Carson City supervisors OK more than $800K in Rifle Range funding, could reopen 6 days a week
The Carson City Board of Supervisors approved more than $809,000 in funding for a contract between the City and Four Point Engineering to provide necessary safety improvements at the Rifle and Pistol Range during the first Supervisor’s meeting of 2020 Thursday.
According to the agenda, this project consists of re-grading the long range and shooting bays, installing target frame holders and completing site drainage improvements. An additive alternate is included for similar improvements to the short range.
The construction contract is for the base bid $628,162 and bid alternate $107,665, for a total bid of $735,827, plus a 10 percent contingency amount of $73,583, to be funded from multiple funding sources, including a Nevada Department of Wildlife (NDOW) Grant, Quality of Life Fund, Capital Projects Fund and the General Fund (Contingency). The engineer’s estimate for construction was $933,960.
At the meeting, $809,410 was approved by the Board with the contract to be awarded to the lowest, most responsive bidder, which was Four Point Engineering.
On November 21, 2019, the Board of Supervisors accepted a $143,227 Nevada Department of Wildlife sub-grant Award with a$47,742 required City cash match for improvements to the Range, and authorized the Carson City Parks and Recreation Director to sign the sub-grant award and all subsequent grant documents related to the project on behalf of the City.
The proposed improvements, along with operational changes, were recommended by two independent consultants to bring the Carson City Rifle and Pistol Range to the National Rifle Association’s (NRA) minimum recommended standards.
The City previously retained Lumos and Associates to prepare the necessary design and engineering requirements as consistent with the NRA Range Source Book. This project, if approved, would authorize construction and ensure the facility is compliant with NRA standards. The project provides for 40 construction days, weather permitting. This project will not only improve safety for the range and the adjacent landfill, but will significantly increase public shooting opportunities for Northern Nevada, according to the agenda.
The funding for the construction (including the 10 percent contingency) is as follows:
- $ 131,871 Nevada Department of Wildlife Grant
- $ 47,742 FY20 CIP (NDOW required grant match)
- $ 77,258 FY20 CIP (remaining budget allocation after grant match)
- $125,000 FY20 QOL Capital
- $427,539 City Contingency Fund*
- $809,410 Total Construction Costs

This means that, if no issues befall construction, we could see the reopening of the Rifle and Pistol Range by March or April, based on their projected calculations.
According to Parks and Recreation Director Jennifer Budge, once construction is complete, they anticipate increasing the operating schedule to six days per week.
"While we don’t have a confirmed construction schedule with the contractor yet, there are 40 working days for the project, weather permitting," said Budge. "I anticipate the project to be completed by the end of March or beginning of April."
