Carson City father jailed after toddlers in diapers found wandering late Saturday night

A 27-year-old Carson City man was arrested Saturday night in the 1000 block of South Roop Street for suspicion of gross misdemeanor child neglect and endangerment after his two toddlers were discovered wandering outside late at night without any supervision.

According to the arrest report, a deputy was dispatched to the 900 block of South Roop Street at 10:18 p.m. for a report of two toddlers found walking around in their diapers and barefoot. The deputy was able to located the toddlers and the reporting party in the grass courtyard east of 919 South Roop Street.

The adult female reporting party (RP) stated she had just come home and found the two toddlers running around outside and there were no adults around. She attempted to get the female toddler to follower her while an officer picked up the male toddler who was trying to run away from the female RP.

When the officer picked up the male toddler, the deputy could feel the child's skin was cold to the touch, with the child wrapping their arms around the deputy and tucking his head into their shoulder, the arrest report states.

The reporting party offered to watch the toddlers while two deputies attempted to locate the parent or parents of the children. A deputy started to look for open apartment doors or anyone who might be out looking for the toddlers, the arrest report states.

Officers were unable to locate anyone looking for the children or any open doors. The deputies returned to the reporting party's apartment in an attempt to see if the toddlers knew where they lived or what their parents' names were.

While attempting to talk with the toddlers, a deputy who was also on scene informed officers over the radio that she had found the father of the toddlers at 1011 South Roop Street. The deputies met up with the man and interviewed him. He appeared extremely under the influence and was unable to carry on a conversation and was barely able to stand on his own.

The father stated this was the second time the toddlers had gotten out of the house. A deputy asked the man if he had smoked any marijuana that day and the man stated he had smoked at around 9 p.m. and fell asleep on the couch, the arrest report states.

While speaking with the man, the deputy could see trash throughout the residence and a 50 gallon garbage can in the dining room full of trash and dirty diapers. There was food all over the floor and dog feces in the carpet, the arrest report states.

Due to the conditions of the home and this being the second time, according to the father, that his small children had left and wandered from the apartment, and the man being under the influence of marijuana and unable to care for his children, he was placed under arrest for child abuse and endangerment. Bail: $2,500.

In other arrests:
— A 33-year-old Carson City man was arrested Sunday, 10 p.m. in the area of Sonoma and Frontage Road for a misdemeanor violation of bail conditions warrant issued March 12, 2019, misdemeanor driving on a suspended license, not having vehicle tail lamps on while driving at night and obstructing an officer.

According to the arrest report a deputy in the area observed a motorhome make a right turn onto Sonoma from Jackson Way. The motorhome did not have its tail lights on.

The deputy initiated a traffic stop on the vehicle on Frontage Road and Sonoma. As the deputy approached the vehicle he noticed the driver's seat was empty and there was a blanket hanging that covered the back of the motorhome.

A second deputy said she had prior contacts with the driver of the vehicle. His name was entered into a wants and warrants data base and it returned with a confirmed warrant issued out of Carson City Justice Court with a cash bail of $3,000. His license status was also suspended.

For approximately 10 minutes, deputies knocked and made multiple commands for the man to exit the vehicle. He eventually did. He was read his Miranda rights were he agreed to speak. He told deputies the reason he didn't respond was because he was in the back of the motorhome texting his father to explain that he was being arrested, the report states. Bail: $4,381.

— A 28-year-old Silver Springs, Nev. man was arrested Saturday for misdemeanor suspicion of domestic battery and assault. According to the arrest report, deputies were called to Carson River Road and Fifth streets for a report of a woman who was crying and appeared to be injured.

Deputies arrived and met with the woman who initially had been unwilling to say what happened. She eventually stated she jumped out of her boyfriend's car after he hit her during a verbal argument.

The woman was taken to the hospital. Deputies were alerted the suspect was on his way to meet with deputies at the hospital. The suspect told deputies the two had been arguing. He stated he slapped the woman with the back of his hand and that's when she jumped out of the car. He said the woman attempted to jump out of the car earlier in the day.

The man stated he stopped the car and watched the woman for around 10 minutes to see if she was going to come back to the car after she jumped out. He stated after he watched the woman continue to walk away, he called his mother and informed her what happened. He stated he went to drop the kids off with his mother before going to the hospital to speak with deputies. He was arrested for suspicion of domestic battery and assault. Bail: $3,774.

— A 24-year-old Carson City man was arrested Saturday, 3:40 p.m. in the area of an east Carson City supermarket parking lot for an NHP warrant issued April 7, 2015 out of Reno Township Court.

He also faces a misdemeanor charge of failure to obey a traffic control device after rolling through a stop sign in the area of Woodside and Siskiyou drives. Bail: $1,333. A 20-year-old Carson City woman who was with him was also arrested for a misdemeanor contempt of court warrant for traffic out of Carson City Justice Court. Bail: $215.

— A 30-year-old Silver Springs, Nev. man was arrested Sunday, 2:21 a.m. in the 400 block of West Nye Lane for a misdemeanor violation of suspended sentence warrant issued June 15, 2017. Bail: $1,000.

— A 48-year-old transient was arrested Sunday in the 3200 block of Retail Drive for misdemeanor obstructing and making false statements.

According to the arrest report, the man provided a sheriff's deputy with a wrong name, date of birth and identifier information, admitting that he thought he had a warrant for his arrest. A check on the subject found he was clear of any warrants. Bail: $412.

UPDATE THURSDAY: The Washoe County Regional Medical Examiner’s Office has identified the two people who died Wednesday morning following the two vehicle crash on I-580 in Carson City. They are Alejandra Hernandez Valtierra, 36, and Viola Santoyo Huizar, 48, both of Carson City.

UPDATE 12:42PM: Southbound I-580 in Carson City was opened as of around 11 a.m., said a Nevada State Police spokeswoman, who provided more details of the fatal crash that happened early Wednesday morning.

Both the driver of a car and a truck involved in the crash died. Their names have not been released pending notification of family members. The car, which was going the wrong way — northbound in the southbound lane — struck the truck and caught on fire, according to a NSP preliminary investigation thus far. The vehicle makes are unknown at this time.
