— A 67-year-old Carson City man, Charles Franklin Soloman Jr., was arrested Sunday for suspicion of felony indecent exposure in the presence of a minor, according to a Carson City Sheriff's Office booking report.

Deputies responded to the 600 block of Hot Springs Road for an indecent exposure report. Deputies spoke with the reporting party who advised her 14, 12, 10 and 8-year-old children came back from playing with other kids in the complex and that her children told her there was an old man in the complex who was "flashing" his penis at them from inside his bedroom.

The children stated the man had a t-shirt and no pants on. The children told the parent the man was opening and closing his window blinds as a way to expose his genitals to multiple children in the complex, the report states.

A deputy walked over to the apartment and could see a bedroom window open with a light on in the hallway, which provided a back light to the person inside. The man's actions appeared as though he was masturbating, the report states. The officer was unable to see the suspect's genitals due to the lighting.

As the officer moved closer they could see the man had stopped and then walked up to the window. The deputy illuminated the window with his light and saw the male wearing a t-shirt moving down at the window to hide his lower extremities, the report states.

The officer asked the man if he was wearing pants. The man replied yes. The officer advised the man to come to the front door so they could talk. The man then opened his apartment door wearing a bath robe. The man identified himself with a Nevada driver's license. He stated he was not aware of why he was being asked to talk. The deputy informed him of concerns people stated that happened in the complex.

The man at first said he was watching the children with his flashlight from his window as he thought they were "up to something" and then later changed his story, telling the deputy he was making sure the children were cleaning up the chalk drawings they made on the concrete, the report states. The man first said he was wearing pants the entire time he was at the window. Then he said he was wearing women's underwear and that he had the same underwear on while he was visible to the children in his bedroom window, the report states.

Other witnesses of the man's behavior spoke with deputies, including the parent of a 5-year-old who told the parent that the man had showed her his penis and invited her inside the apartment to "play." The parent said the child saw the man a short time later with his window blinds open standing in front of the window, wearing only a t-shirt, and then completely exposed his penis to her when he turned his hips from side to side.
