Carson City Supervisors to discuss leasing water rights to tribe for use in the lumber mill behind Topsy Lane

The next Carson City Board of Supervisors meeting will be held Thursday, Sept. 5 beginning at 8:30 a.m. in the Bob Crowell Board Room of the Community Center located at 851 E. William St.

— Supervisors will discuss leasing up to 218 acre-feet each year from Clear Creek to the Washoe Development Corporation for use in the lumber mil behind Topsy Lane.

According to the agenda, the lease would be for a term of five years, with an option to extend another five years.

The lease would bring in $35,518 annually.

The city owns 265.50 acre-feet annually of surface water rights from Clear Creek total, but does not need the entirety of the rights according to the agenda.

As WDC is a federally chartered organization owned by the tribe, a public agency, the city does not need to advertise for public bids. Instead, public agencies may lease real property between themselves for a term not to exceed 99 years.

— Supervisors will discuss the purchase of water from the Marlette Lake Water System during the 2025 fiscal year for a total not-to-exceed amount of $1.15 million.

While the city and state’s negotiations for a long-term agreement are ongoing, the agenda said, they propose to continue operating in 2025 under terms “nearly identical” to interim water agreements for past years.

— A design contract will be discussed with Stantec Consulting Services, Inc. to provide design services for the Water Resource Recovery Facility (WRRF) Master Plan Update for $448,320 through Dec. 31, 2026.

If approved, Stantec will create a design including technical evaluations and condition assessments, developing a list of future improvements, prioritizing and recommending allocation for capital improvement plan expenditures, and more.

— The Centennial Park Sports Complex Tennis Court Renovation Project will be discussed and whether or not to award the project to Spanish Springs Construction, Inc. The project, which was bid at $1.647 million, includes the demolition of existing courts, milling of asphalt, new sub grade, eight post-tension tennis courts, ADA access ramps to the existing upper courts, draining improvements, surfacing, stirring, nets and posts.

— Synthetic turf at JohnD Winters Centennial Park Complex will be discussed at the upper softball fields for an amount of $238,405.

Additional design items included will be landscaping improvements between the fields and a natural windbreak landscape.

— Supervisors will discuss accepting a grant from the Nevada Department of Sentencing for a local reinvestment grant in the amount of $108,818 to be used by the Mental Health Court contracting housing with Spirit of Hope. This includes a $26,831 city match, and will be used towards the Spirit of Hope contract, as well as Mary Bryans contract.

— Supervisors will discuss potential permanent and temporary utility easements and acquiring property rights as part of the Complete Streets Project and the East William Street Utility Undergrounding Project.

Previously, $125,000 was approved for the project on Feb. 15, 2024 and will not include additional costs to the city.

The project includes pavement reconstruction, utility replacement, safety enhancements, undergrounding of utilities and multi-modal transportation infrastructure.

— The city is requesting formalizing an interlocal contract between the state’s health and human services department and the city’s department of health and human services for the Chemical Emergency Response Package program, which provides rapid medication response to chemical incidents. The contract has no fiscal impact to the city, but CCHHS has partnered with the state for the program since 2006, and both wish to formalize the interlocal contract agreement.

Board of Health

CCHHS Director Nicki Aaker will provide a report on program highlights and requests to the Board of Health, statistics and reports from each CCHHS division, important news, and more.

— The Carson City Health Office Dr. Colleen Lyons will also provide a report to the board.

— A discussion and presentation on an initiative by Carson Tahoe Health to serve youth with behavioral health issues, known as the Healing Our Kids Crusade, will be discussed.

— The third Community Health Improvement Plan will be presented on to the board.

UPDATE 9:55AM: Firefighters continue to work in the Davis Fire area, having gained 76 percent containment since the wildfire started a week ago Sept. 7. The fire has burned 5,824 acres.

This week's pet of the week is Grammy. Grammy is a 9-year-old Pit Bull Terrier Mix and the sweetest of the golden girls. Grammy came to us as a stray, so we are still learning her true colors.

The morning briefing is out as of 9 a.m. Thursday, during which officials said crews on scene kept containment on all sides of the fire. Those evacuated from Washoe Valley have been allowed to return.

Outlook on the Davis Fire is positive but is dependent entirely on the weather, according to fire officials during a Wednesday press conference that included officials from Washoe County, Truckee Meadows Fire, NV Energy and more.

As of 5 p.m. Wednesday, however, all active fires are currently within containment lines, which so far, have all been holding.
