Carson City arrests: Gardnerville man faces meth trafficking, intent to sell charges

A 20-year-old Gardnerville man was arrested Saturday for multiple drug charges including suspicion of trafficking meth and possession with intent to sell, a Carson City sheriff’s deputy said.

Arrested at 6:59 p.m. was Devon Woolard in the area of Roop and Little streets. According to the booking report, a deputy assigned to the Carson City Sheriff’s Office Special Enforcement Team was southbound on Roop Street in an unmarked vehicle. The deputy observed the driver of a blue vehicle following too closely to a Dodge Ram truck.

The driver of the Ram had applied his brakes to make a right turn, with Woolard nearly hitting the rear of the truck.

The deputy activated his emergency lights at Fifth and Roop. The driver continued to go at a slow speed, finally turning right at Little and Roop and then stopped. Woolard did not have a driver’s license and refused to give the officer his Social Security number.
The man was asked to step out of the vehicle. He replied he was not going to because he didn’t have to, the arrest report states. The man was asked multiple times to get out of the vehicle. He was removed by a Douglas County deputy who was also on scene.

A canine did an exterior sniff of the vehicle and alerted positive. The officer asked the man if there was any marijuana or other narcotics in the vehicle. He said there were no drugs in the car, the arrest report states.

The dog continue to alert to positive drug scents. The officer did a search of the vehicle and another deputy did a search of Woolard and found a large amount of methamphetamine, 13.9 grams, in his right front pants pocket.

He was placed into custody for the methamphetamine. Inside a backpack deputies located a baggie with 28 grams of marijuana, along with two scales and a marijuana pipe, and several white and clear baggies. The man claimed the backpack was his, the arrest report states.

Willard was booked into jail among the charges are: Trafficking a schedule 1 drug, 4 to 14, possession of more than one ounce of marijuana, possession of a controlled substance, drug paraphernalia, following too close and possession with intent to sell. Bail: $31,282.

In other arrests:
— A 30-year-old Silver Springs man, Jason Ryan Woolman, was arrested Saturday, 5:43 p.m. in the 1400 block of North Edmonds for felony suspicion of possession of a controlled substance, methamphetamine, and misdemeanor possession of drug paraphernalia.
Also arrested was a 30-year-old transient for two misdemeanor warrants: violation of alternative sentencing out of Carson City and a Lyon County warrant for domestic battery issued Nov. 28, 2016 out of Dayton Township Court. Bail: $4,000.

— A 45-year-old Copperopolis, Calif., man was arrested Saturday, 11:37 p.m. in the area of Carson and Proctor streets for misdemeanor suspicion of DUI and for having a faulty tail lamp.

According to the arrest report, a deputy initiated a traffic stop due to the vehicle traveling without functioning tail lamps. The officer noticed an odor of alcohol and marijuana coming from the vehicle.

The man advised he did not have anything to drink and did not consume marijuana. He provided the deputy with a California driver’s license. The man agreed to submit to field sobriety tests and showed signs of impairment on the tests, the arrest report states. His breath sample was a .064 BAC and he showed signs of marijuana impairment in the eye test, the arrest report states. Bail: $1,209.

— A Carson City man was arrested Sunday, 5:17 a.m. in the 1600 block of Medical Parkway for a misdemeanor warrant, reckless driving with disregard of safety. The warrant was issued Aug. 30 out of Dayton Justice Court in Lyon County. Bail: $500.

— A 26-year-old Carson City man was arrested Sunday, 12:56 a.m. in the area of Highway 50 East and Fairview for misdemeanor suspicion of DUI. According to the arrest report, a vehicle was stopped after going 55 mph in a 45 mph zone. The officer observed the vehicle’s front and rear driver side tires cross over the yellow line on the north side of the road and traveled approximately 100 to 150 feet with the tires over the yellow line.

