Man booked for suspected DUI after Carson City deputy sees him smoke from bong at traffic light

An 18-year-old man was arrested Monday for suspicion of DUI, possession of less than an ounce of marijuana and possession of drug paraphernalia, according to a Carson City Sheriff's Office booking report.

According to the booking report, a deputy made a traffic stop on a vehicle after observing the driver holding a glass water bong pipe in his right hand then putting it to his lips while sitting at a traffic light.

The deputy approached the vehicle and could smell and overwhelming odor of marijuana coming from the vehicle. The officer asked the driver to roll the window down. He stated the window did not operate and would have to open the door. He opened the door and the smell of marijuana was strong, the report states.

The officer asked for his driver's license, vehicle registration and insurance. The man handed the officer his license, a handicapped placard authorization form from the vehicle and stated his insurance was on his cell phone. The officer asked the man to hand him the bong. He reached back with his left hand and pulled the pipe from the rear seat floorboard area.

The deputy administered a test and read instruction from the Carson City Under the Influence AIRIDE form. The man stated he understood the instructions and did not answer any questions that would keep him from performing the tests. He showed impairment on the tests, the report states.

Since there was not an odor of alcohol and the suspect impairment was from marijuana, a preliminary breath test was not administered. He was placed under arrest for suspicion of driving under the influence of marijuana. A blood sample was drawn from an on-call lab technician. He was then taken to jail. Bail amount listed: $3,011.

In other arrests:
— A 58-year-old Carson City woman was arrested early Tuesday for two misdemeanor contempt of court warrants issued out of Carson City Justice Court. Bail: $4,000 cash.

— A 29-year-old Carson City man, Dallas Jay Jackson, was arrested early Tuesday, Jan. 2 for suspicion of possession of a controlled substance (approximately 5 grams of methamphetamine), possession of drug paraphernalia and a warrant out of Douglas County with a $5,763 cash bail amount. Bail for the suspected drug offenses, $3,637.

— A 39-year-old Carson City woman was arrested Friday for a warrant alleging tampering with a vehicle causing damage, a gross misdemeanor offense, and misdemeanor driving with a suspended license. Bail: $2,500.

— A 69-year-old Carson City man, Bobbie Lee Tucker, was arrested Friday for suspicion of possession of a controlled substance (2 grams of methamphetamine) and possession of drug paraphernalia. Bail: $2,500.

— A 19-year-old Carson City man was arrested Sunday for suspicion of minor consuming alcohol. According to the booking report, deputies were dispatched to Cascade Drive for a report of an intoxicated male. Descriptors were given. Dispatch advised the man was grunting and banging on a door and was kicking inflatables in a yard, the report states.

A deputy arrived on scene and located the man walking north on Cascade Drive. The deputy could smell an odor of alcohol coming from the man, who stated he was under 21 years of age. He provided a preliminary breath test of .278. The man was unable to provide the deputy with an address or phone number to anyone who could get him. He was arrested for minor consumption of alcohol since there was not a responsible party to take care of him. Bail: $150.

— A 34-year-old Carson City man was arrested Sunday for suspicion of DUI, failure to obey traffic control devices and a bench warrant.

According to the booking report, a deputy was at the stop light on Robinson Street and Carson Street and observed a vehicle that failed to stop and continued through the red light.

The officer conducted a traffic stop and spoke with the driver. The officer was able to obtain his driver's license, registration and proof of insurance. The man had red watery eyes. He was asked to step out of the vehicle.

The man stated he had five beers approximately two hours prior. He agreed to standardized field sobriety tests and showed signs of impairment on the tests. He was arrested. He provided evidentiary breath tests of .095 and .090. Bail: $1,137 for the suspected DUI, and $1,000 cash for the bench warrant.
