Man arrested for meth possession, eluding deputies after staring at them from behind a candy display

A 31-year-old Carson City man was arrested Friday evening in the 3900 block Highway 50 E. for suspicion of possessing a controlled substance, possession of drug paraphernalia, DUI drug, driving with suspended registration and a suspended license, performing an unsafe lane change, pulling into a private drive to avoid traffic control, and obstructing.

Jesse Jonathan Silis-Teran was arrested by Special Enforcement Team deputies after they spotted him while on break inside a gas station getting refreshments. According to the report, Silis-Teran came into the dimly lit gas station wearing sunglasses and stared intently at the deputies while in the store.

He was standing in front of one of the candy racks, but then walked around behind it and continued to watch the deputies. He had a rigid gait as he walked and appeared as if he were trying to stay out of the deputies’ sight.

Deputies conducted a records check on Silis-Teran and learned his driver’s license had been suspended.

Deputies knew of Silis-Teran from previous contacts, and knew he was a chronic user of marijuana and methamphetamine, according to the report. He is also a documented gang member and has been arrested for firearm violations as a convicted felon.

SET deputies exited the store and watched as Silis-Teran got into his vehicle and drove away.

Deputies began to follow him after they saw him accelerating quickly through traffic and made an abrupt lane change in front of a semi at Nye Lane and College Parkway. He made a u-turn to head south on College Parkway, and deputies believed at that time Silis-Teran knew he was being followed and was attempting to evade deputies.

Deputies briefly lost sight of him, but observed him drive through a crowded gas station parking lot on Highway 50 before heading back on Highway 50 E., heading west and avoiding the traffic signal.

He turned into a bar’s parking lot on Highway 50 and exited the car briefly before getting back in.

Deputies approached the vehicle and noted his windows were very dark. They told him several times to put his hands up and exit the vehicle, but he refused. He was hunched over and was manipulating something in his hands. Deputies used a shotgun with the safety on to port the window and see inside.

Silis-Teran dropped what was in his hands and deputies could see he was holding a cell phone. He was removed from the vehicle and taken to the ground by a deputy.

While on the ground Silis-Teran refused to surrender one of his hands which was under his body and near his waistband. Three deputies were finally able to place him into handcuffs.

Silis-Teran sustained minor abrasions to his hand and face, according to the report and medics were summoned to the scene, checked him out, and determined he did not need further medical attention.

During the scuffle, Silis-Teran continued to turn his head toward deputies and yell at them. Deputies grabbed the back of his head and neck to keep his face pointed away from deputies. As they did so, deputies noted that his muscle tone and neck veins were rigid and distended. As he yelled at deputies, his speech was very rapid, repetitive and slurred.

Deputy K-9 Ivo was dispatched, who conducted an exterior free air sniff around the vehicle, and alerted to the presence of drug odor. Inside, deputies located a black bag on the back seat which contained a methamphetamine pipe with trace methamphetamine, two containers with butane hash oil, a “dab rig” used for the hash oil, and a locked case. Inside the locked case deputies located a digital scale with white residue on the surface.

There were also several collections of coins, hand tools, power tools, and a set of walkie-talkies, according to the report.

At the jail. Silis-Teran admitted to smoking marijuana about an hour and a half before the stop. He said he had not used methamphetamine “for a long time, but he wasn’t going to be clean of it.”

Photographs were taken of his injuries, and a blood draw was taken to determine the amount of drugs in his system.

Bail: $6,169

Warrants:

— A 27-year-old Carson City man was arrested in the 1800 block of N. Edmonds Drive for a contempt of court warrant out of Carson City Justice Court, which was issued April 25.

The man failed to appear to pay fines or restitution as ordered by the court.

Bail: $227 cash only

— A 25-year-old Carson City man was arrested in the 2600 block of Panamint Road Friday morning on a contempt of court warrant out of Carson City Justice Court, which was issued on April 30.

The man failed to appear in court on April 30.

Bail: $500 cash only

On a sunny Saturday morning, 100 volunteer participants fanned out across Lake Tahoe’s South Shore to take water quality samples from 34 streams, creeks, ponds, and lakes to monitor the health of the Truckee River watershed and Lake Tahoe as part of the 24th annual Snapshot Day. They were joined by teams doing the same tests simultaneously in other regions of the watershed.

Just before noon on Tuesday a crash with injuries was reported on the I-580 on ramp from N. Carson Street.

According to dispatch there are two vehicles involved, one of which was towing a trailer.

Injuries have been reported and the number two lane is blocked.

Traffic cameras show vehicles are moving slowly but are able to get through to Washoe Valley.

Motorists must use caution in the area.
