Man tells Carson City deputy he won't go to jail on warrants, low speed chase ensues

A 41-year-old Carson City man was arrested Monday for suspicion of felony evading, eluding arrest and other alleged offenses after a low-speed vehicle pursuit, a sheriff's arrest report states.

Jared Michael Hoffman was taken into custody at 6:17 p.m. in the area of South Curry and West 10th Street. He faces charges of attempted evading and eluding, two misdemeanor warrants, driving without proof of insurance, driving with a suspended license, and driving with suspended registration.

According to the arrest report, deputies were patrolling the area and did a registration check on a green Land Rover SUV. The license returned suspended. The deputy activated his overhead emergency lights and conducted a traffic stop.

Upon interacting with the driver of the vehicle, Hoffman identified himself using a Nevada driver's license. The officer asked him for the vehicle registration and proof of insurance for the vehicle. A records check returned that the man had two misdemeanor warrants for failing to appear for traffic citations. The warrants were issued by Carson City Justice and Municipal Court of Carson City. The officer also learned the man's license was suspended for failure to appear.

The warrants were confirmed. With the information provided and the man having a history of failure to appear, the officer called for a second patrol unit, the report states. Additional deputies arrived and were advised of the situation and advised the man has a medical condition and that he moves slowly due to the medical condition.

The arresting deputy approached the driver side of the vehicle and while speaking with the man, the deputy advised he had two warrants for his arrest. The officer asked the man to turn off the vehicle and step out. The deputy then observed the man shift the transmission into drive with his right hand on the center console shifter. The officer ordered the man to place the vehicle in the park position and turn off the ignition, the report states.

Hoffman looked at the officer and said "I'm not going to jail," and pushed the accelerator and the vehicle took off eastbound on Colorado Street.

The deputy called out on his hand held radio that the vehicle was fleeing the traffic stop. The deputy provided the direction of travel and observed the Land Rover was not moving very fast as it approached the intersection of Colorado and South Roop Street, the report states.

The vehicle turned north on Roop Street where the deputy followed the man with his emergency lights and siren activated. The Land Rover turned west on Fairview and continued at a speed of 25 mph, the report states.

The Land Rover turned north on South Carson Street and stayed at 25 mph and the driver used the turn signals each and every turn or lane change, the arrest report states.

The vehicle stopped for the red light at the intersection of South Carson and south Stewart Street and when the light turned green, the driver then continued northbound, the report states.

At the intersection of South Carson and 8th the vehicle turned west. After stopping at the stop sign at South Curry and West 8th, the vehicle turned southbound.

As the vehicle approached South Curry and 10th the vehicle stopped at the stop sign. The officer pulled his patrol vehicle around the passenger side of the Land Rover and then pulled in front of it, angling the patrol vehicle and leaving enough room for escape. The officer exited his patrol vehicle and moved away from the front of the Land Rover.

The deputy moved toward the rear of the Land Rover with other deputies where a high risk traffic stop was conducted. The man followed all instructions and complied and exited the vehicle. He was arrested and taken to jail. Bail: $6,365.

In other arrests:
— A 28-year-old Reno woman, Salud Mariela Garcia, was arrested Tuesday, 2:37 a.m. in the 3500 block of Highway 50 East for a felony warrant out of Reno Township Justice Court and misdemeanor possession of drug paraphernalia.

According to the arrest report a deputy was patrolling the parking lot area of a storage facility and saw a blue Geo Metro with Washington license plates parked in the parking lot. There was a red blanket draped over the front windshield. The passenger window was slightly down but the officer could not see anyone in the vehicle.

The officer made contact with the vehicle and saw it occupied by a male, and female. They said they had just moved to Carson City for work and did not have a place to live and so they were sleeping in their car. The officer informed them it was against the law to camp within the city limits of Carson City. Both stated they did not know.

The deputy ran the name of the pair and a warrant came up for Garcia, issued out of Reno Township Justice Court. After receiving a consent to search a deputy located a black purse with three glass pipes, commonly used to consume narcotics. The woman admitted to owning the pipes. Bail for the warrant, $40,000. Bail for the drug paraphernalia: $1,137.

— A 66-year-old male transient was arrested Tuesday, 12:51 a.m. in the 3400 block of South Carson Street for two outstanding misdemeanor warrants, one from East Fork Township, and the other from Carson City Justice Court. Bail for both warrants: $3,500.

— A 39-year-old Carson City man was arrested Monday, 4:29 p.m. in the 1900 block of North Carson Street for two misdemeanor warrants: violation of suspended sentence, issued July 2, 2019 and failure to appear, issued April 29, 2019. Both warrants were out of Carson City Justice Court. Bail: $2,075 cash.

— A 25-year-old transient was arrested Monday, 7:40 a.m. for misdemeanor petit larceny. According to at the arrest report, the victim of a petit larceny stated his Ring Doorbell camera was stolen on July 15 between the hours of 2:50 and 3:05 a.m. Another deputy provided a photograph from the Ring Doorbell camera where the arresting deputy recognized the male in the photo from a residential burglary last week in the same area.

The deputy responded to Carson City Jail where the suspect was being held for the residential burglary charge. He was read his Miranda warning and agreed to speak. He was told of the reason the officer was there to speak to him.

When the officer showed the man the photo from the Ring Doorbell camera, the man admitted to being the male in the photo. The victim was informed the suspect had been identified. The victim stated he wished to pursue charges. He completed a citizens arrest form and the suspect was booked on the charge. Bail: $342.

UPDATE: Due to increased fire weather conditions, NV Energy has upgraded a Public Safety Outage Management (PSOM) Watch to Warning status in Genoa, southwestern Carson City and Virginia City Highlands in northern Nevada for today, Nov. 13 and into tomorrow morning.
A PSOM warning means a de-energization is likely to prevent the possibility of sparking a wildfire.
