Carson City Treasurer Andrew Rasor files to retain position as city elected revenue official
Carson City Treasurer Andrew Rasor has filed to retain his position as the Carson City Treasurer. Andrew has served as the Carson City Treasurer since Monday, May 10, 2021 when the Carson City Board of Supervisors appointed him as the Treasurer of Carson City following the retirement of former Treasurer Gayle Robertson.
As the current Treasurer of Carson City, Andrew’s responsibilities include the issuance of the annual real property tax bill for Carson; the collection of property taxes, water consumption and sewer use fees, landfill fees, parking fines, franchise fees, rents, and the consolidated taxes from the State of Nevada, such as sales tax, gas tax, and gaming tax.
Andrew’s responsibilities as Treasurer also include maintaining Carson City’s cash balance; administering Carson City’s banking relations; and investing Carson City’s surplus funds in short-term, medium-term, and long-term investment options.
One of the lesser-known responsibilities of the Carson City Treasurer involves the timely payment of all of Carson City’s outstanding bonds to ensure that Carson City maintains its credit rating, which Moody’s recently upgraded from A1 to Aa3. Since becoming the Carson City Treasurer, Andrew has worked on the revision and update of Carson City’s investment policy, which the Government Investment Officers Association recently certified, and is continuing the Treasurer’s Office work on the anticipated implementation of a new credit card and electronic payment system that will integrate with Carson City’s Tyler Cashiering systems.
With this new electronic payment system, Andrew intends to move the different payment systems currently in use in Carson City government under one system to meet the Board of Supervisors’ goal of efficiency in government and to reduce the workload for the Treasurer’s Office with bank reconciliation in this area.
In addition, the Carson City Treasurer’s Office is currently working on a pilot program to centralize money deposits and accounting entries between the Treasurer’s Office and the various Carson City municipal government offices as a way to reduce the time spent on reconciling banking and accounting entries. If implemented, this centralized deposit and entry system will also meet the Board of Supervisors’ strategic goal of efficiency in government.
Prior to his appointment as Carson City Treasurer, Andrew served as a sworn law enforcement officer with the Nevada Department of Public Safety (DPS) from 1998-2019, where he retired as a Lieutenant with the DPS Investigation Division (NDI). At the time of his retirement, Andrew served as the Director of the Nevada Threat Analysis Center (NTAC), the state-operated fusion center, where he oversaw various programs and operations that involved homeland security, criminal intelligence analysis, the center’s budget and federal grants, and the communication center for the SafeVoice Nevada program. In addition, Andrew served on a variety of commissions and committees within the State of Nevada to include homeland security and child and student safety, as well as various other law enforcement boards and committees.
Andrew moved to Carson City when he was four years old, and graduated from Carson High School in 1991. Andrew earned his Bachelor’s and Master’s degrees from the University of Nevada, Reno, and is a graduate of the Federal Bureau of Investigation National Academy and the Northwestern School of Police Staff and Command.
