Carson City booking report details arrests at Saturday BLM demonstration
Two Carson City women and a South Lake Tahoe man were arrested and booked Saturday for misdemeanor suspicion of obstructing and being a pedestrian in the roadway during a Black Lives Matter demonstration near the capitol building.
According to the arrest report, deputies were working special detail regarding the protestors in the area of the State Legislature. At the time of the incident, around 6:47 p.m., there were approximately 50 protestors in the area.
Several motor patrol deputies were riding up and down Carson Street to make sure the protestors were not causing a traffic hazard. As a deputy was traveling northbound on North Carson Street, he noticed several of the protestors standing off the curb in the street. The deputy approached them and asked them to get back onto the roadway for their safety, the booking report states.
A number of the protestors did not listen to the request and began yelling at the officer, according to the report. The officer then stopped his motorcycle and walked up to the protestors, which caused them to yell louder. The deputy again asked them to please get back onto the curb for their safety or he would have to issue citations, the report states.
One of the female Carson City demonstrators, age 23, became confrontational with the deputy as he explained that it is a crime to stand in the roadway. Several other deputies began to arrive on scene to assist. The woman and the others eventually got back onto the curb without incident. The deputy and others on the scene went on their way allowing the protestors to continue, the report states.
A few minutes later, a Carson City Sheriff's Office lieutenant requested motorcycle deputies to return to the area. Deputies then observed a group of around 50 protestors who were walking northbound on North Carson Street. The deputy recognized the woman he had previously spoken with as the one leading the group of protestors. The officer pulled up next to the protestors and told them over the loud speaker to again please get on the sidewalk. They did not. The deputy then went to the front of the group, exited his motorcycle and made contact with the woman again, who began to argue with the deputy, the report states.
The officer notes "the incident was very chaotic due to all the yelling. None of the protestors were listening to my orders," the report states, adding that the woman reminded the officer to turn on his body camera.
The deputy then got a ticket-writing device and began to issue the woman a citation. The officer asked if she had her identification card and she said she did not. The officer asked for the woman's name and she gave it, though the officer noted it was difficult to hear due to the loud noise and chaotic yelling.
The officer asked the woman for her address and date of birth, which made her angry. She began yelling at the officer and acting aggressive toward him, getting closer to him and yelling. The officer continued to reason with the woman and pointed out the situation that she was creating, which caused her to become even more upset, the report states. She was arrested for suspicion of pedestrian in the roadway and obstructing an officer. Bail: $524.
In the second arrest, a Carson City sheriff's deputy approached the group and asked the 29-year-old male from South Lake Tahoe to return to the sidewalk. The man refused stating he was executing his first amendment right. The officer told the subject that he was on the highway and needed to be on the sidewalk, the report states.
The man refused to comply. The officer told the man he needed his identification to issue him a citation. The man did not acknowledge and continued stating he was executing his first amendment right. The officer made multiple attempts to get the man to identify himself and give his ID. The man refused and was arrested for suspicion of being a pedestrian in a roadway, obstructing and failure to identify. Bail: $650.
In the third arrest of a 28-year-old Carson City woman, deputies explained to the woman, who was part of the larger group of protestors in the roadway, to return to the sidewalk. The officer explained that it was for their protection so they did not get struck by a vehicle. A few of the protestors complied, however several didn't including the 28-year-old woman. The officer tried to reason with the woman but she refused to listen, the report states.
She was advised that if did not comply with the order, the officer was going to issue a citation. She stated the officer would have to give her a citation. As the deputy was issuing the citation, the woman began walking toward her sister. The officer asked the woman to stop. The woman continued to walk away and the officer ordered her again to stop. She refused to listen to instructions and was taken into custody for suspicion of pedestrian in the roadway and obstructing. Bail: $524.
