Carson City Supervisors to discuss Lompa Ranch subdivision, sales data, new trails and more

The next Carson City Board of Supervisors meeting will be held Thursday, Jan. 20 beginning at 8:30 a.m. in the Sierra Room of the Community Center, located at 851 E. William Street.

The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the applicable Directives issued under authority of the Governor’s Declaration of Emergency, including Directive 045 and 047, and subject to any potential changes in state or federal mandates or guidelines, face coverings are required to be worn when attending this meeting in person.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3:00 p.m. the day before the meeting.

Among the items on the agenda:

— A proclamation and presentation will be held issuing the Employee of the Quarter Award to Ray Murray, electrical instrumentation and controls technician.

The Employee-of-the-Quarter program recognizes outstanding employees whose efforts have helped the city achieve the strategic goals adopted by the Board of Supervisors and who have demonstrated an effort to fulfill the city's mission, vision and values.

— A discussion and possible action will be held regarding a request for a tentative subdivision map for a common open space development known as East Robinson Street and North Saliman Road, Blackstone Ranch North to create 137 single family residential lots on a 41.07 acre parcel located within the Lompa Ranch North Specific Plan Area.

The proposed subdivision will include 5.89 acres of common open space including a clubhouse.

— A discussion and presentation will be held regarding sales data for various areas of Carson City over the past seven years. The presentation will be held by Hope Sullivan, Carson City Community Development Director and Brian P. Bonnenfant, Project Manager of the Center for Regional Studies at the University of Nevada, Reno.

— A discussion and possible action will be held regarding a mutual grant of non-exclusive easements between the city and a Carson City resident, Christian Mannsfeld, in order to access an existing dirt road on his property which would allow the connection between Carson City and the Lake Tahoe Basin.


The easement would allow the city to develop and maintain a recreational non-motorized native surface trail there.

— A discussion and possible action will be held regarding a proposed acceptance of a contract with RH Borden and Co. LLC to perform a condition assessment for Carson City’s sanitary sewer system.

As part of the city’s Sanitary Sewer Master Plan, the city has begun a multi-phased condition assessment program to better understand the condition and needs of the sewer system.

This contract would be for phase IV of the program and would use acoustic equipment to assess the state of approximately fifty percent of all pipes with a diameter of twelve inches or less within the system. The contract will be in an amount not to exceed $143,750.

— A discussion and possible action will be held regarding a resolution to augment and amend the Carson City Redevelopment Authority Fiscal Year 21-22 Budget in the amount of $2.28 million.

The proposed augmentation and revision is primarily due to carryover of program costs from the prior year’s budget, Redevelopment Authority actions, and unanticipated sources of revenue, according to the agenda.

— A discussion and possible action will be held regarding a grant from the 2021 Edward Byrne Memorial Justice Assistance Grant Program in the amount of $55,000 to fund a Behavioral Health Peace Officer position in an effort to prevent and reduce crime and to improve the criminal justice system within Nevada and Carson City, according to the agenda.

The new officer position would fill the gaps and supplement current programs including MOST and FASTT.

— A discussion and possible action will be held regarding the submission of an application for grant funding in the amount of $149,690 from the Department of Justice, Bureau of Justice Assistance, Northern and Middle States Rural Law Enforcement Assistance Program.

The funds would be used to purchase operational and investigative equipment for the Carson City Sheriff’s Office to enhance forensic and investigative capabilities.

— A discussion and possible action will be held regarding the appointment of three members to the Carson City Parks and Recreation Commission each for a four-year term ending on Jan. 1, 2026.

Reappointment requests were submitted by Lea Case, Kurt Meyer, and Dave Whitefield. A new application was submitted by George Butler.

— A discussion and possible action will be held regarding the appointment of up to four embers of the 9-1-1 Surcharge Advisory Committee with one appointment as the representative of a local exchange carrier. Four applications have been submitted: Bryson Gordon of ATT seeks appointment as the representative of a local exchange carrier. Mary Katherine Durbin and Denise Bauer are seeking reappointment as general, at-large members, and Benjamin Miller is the new applicant for a general, at-large position.

— A discussion and possible action will be held to adopt on second reading an ordinance changing a parcel located on Highway 50 E. from single family 12,000 to General Commercial.

The property was the subject of a special use permit in 2020 for an RV storage facility, required due to the split zoning not the property.
