Carson City sheriff’s arrest log: Man running from officers attempts carjacking

A 38-year-old man was arrested Tuesday night after allegedly fleeing from a deputy during a traffic stop, jumping out of the moving vehicle with his pregnant girlfriend still inside, and then attempting to carjack a vehicle occupied by a juvenile from a South Carson Street parking lot, a Carson City sheriff’s deputy said.

Efrain Jimenez of Carson City was booked into jail on four felony charges: battery with intent to commit robbery, attempted grand auto larceny, eluding with endangerment and possession of a controlled substance. He also faces misdemeanor charges of obstructing an officer, driving with fictitious license plates and being an ex-felon failing to register. His bail has been set at $62,500.

The 33-year-old woman with him at the time of the traffic stop, who fled the scene but was found a few block away, Laura Kate Borst of Carson City, was jailed on suspicion of possession of methamphetamine.

According to the arrest report, at 11:12 p.m. a deputy ran the license plates on a Lincoln model car that was traveling south on Nevada Street from Robinson. The plates were suspended and didn’t match the vehicle. The officer activated his lights and the vehicle stopped at Nevada and Musser streets.

The driver, Jimenez, told the officer he knew the plates were fictitious but his other vehicle, a Plymouth, was also suspended. The officer recognized Borst from previous entanglements with the law and asked her if she was staying clean. She said she was because she was seven months pregnant with Jimenez’s child, according to the arrest report. Both suspects have a lengthy history of drug use and so the officer returned to the vehicle and requested a second officer as cover for a K9 sniff of the vehicle’s exterior.

Once the second officer arrived, the deputy asked consent to have a K9 sniff the vehicle for drugs while a check was being done for warrants. Jimenez told the officer no, started the car and fled south on Nevada Street, the arrest report states. The officer pursued the vehicle with his lights and siren on but Jimenez would not stop. He continued driving southbound on Nevada Street and then turned east into an apartment complex parking lot, which was barricaded by three-foot cement posts, exiting the vehicle without putting it into park, subsequently crashing into the posts.

The officer then chased Jimenez on foot east across Curry Street through the parking lot of a restaurant and then across Carson Street. The chase entered the parking area of a drive-thru coffee shop. The officer then observed a white Jeep Cherokee drive at a fast rate of speed from the parking lot. Jimenez allegedly attempted to carjack the vehicle by grabbing a female juvenile passenger to pull her out of the Jeep. The driver of the Jeep pulled away and later informed officers what had happened.

Jimenez was still on foot in the parking area when the deputy ordered him to the ground several times at gunpoint. The suspect eventually complied, was arrested and taken to jail.

Meanwhile the officer returned to the vehicle Jimenez let crash with the pregnant woman inside at the south end of Nevada Street. The driver’s door was still open and the car had rolled into one of the concrete barriers, receiving a flat front tire. Borst had also fled the scene.

The officer looked inside the vehicle from the opened driver’s door and noticed a baggie with a rock-sized amount of methamphetamine. An area search of the woman began and a K9 was used to attempt to track the scent of where she had run. The dog alerted several times where officers found bits of what appeared to be wax paper with meth residue along the trail. One piece of paper was found with meth inside. Borst was found in the 1000 block of South Carson Street by deputies and taken into custody.

At jail she told the officer she ran because she was afraid she was going to get in trouble, the arrest report states. Because of the constructive possession of methamphetamine, the officer charged both with felony drug possession.

The officer also charged Jimenez with driving with fictitious plates, obstructing and eluding with endangerment while fleeing the vehicle with the 7-month pregnant mother inside in which the vehicle rolled into the cement barricade; attempted robbery and grand theft auto larceny for grabbing the arm of a juvenile and attempting to pull her out of a vehicle and being an ex-felon failing to register.

In other arrests:
— A 48-year-old woman was arrested at 9:47 p.m. in the area of South Carson and Colorado streets on suspicion of being an intoxicated pedestrian. The woman was walking in and out of traffic on South Carson Street. Bail: $72.

— A 38-year-old Carson City man was arrested Tuesday, 11:16 a.m. in the area of South Curry and Lake Glen streets on suspicion of reckless driving, and drug paraphernalia. The man told officers he had been inhaling air duster an hour prior to the traffic stop. In his possession he had plastic tube that he told officer he used to smoke Oxycodone. Bail: $1,764. He was placed on jail hold for parole violation.

— A 27-year-old Carson City man was arrested Tuesday, 1:35 p.m. in the area of Highway 50 East on a misdemeanor warrant, violation of bail conditions, issued May 4, 2015 out of Carson City Justice Court. Bail: $3,000.

— A 35-year-old Dayton woman was booked into Carson City jail Tuesday on a misdemeanor warrant, failure to complete victim impact panel, issued April 23, 2015 out of Reno Township Court. Bail: $960.

According to the Secretary of State's Office, 65.63% of registered voters in the capital city came out to cast their ballots, the majority of which utilized early voting (44.69%), followed by mail-in ballots (43.28%), and finally rounding out the last of the voters on election day (12.03%).

While time is up for the polls, which were scheduled to close at 7 p.m., if voters were in line before the cut off they will be allowed to vote. We will update the results as they come in. Carson City polls could take a couple hours to turn in their results.

Please be aware that mail-in ballots are being accepted as long as they were postmarked by election day, today, Nov. 5. This means that we will continue to see more results in the days to come, which is anticipated and expected.

Lyon County Sheriff's Office detectives traveled to the state of Utah where they arrested Robert Richards for the murder of Sara Filiatraut. Since that time, Richards has been in custody in Utah pending extradition to Lyon County.
