Carson City arrests: 4-year-old found wandering with stroller results in child neglect arrest
A 39-year-old man was arrested Wednesday for suspicion of felony child neglect/endangerment after his 4-year-old daughter was found wandering alone with a stroller for more than an hour, according to a Carson City Sheriff's Office booking report.
Osvaldo Miranda-Linarte was taken into custody at 4:21 p.m. According to the arrest report, at 3:54 p.m. a Carson City Sheriff's Office deputy was dispatched to the area of Canvasback Drive in regards to a child in need of supervision. The deputy arrived and spoke with the reporting party (RP) who said she had located a 4-year-old girl wandering on Canvasback Drive near Bob White Drive.
The juvenile was alone, pushing a stroller and appeared afraid. The reporting party said she did not see any parents nearby and had not seen the juvenile in the area before. The RP said she remained with the girl hoping a parent would come looking for her, but after an hour of waiting, she called the sheriff's office.
An additional deputy responded and began to canvass the area. The child's father was located on Canvasback Drive. He identified himself and claimed to be sleeping but later changed his story and said he thought the juvenile was sleeping and he had been cooking for approximately an hour, the arrest report states.
While interacting with the father, deputies observed the man was disheveled and had a strong odor of alcoholic beverage coming from his person. The man showed deputies the area where he was cooking, which appeared he was only cooking from a can of soup, not consistent with cooking for one hour, the report states.
The man voluntarily and freely submitted to a preliminary breath test with a result of .191. He was arrested for suspicion of child neglect/endangerment.
Additionally, responding deputies stayed with the man's daughter until the Division of Child and Family Services arrived to arrange a safety plan for the girl. Bail: $2,500.
In other arrests:
— A 50-year-old Silver Springs man was arrested Wednesday for suspicion of misdemeanor trespassing. According to the booking report, a deputy was sent to Carson Tahoe Hospital for an intoxicated man being verbally uncooperative with his ex-girlfriend who brought him to the hospital, and with ER staff.
ER staff stated the man was threatening to fight and was refusing further medical treatment. A deputy spoke with a security supervisor who wanted the man to leave as he was being verbally disruptive in the emergency room with staff and other patients in their care, the report states.
The man was escorted to the exit of the ER, and kept walking away and then walked back and would not leave the area. He then walked up to two deputies with his fists closed and in a bladed stance as if he was getting ready to fight. He then yelled to take him to jail, the report states.
Due to the man not leaving the property after several attempts to get him to leave or attempt to find friends and family to get him to leave, he was arrested for trespassing, per hospital staff request. Bail: $242.
— A 24-year-old Carson City man was arrested Wednesday for a misdemeanor contempt of court warrant issued August 17, 2022 out of Carson City justice Court. Bail: $1,000 cash.
