 p.m. for misdemeanor suspicion of DUI, following too closely and not having a driver's license in possession. According to the arrest report, deputies responded to a non-injury vehicle accident. A deputy investigating could smell an odor of alcohol on the driver at fault. She consented to field sobriety tests and showed signs of impairment. She provided a preliminary breath test of .274 and was arrested Bail: $1,341.

— A 46-year-old Carson City man, David Lopez, was arrested Sunday, 9:10 a.m. for a felony warrant alleging forgery, issued out of Carson City Municipal Court.

According to the arrest report, the man allegedly received a check for $90 doing work and had written a "1" in front of the $90" making the check $190. A copy from the victim's check from their checkbook showed the check was for $90. The man told a deputy he was paid $190 and denied writing a "1." He was arrested for suspicion of forgery. He then admitted to signing and cashing the altered check even though he knew it was wrong, according to the arrest report. Bail: $5,000.

— A 27-year-old Carson City man was arrested Sunday, in the 3800 block of South Carson Street for a misdemeanor contempt of court warrant and misdemeanor obstructing an officer. According to the arrest report, the man gave an officer name that wasn't his during a traffic stop. Bail: $412.

— A 24-year-old Fernley man was arrested Monday, 4:54 p.m. in the area of Imperial Way and College Parkway for misdemeanor suspicion of DUI, hit and run, three counts failure to abide traffic control devices and a turn violation.

According to the arrest report, deputies were dispatched to a hit and run in the area. The victim followed the suspect vehicle and gave dispatch an update on where they were at. A deputy located the suspect vehicle and initiated a traffic stop. The man appeared disheveled and had no shoes, and was asked if he had been drinking or smoking marijuana. The man replied he had not. He refused to do standardized field sobriety tests and a preliminary breath test. The arresting deputy could smell a strong odor of alcohol on his person, the report states.

The driver of the victim vehicle positively identified the man as the one who hit her vehicle and fled.

In the vehicle, deputies found an empty bottle of vodka and marijuana "shake" in the console and a cup in a cup holder that smelled of alcohol. He was arrested for suspicion of DUI. A search warrant was granted by a judge for a blood draw. Bail: $2,742.

— An 18-year-old Carson City woman was arrested Monday in the 1500 block of North Stewart Street for a suspicion of misdemeanor criminal contempt and minor consuming alcohol.

According to the arrest report, a deputy responded to a report of a battery between two sisters. The 18-year-old was on probation with the department of alternative sentencing with a "no alcohol" clause. DAS advised she be arrested for a violation after she provided a preliminary breath test of .197. Bail: $742.

— A 31-year-old Carson City man was arrested Monday in the 3500 block of Imperial Way for a misdemeanor contempt of court warrant issued Oct. 29, 2019 out of Carson City Justice Court. Bail: $250.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.

A 37-year-old man was arrested for suspicion of obstruction, trespassing and felony sex offender failing to register, according to a Carson City Sheriff's Office booking report.
