Carson City Board of Supervisors to consider emergency declaration Thursday
UPDATE: Carson City Health and Human Services clarified one item in the resolution regarding the number of cases. Carson City health officials have identified 1 positive case and the potential exposure of 14 ship passengers who have been repatriated who are being tracked.
The following is from the Carson City Health and Human Services: All Quad-County residents aboard the Grand Princess cruise ship have returned home. Residents flew from Marine Corps Air Station Miramar to Reno-Tahoe International Airport on Sunday and were safely transported to their residences by CCHHS staff.
All residents who returned were screened upon arrival and showed no symptoms of COVID-19. The residents were tested for COVID-19 before they flew home. No Quad-County passengers have tested positive for COVID-19. CCHHS staff who performed screenings and drove the vehicles wore personal protective equipment. Precautions were taken to ensure that the returning residents had no contact with any public spaces. Residents are self-quarantining for 14 days and CCHHS is monitoring them daily. These residents pose no risk to the community.

The Carson City Board of Supervisors will decide Thursday on a measure that would declare an emergency for the capital city due to the coronavirus crisis.
The modification was added to the city's agenda, where leaders will meet 8:30 a.m. March 19 at the Carson City Community Center, Sierra Room, 851 East William Street. The meeting will be streamed live on the Carson City Government Facebook page here and at carson.org/meetings.
On Tuesday, Carson City Mayor Bob Crowell wrote a letter to citizens that said leaders were working on an emergency measure for the city, He urged residents to remain calm and considerate as the coronavirus crisis unfolds.
Mayor Crowell notes: "We will be adding an emergency measure to our normal Board meeting this Thursday to receive a public update from our health professionals on where they believe we are in the scheme of controlling the spread of the virus, what they see on the horizon and what additional mitigation measures we should be taking. I would ask that folks use the internet or public access television channel to watch the meeting at home or at their business to avoid congregating in the Sierra Room. The City is working on a program to allow public participation by phone, but it may not be in full operation for this coming meeting. The number of chairs in the hearing room will be reduced and changed out with plastic chairs as opposed to the usual upholstered chairs."

A RESOLUTION TO DECLARE THE EXISTENCE OF AN EMERGENCY
WHEREAS, the global community, including the State of Nevada and the residents of Carson City, is at present faced with an unprecedented health crisis driven by the outbreak of an infectious disease known as the coronavirus or COVID-19, which has been deemed a pandemic by the World Health Organization; and
WHEREAS, the Honorable Steve Sisolak, Governor of the State of Nevada, has declared a state of emergency in response to the COVID-19 pandemic; and
WHEREAS, the Carson City Board of Supervisors recognizes the dangers of this pandemic and the serious threats it poses to the health, safety and welfare of the residents of Carson City, and the Board further desires to exercise all lawful, necessary and proper powers granted to local government to mitigate against the spread of infectious disease; and
WHEREAS, pursuant to the provisions of state law set forth in Nevada Revised Statutes (NRS) Chapters 244 and 414 and Chapter 6.02 of the Carson City Municipal Code, the Board of Supervisors is duly authorized to declare an emergency to exercise certain of the powers delegated to local government by the Nevada Legislature; and
WHEREAS, pursuant to the provisions of NRS 241.020, which governs the conduct of meetings of public bodies under the Open Meeting Law, the Carson City Board of Supervisors is authorized in the event of an emergency to hold a meeting without providing written notice of at least three working days before the meeting;
NOW THEREFORE BE IT RESOLVED by the Carson City Board of Supervisors that:
1. The following matters are expressly recognized:
A. A state of emergency does exist from the spread of COVID-19 within the boundaries of Carson
City; and
B. Carson City has had no fatalities to date, but has identified 15 current cases of possible exposure
to infection that the Carson City Department of Health and Human Services is tracking, and which could present a serious health risk to the population of roughly 60,000 persons permanently residing in Carson City; and
C. The risk of exposure to infectious disease could affect the entire population of Carson City if the emergency is not immediately mitigated; and
D. Carson City has implemented an Emergency Operation Center (EOC) and the EOC through City staff has subsequently taken steps to assist in the mitigation effort, resources have been committed by the City for mitigation and the Carson City Department of Health and Human Services has taken the lead in conducting all public health surveillance, testing and treatments of exposed individuals and the requesting of available resources and resource allocation; and
E. The length of time during which an actual emergency exists as the result of the spread of coronavirus is uncertain, as no vaccine exists and international, federal and state guidelines and recommendations are rapidly changing in diligent response to the pandemic; and
F. To fully access all necessary and proper powers to aid in mitigating against the pandemic, it is prudent and appropriate to officially declare the existence of an emergency under applicable law; and
2. It is hereby declared that there is the existence of an emergency in Carson City; and
3. It is hereby further declared that in accordance with the Emergency Operation Plan, this declaration is effective for two weeks from the date of this Resolution, and that it shall automatically extend for additional periods of one week upon expiration of the prior period until the Board of Supervisors convenes to declare that the emergency no longer exists or the Governor of the State of Nevada issues such a declaration, whichever is sooner; and
4. It is hereby further declared and ordered that:
A. All providers of emergency services employed by Carson City take all necessary steps
authorized by law to secure the persons and property of the citizens of Carson City; and
B. This declaration of the existence of emergency be made through the Director of the Nevada State Division of Emergency Management and that state assistance is requested immediately; and
C. A copy of this Resolution be submitted to the Governor of the State of Nevada, and for this
submission to be deemed a request that the Governor proclaim Carson City to be in a state of emergency.