The deputy made contact with the driver and could smell a strong odor of alcoholic beverage coming from inside the vehicle. The driver showed signs that he had been drinking and stated he had a couple beers at a show in Reno. The man agreed to submit to field sobriety tests and showed signs of impairment on the tests. He provided a breath test of .099 and was arrested for suspicion of DUI. Bail: $1,137.

— A 27-year-old Carson City woman was arrested Saturday, 5:52 p.m. in the 1100 block of Woodside Drive for a misdemeanor violation of a suspended sentence warrant issued March 7, 2017 out of Carson City Justice Court. Bail: $1,000.

— A 20-year-old Carson City man was arrested Thursday, 3:59 p.m. in the 1800 block of North Carson Street for a misdemeanor warrant out of Douglas County. Bail: $500.

— Two were arrested on felony drug and other charges Thursday in the area of I-580 near Arrowhead. Arrested were Cody Shawn Regusci, 21, of Reno and Cheyenne Cassidy Waggoner, 18, of Hawthorne.

According to the arrest report, a deputy made a traffic stop after observing the sedan the pair were in had failed to maintain a lane as it traveled north in the number two lane. The right side tire crossed the right fog line multiple times, the arrest report states.

Regusci gave the officer a Nevada ID card. Dispatch advised he was on state Parole and probation for sales and possession of a controlled substance. A K-9 unit assisted and a dog did an exterior sniff of the vehicle and alerted positive, the arrest report states.

During a search the officer found a multi-colored container with methamphetamine inside a backpack. Regusci claimed ownership of the backpack. Deputies continued to search and located a black and tan purse. Inside the purse, the deputy found a small plastic straw with burn marks and a plastic pen with methamphetamine residue.

Both were arrested. At jail the woman stated she had stuffed a meth pipe and plastic container with meth into the front area of her pants. The drugs and paraphernalia were recovered in the intake process. Also found in the woman’s purse was a small plastic baggie that contained 23 Cyclobenzaprine, a prescription drug. She stated she did not have a prescription. Bail for Waggoner, $6,000. Bail for Regusci, $4,274. He’s also being held without bail in lieu of a hearing for suspicion of parole and probation violation.

UPDATE 6 p.m.: Courtesy of the Lyon County Sheriff’s Office: On May 3, 2024 at approximately 1430 hours, Lyon County Sheriff’s Deputies responded along with Central Lyon County, Carson City and Storey County Fire personnel to the area of 34 Newman Ln. for a report of motorhome on fire. Upon arrival, it was discovered that the fire had spread and multiple other abandoned vehicles caught fire as well. No one was hurt or injured during the incident. The incident is currently under investigation, which is being conducted by the Nevada State Fire Marshall’s Division.

UPDATE 2:38 p.m.: Firefighters from Storey are also now responding.

UPDATE 2:33 p.m.: Multiple vehicles on the property are engulfed in flame.

Around 2:15 p.m. a fire was reported at 34 Newman Lane in Mound House.

Firefighters from Carson City and Lyon County are enroute to the scene.

UPDATE 1:20 p.m.: According to Sheriff Ken Furlong, a student reported they saw a weapon. The incident was investigated and there was no weapon found. The lockdown has now been lifted and students are leaving the school.

UPDATE 1:15 p.m.: Update 05-03-24 at 1:15 p.m.
One student has reported an alleged weapon sighting. It has not been corroborated, but school officials and the sheriff’s office are investigating out an abundance of caution.

UPDATE 12:50 p.m.: The following update was provided by the district:

Carson High School was put on lockdown this afternoon around 12:15 p.m. No person was injured. There is an active situation being investigated in cooperation with the Carson City Sheriff’s Office. We will provide more information as it becomes known. The school is secure. Do not go to the school. No entrances will be permitted at time. The district will provide updates every 30 minutes. Expect the next update at 1:15 p.m.

Carson High School is currently on a lockdown as of 12:40 p.m. Friday, but there has been no incident reported according to Sheriff Ken Furlong.
